BRS Woman Leaders Complaint Copy Submitted to Woman Commission on Minister Bandi Sanjay’s Son Involved POCSO Case

Subject: Representation seeking urgent intervention against deliberate dilution of POCSO offences, police inaction, victim intimidation, and retaliatory prosecution of minor victim’s family by Police, Mr. Bandi Sai Bhageerath and his father Sri Bandi Sanjay Kumar Member of Parliament.

1.We, the undersigned leaders and representatives of the Bharat Rashtra Samithi, are constrained to approach this Hon’ble Telangana State Women Commission seeking urgent intervention in a matter involving serious allegations of sexual exploitation of a minor girl, deliberate dilution of offences by police authorities, abuse of political influence, retaliatory criminal prosecution, and continuing harassment of the victim’s family.

2.It is respectfully submitted that the mother of the minor victim lodged a detailed complaint on 08-05-2026 before the Station House Officer, Pet Basheerabad Police Station, Cyberabad Commissionerate, narrating grave allegations against Mr. Bandi Sai Bhageerath, son of Member of Parliament Sri Bandi Sanjay Kumar.
3.The complaint disclosed repeated acts of sexual harassment, molestation, inappropriate touching on her private parts, stooping for foreplay, coercive physical advances, emotional manipulation, psychological domination, pressure for sexual favours, digital harassment, intimidation, and exploitation of a minor girl over a prolonged period. The complaint further narrated incidents occurring at apartments, farmhouses, and isolated private locations where the minor victim was allegedly subjected to physical and sexual misconduct against her will
4.The said complaint also specifically disclosed coercive conduct and emotional blackmail, pressure exerted upon the victim for physical intimacy despite resistance, circulation of private information and defamatory material, intimidation and indirect threats through influential persons and retaliatory false complaints intended to silence the victim and her family.
5.Shockingly, despite the seriousness of the allegations attracting stringent provisions of the Protection of Children from Sexual Offences Act, the police authorities registered only a limited case in Cr. No. 684/2026 under Sections 74, 75 BNS and Sections 11 r/w 12 of the POCSO Act, thereby substantially diluting the gravity of the allegations disclosed in the complaint.
6.The allegations made in the complaint clearly warranted thorough investigation into more serious offences under the POCSO Act and other penal provisions. However, the concerned police authorities appear to have intentionally diluted the offences and avoided invoking appropriate stringent provisions, thereby causing serious prejudice to the rights of the minor victim.
7.Even more disturbing is the fact that despite registration of the said crime, no meaningful or visible action has been taken against the accused persons till date. No effective investigation, custodial interrogation, protective measures, or prompt legal action appears to have been initiated, despite the allegations involving a minor girl and offences under a special enactment intended for protection of children.
8.In stark contrast, a retaliatory complaint lodged by Sri Bandi Sai Bhageerath against the victim girl and her parents was acted upon with extraordinary haste by Karimnagar II Town Police Station by registering FIR No. 253/2026 dated 08.05.2026 under Sections 308(5), 351(2), 61(2) r/w 3(5) BNS.
The sequence of events clearly reveals a disturbing pattern wherein:
a). The complaint of the politically influential accused was immediately converted into an FIR.
b).The complaint of the minor victim under the POCSO Act was diluted by invoking lesser provisions.
c).No serious action has been taken against the accused despite grave allegations and
d).The victim girl and her family are being subjected to intimidation, humiliation, and retaliatory criminal proceedings.
9.The timing and manner of the retaliatory FIR strongly indicate abuse of criminal law machinery to silence the victim’s family and derail the course of justice.
10.It is further submitted that under the POCSO Act, consent of a minor is immaterial in law. Any act involving sexual assault, sexual harassment, coercion, exploitation, or physical advances towards a child mandates immediate, sensitive, and impartial investigation free from external influence.
11.The conduct of the concerned police authorities raises serious apprehensions regarding abuse of political influence, deliberate shielding of the accused, failure to discharge statutory duties under the POCSO Act, selective and biased policing and secondary victimisation of the minor victim and her family.
12.The victim girl and her family are presently living under constant fear, mental trauma, social humiliation, and apprehension owing to the continuing intimidation and misuse of criminal process.
In these circumstances, we respectfully request the Hon’ble Telangana State Women Commission to:

  1. Take immediate cognizance of the matter and initiate an independent enquiry;
  2. Call for the entire case records in Cr. No. 684/2026 and examine whether the offences have been improperly diluted;
  3. Direct fair, impartial, and uninfluenced investigation into all allegations made by the minor victim and her family;
  4. Recommend addition of appropriate stringent provisions under the POCSO Act and BNS, if warranted by the material on record;
  5. Call for an explanation from the concerned police officials regarding failure to take effective action against the accused;
  6. Examine the role of police officers responsible for selective and biased investigation;
  7. Recommend departmental action against officers found guilty of negligence, dereliction of duty, abuse of authority, or shielding the accused;
  8. Ensure that no coercive or retaliatory action is taken against the victim girl and her family;
  9. Provide necessary protection and support mechanisms to the victim and her family; and
  10. Monitor the investigation to ensure that justice is not defeated by influence, intimidation, or misuse of power.
    We sincerely hope that the Hon’ble Commission will intervene to protect the dignity, safety, and legal rights of the minor victim and ensure that the rule of law prevails without fear or favour. Kindly treat this representation as urgent in the interest of justice.
