Kaleshwaram barrages to be restored strictly as per NDSA report: Uttam
Hyderabad: Irrigation and Civil Supplies Minister Capt N. Uttam Kumar Reddy on Tuesday said the Telangana Government was giving the highest priority to completing pending irrigation works with a clear focus on time-bound implementation, institutional accountability and technical transparency.
Speaking to media persons after a detailed review meeting with senior officials at his chambers in Dr B. R. Ambedkar Telangana Secretariat, Uttam Kumar Reddy said the Dr B. R. Ambedkar Pranahita–Chevella Sujala Sravanthi Project, the Srisailam Left Bank Canal (SLBC) tunnel, and the Medigadda, Annaram and Sundilla barrages under Kaleshwaram are on the priority list of the state government.
Taking up the Thummidihetti component of the Pranahita–Chevella Project as the first agenda, the Minister said engineering teams were evaluating two alternative canal alignments, and the decision on the preferred route would be taken by October 22.
He explained that one option involves carrying water from Mylaram through a 71.5-km gravity canal and a 14-km tunnel to Sundilla, while the second route would divert water through Yellampalli with an intermediate pumping station. Both alternatives, he said, were under technical review for cost, hydraulic efficiency, topographical compatibility, and energy requirements.
Uttam Kumar Reddy instructed that a comparative analysis of both options be completed within two weeks and submitted to the government along with financial estimates. He said the department would place the final recommendation before the Cabinet for approval and begin preparatory work immediately afterwards.
The Minister said the government remained firmly committed to completing the Srisailam Left Bank Canal (SLBC) tunnel project by December 2027 “We are reviewing progress fortnightly, ensuring that each segment of the tunnel work meets the benchmarks set by the engineers,” he said.
He informed that work would restart under revised estimates as soon as the current monsoon ended, and the necessary permissions from the Directorate General of Civil Aviation (DGCA) for the helicopter-borne aerial magnetic survey were expected shortly. The survey, to be conducted by the National Geophysical Research Institute (NGRI), would map underground rock structures and guide alignment corrections for safer tunnelling.
Uttam Kumar Reddy said SLBC tunnel was a critical component in Telangana’s irrigation architecture, connecting the Srisailam reservoir to drought-prone regions through a 43-kilometre-long tunnel designed to deliver Krishna water to thousands of acres of farmland. “This is a lifeline project for the southern districts and a long-pending commitment of the State,” he said.
He added that both technical and administrative bottlenecks were being removed to maintain the schedule and that the project would continue to receive high-level monitoring until completion.
Uttam Kumar Reddy said that the restoration of the Medigadda, Annaram and Sundilla barrages under the Kaleshwaram Lift Irrigation scheme was being done as per the NDSA report. He said the State had already floated an Expression of Interest (EoI) inviting national institutions and expert organisations to participate in the restoration work. A premier IIT was likely to be the principal technical partner, working closely with the Chief Design Organisation (CDO) of the Telangana Irrigation Department.
“A premier IIT team will take up structural design, testing and rehabilitation planning. Pre-monsoon tests have been completed, and post-monsoon verification will follow shortly. The full restoration design will be completed within one year,” Uttam Kumar Reddy said.
He emphasised that the repair process would adhere strictly to NDSA recommendations and that any deviation or delay would invite accountability. He instructed that weekly progress reviews be conducted and technical findings documented systematically. “The safety of these barrages is a top priority. We are taking a scientific, transparent and corrective approach with national-level institutions involved in every stage,” he added.
On the legal front, Uttam Kumar Reddy reviewed the progress of hearings before the Krishna Water Disputes Tribunal-II (KWDT-II). He said senior advocate Vaidyanathan had concluded Telangana’s arguments and Andhra Pradesh had commenced its submissions. He directed departmental officials to maintain detailed transcripts of each session, coordinate with the legal team in Delhi and the State’s counsel in the Supreme Court, and ensure consistency in arguments.
“Our team has presented Telangana’s case effectively. We are continuing to monitor every hearing and maintaining legal preparedness for the next stages,” he said.
The Minister also reviewed the progress of the Sammakka–Sarakka Project, for which the State Government has already approached the Central Water Commission (CWC) seeking water allocation and Technical Advisory Committee (TAC) clearance. He said the process was being actively followed up.
He further informed that investment-clearance applications for Seethamma Sagar, Modikuntavagu, distributory systems of Chanaka–Korata and Chinna Kaleshwaram had been submitted to Delhi, and their appraisal under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) framework was at an advanced stage. “Once central approvals come through, these projects will strengthen irrigation across both the Godavari and Krishna basins,” he said.
Uttam Kumar Reddy said the Devadula Project remained one of the department’s top priorities. He informed that approvals for Package-6 and an additional third-phase package had been cleared. He directed the immediate release of Rs 33 crore towards land-acquisition compensation and said all revised estimates (REs) should be approved within this month. He said completion of Devadula was a mission-mode target for the government, and the project would reach full operational capacity within this term.
“Devadula has seen good physical progress and will soon deliver results on the ground,” he noted.
The Minister asked officials to prepare a comprehensive review report on the Dindi Project, covering physical progress, fund utilisation and pending works. The report is to be submitted within three days, after which a separate meeting will finalise the next phase of works.
He also reviewed the draft policy for desiltation and desedimentation of irrigation reservoirs. He said the proposal aimed to create a self-sustaining system that improves reservoir capacity without additional government spending.
Uttam Kumar Reddy said strengthening of the Inter-state Water Resources (ISWR) and Chief Design Organisation (CDO) was crucial for effective design and supervision. He directed recruitment of additional engineers, upgradation of hardware and adoption of modern design software. He also directed that all major reservoirs be maintained at brim level as the monsoon recedes and that telemetry-based monitoring continue until the end of the hydrological season.

మరో మార్గం ప్రకారం మధ్యలో పంపింగ్ స్టేషన్ ఏర్పాటు చేసి యెల్లంపల్లి ద్వారా నీటిని మళ్లించడం జరుగుతుంది.

శ్రీశైలం లెఫ్ట్ బ్యాంక్ కాలువ (ఎస్ఎల్బీసీ) టన్నెల్ ప్రాజెక్టును డిసెంబర్ 2027 నాటికి పూర్తి చేయడానికి ప్రభుత్వం కట్టుబడి ఉందని చెప్పారు.
భూగర్భ ఎస్ఎల్బీసీ టన్నెల్ తెలంగాణ నీటి పారుదల నిర్మాణంలో కీలక భాగమని, ఇది శ్రీశైలం జలాశయాన్ని కరవు ప్రాంతాలతో అనుసంధానిస్తూ 43 కిలోమీటర్ల పొడవైన టన్నెల్ ద్వారా వేల ఎకరాల వ్యవసాయ భూములకు కృష్ణా నదీ జలాలను అందించడానికి రూపొందించబడిందని చెప్పారు.
సాంకేతిక మరియు పరిపాలనా అడ్డంకులను తొలగిస్తున్నామని, ప్రాజెక్టు పూర్తయ్యే వరకు ఉన్నత స్థాయి పర్యవేక్షణ కొనసాగుతుందని తెలిపారు.

పునరుద్ధరణ ప్రక్రియ ఎన్డీఎస్ఏ సిఫారసులకు కచ్చితంగా అనుగుణంగా ఉంటుందని, ఏదైనా వ్యత్యాసం లేదా ఆలస్యం జరిగితే బాధ్యత వహించాల్సి ఉంటుందని ఆయన స్పష్టం చేశారు. వారానికి ఒకసారి పురోగతి సమీక్షలు నిర్వహించి సాంకేతిక ఫలితాలను పద్ధతిగా నమోదు చేయాలని ఆదేశించారు. “ఈ బ్యారేజీల భద్రత అత్యంత ప్రాధాన్యమైనది. ప్రతి దశలో జాతీయ స్థాయి సంస్థలు పాల్గొంటూ శాస్త్రీయ, పారదర్శక మరియు సవరణాత్మక విధానాన్ని అనుసరిస్తున్నాము,” అని ఆయన తెలిపారు.
న్యాయ పరమైన అంశాల పరంగా కృష్ణా జల వివాదాల ట్రిబ్యునల్-II (కెడబ్ల్యూడీటీ-II) ముందు జరుగుతున్న విచారణల పురోగతిని సమీక్షించారు. సీనియర్ న్యాయవాది వైద్యనాథన్ తెలంగాణ వాదనలు ముగించారని, ఆంధ్రప్రదేశ్ తమ సమర్పణలను ప్రారంభించిందని తెలిపారు. ప్రతి సమావేశానికి సంబంధించిన సవివరమైన నివేదికలను సిద్ధం చేయాలని, ఢిల్లీలోని న్యాయ బృందంతో మరియు రాష్ట్ర సుప్రీంకోర్టు న్యాయవాదులతో సమన్వయం సాధించాలని, వాదనల్లో ఏకరూపత ఉండాలని ఆయన అధికారులను ఆదేశించారు.
సమ్మక్క–సరక్క ప్రాజెక్టు పురోగతిని కూడా సమీక్షించారు. ఈ ప్రాజెక్టు కోసం రాష్ట్ర ప్రభుత్వం ఇప్పటికే సెంట్రల్ వాటర్ కమిషన్ (సీడబ్ల్యూసీ) ను సంప్రదించి నీటి కేటాయింపు మరియు టెక్నికల్ అడ్వైజరీ కమిటీ (టిఏసీ) ఆమోదం కోరిందని తెలిపారు. ఈ ప్రక్రియ చురుకుగా కొనసాగుతోందని అన్నారు.
సీతమ్మసాగర్, మొడికుంటవాగు, చనక–కోరటా పంపిణీ వ్యవస్థలు మరియు చిన కాళేశ్వరం ప్రాజెక్టుల పెట్టుబడి ఆమోద దరఖాస్తులు ఢిల్లీలో సమర్పించబడ్డాయని, వాటి సమీక్ష ప్రధాన్ మంత్రి కృషి సించాయీ యోజన (పీఎంకేఎస్వై) పరిధిలో తుది దశకు చేరుకుందని తెలిపారు. “కేంద్ర ఆమోదాలు వచ్చిన తర్వాత ఈ ప్రాజెక్టులు గోదావరి మరియు కృష్ణా పరివాహక ప్రాంతాల్లో నీటి పారుదల సామర్థ్యాన్ని పెంచుతాయి,” అని అన్నారు.
దేవదుల ప్రాజెక్టు శాఖ ప్రధాన ప్రాధాన్యత ప్రాజెక్టుల్లో ఒకటని అన్నారు. ప్యాకేజీ-6 మరియు అదనపు మూడవ దశ ప్యాకేజీలకు ఆమోదం లభించిందని తెలిపారు. భూ సేకరణ పరిహారంగా రూ.33 కోట్లు తక్షణమే విడుదల చేయాలని ఆదేశించి, అన్ని సవరించిన అంచనాలను (ఆర్ఈలు) ఈ నెలలోనే ఆమోదించాలని సూచించారు. దేవదుల ప్రాజెక్టు పూర్తిగా కార్య నిర్వాహక సామర్థ్యాన్ని ఈ ప్రభుత్వ కాలంలోనే చేరుకుంటుందని తెలిపారు. “దేవదుల ప్రాజెక్టు గణనీయమైన భౌతిక పురోగతి సాధించింది మరియు త్వరలోనే భూస్థాయి ఫలితాలను ఇస్తుంది,” అని పేర్కొన్నారు.
డిండి ప్రాజెక్టుపై సమగ్ర సమీక్షా నివేదిక సిద్ధం చేయాలని, ఇందులో భౌతిక పురోగతి, నిధుల వినియోగం మరియు పెండింగ్ పనులు ఉండాలని ఆదేశించారు. ఈ నివేదిక మూడు రోజులలో సమర్పించాల్సి ఉంటుంది. అనంతరం తదుపరి సమావేశంలో తుది నిర్ణయం తీసుకుంటారు.
నీటి పారుదల రిజర్వాయర్ల మట్టిని తొలగించడం మరియు అవక్షేపాలను తొలగించడం పై ముసాయిదా విధానాన్ని సమీక్షించారు. ఈ ప్రతిపాదన అదనపు ప్రభుత్వ వ్యయం లేకుండా రిజర్వాయర్ల సామర్థ్యాన్ని మెరుగుపరచే స్వయం సమర్థ విధానాన్ని రూపొందించడమే లక్ష్యమని తెలిపారు.
