Extend Graduate Voter Enrolment Deadline by Four Weeks and Remove Mandatory Gazetted Officer Attestation for Degree Certificates, గ్రాడ్యుయేట్ ఓటర్ల నమోదు గడువును పొడిగించాలి

Hyderabad : Pulipati Rajesh Kumar, Chairman of the TPCC Election Commission Coordination Committee, and Gampa Venugopal, State Coordinator for SIR, submitted a representation to C. Sudharshan Reddy Garu, IAS, Chief Electoral Officer of Telangana, requesting measures to simplify the enrolment process for eligible graduate voters ahead of the forthcoming elections to the Mahabubnagar–Rangareddy–Hyderabad (MBNR–RR–HYD) and Warangal–Khammam–Nalgonda (WGL–KMM–NLG) Graduate MLC Constituencies.

The representation highlighted that November 6 is the last date for graduate voter enrolment and expressed concern that many eligible graduates may be unable to register within the stipulated deadline due to a lack of awareness, difficulties in obtaining the required documents, and procedural hurdles in the verification process.

In this regard, they requested that the graduate voter enrolment deadline be extended by at least four weeks. They also urged the Election Commission to conduct extensive voter awareness campaigns across educational institutions, private technology parks, and rural areas to ensure that every eligible graduate gets an opportunity to enrol as a voter.

They further pointed out that the mandatory requirement of Gazetted Officer attestation on copies of degree certificates issued by recognised universities within Telangana is causing considerable inconvenience to applicants. The need to approach Gazetted Officers and obtain the necessary attestation is resulting in delays and creating additional barriers to the enrolment process.

They requested the Chief Electoral Officer to consider permitting election officials to verify degree certificates submitted along with Form-18 through online systems. They also suggested allowing self-attested copies of degree certificates or other alternative verification methods, wherever permissible under the applicable rules, to simplify the registration process without compromising verification standards.

The representation also expressed concern that graduate voter enrolment appears to be lower compared with the previous term’s elections. They urged the authorities to take appropriate steps to remove unnecessary procedural difficulties and increase voter participation.

Request for Clarification and Review of Removal of Five Lakh Voters

The representatives also referred to a headline published in Deccan Chronicle on the same day, according to which approximately five lakh voters had reportedly been removed from the electoral rolls through Form 7 before the commencement of the Special Intensive Revision (SIR).

They sought clarification on whether these Form 7 applications were AI-generated or physically submitted. They also requested that the details of the Form 7 applications be provided and that the removal of the approximately five lakh voters be thoroughly reviewed to ensure transparency and accuracy in the electoral rolls.

Key Demands

  • Extend the graduate voter enrolment deadline by at least four weeks.
  • Conduct extensive voter awareness campaigns across educational institutions, IT parks, and rural areas.
  • Review the mandatory Gazetted Officer attestation requirement for degree certificates issued by recognised universities within Telangana.
  • Simplify graduate voter enrolment through online verification or self-attestation, wherever permissible under the applicable rules.
  • Review the reported removal of five lakh voters from the electoral rolls before the commencement of this year’s SIR and provide details of the associated Form 7 applications.

Emphasising that every eligible graduate must have a fair opportunity to register as a voter, the representatives urged the Chief Electoral Officer to consider these requests favourably and take appropriate action before the November 6 deadline. They stated that simplifying the enrolment process and ensuring transparency in electoral roll management are essential to strengthening democratic participation.
