హైదరాబాద్ : సామాజిక ప్రగతికి సమగ్ర సంస్కరణలే కీలకమని ఉన్నత విద్యా మండలి ఛైర్మన్ ప్రొ. వి. బాలకిష్ట రెడ్డి పేర్కొన్నారు. డా. బి. ఆర్. అంబేద్కర్ ఓపెన్ యూనివర్శిటీ, అర్థశాస్త్ర విభాగం, చంచల్గూడ ప్రభుత్వ డిగ్రీ కళాశాల సంయుక్తంగా నిర్వహిస్తున్న “ఆర్థిక సంస్కరణలు, భారత రాజ్యాంగం : విభేదాలు, భవిష్యత్ దిశ” అనే అంశంపై రెండు రోజుల జాతీయ సదస్సు ముగింపు కార్యక్రమానికి ఉన్నత విద్యా మండలి ఛైర్మన్ ప్రొ. వి. బాలకిష్ట రెడ్డి ముఖ్య అతిథిగా పాల్గొన్నారు.
ఆయన మాట్లాడుతూ సామాజిక ప్రగతిలో సంస్కరణలు అత్యంత ఆవశ్యకమని, ఇందులో విద్యాసంస్థలు కీలక పాత్ర పోషిస్తాయన్నారు. ప్రపంచవ్యాప్తంగా ఆర్థిక సంస్కరణల చరిత్రను చర్చిస్తూ, యుద్ధాలు, సంఘర్షణలు తరచుగా ఆర్థికాభివృద్ధికి ఆటంకం కలిగిస్తాయని పేర్కొన్నారు. చట్టాలు, రాజ్యాంగంపై అవగాహన లేకపోవడం సమర్థవంతమైన సంస్కరణలకు ఆటంకం కలిగిస్తుందని చెప్పారు. రాజ్యాంగ సూత్రాలకు అనుగుణంగా విధానాలను మార్చుకోవాల్సిన అవసరాన్ని ఉద్ఘాటించారు. పాఠ్యప్రణాళిక సంస్కరణలు బహుళవిషయ పరిజ్ఞానాన్ని, సాంకేతిక పరిజ్ఞానాన్ని ఏకీకృతం చేయడాన్ని ప్రోత్సహిస్తూ, ఉన్నత విద్య సమగ్రంగా ఉండాలన్నారు.
కార్యక్రమంలో విశిష్ట అతిథిగా ఆర్థిక, సామాజిక అధ్యయనాల కేంద్రం (సెస్ – హైదరాబాద్) డైరెక్టర్ ప్రొ. ఇ. రేవతి పాల్గొన్నారు. ఆమె మాట్లాడుతూ నేటి సమాజంలో సామాజిక, ఆర్థిక అసమానతలు కొనసాగుతున్నాయని పేర్కొన్నారు. డాక్టర్ బి.ఆర్. అంబేద్కర్ “ఒక వ్యక్తికి ఒక ఓటు”ను ప్రతిపాదించినప్పటికీ, కనీస వేతనాలు లేకపోవడం, లింగ అసమానతలు వంటి సమస్యలు భారత రాజ్యాంగ హక్కుల స్ఫూర్తిని దెబ్బతీస్తూనే ఉన్నాయని అన్నారు. రాజ్యాంగం ఆశించిన సమానత్వం, న్యాయం పూర్తిగా నెరవేరడానికి ఈ సవాళ్లు ఆటంకం కలిగిస్తున్నాయని ఆందోళన వ్యక్తం చేశారు.
ఈ కార్యక్రమానికి ప్రభుత్వ డిగ్రీ కళాశాల (చంచల్ గూడ) ప్రిన్సిపాల్ ప్రొ.చంద్ర ముఖర్జీ అధ్యక్షత వహించారు. ప్రొ.ముఖర్జీ మాట్లాడుతూ, సామాజిక న్యాయం, సమ్మిళితత్వం చాలా అవసరమని పేర్కొన్నారు. ఆర్థిక సంస్కరణలు సమానత్వం, ప్రజా జవాబుదారీతనాన్ని నిర్ధారిస్తూనే వృద్ధిని ప్రోత్సహించాలని ఆమె పేర్కొన్నారు. అణగారిన వర్గాలకు ఆర్థిక వ్యవస్థలో పూర్తి స్థాయిలో భాగస్వామ్యం కల్పించాలని ఆమె సూచించారు.
కార్యక్రమంలో గౌరవ అతిథిగా పాల్గొన్న సాంఘిక శాస్త్రాల విభాగ డీన్ ప్రొ.పల్లవి కబ్డే మాట్లాడుతూ అందరికీ సమాన అవకాశాలు లేకపోవడం వల్ల పేదరిక నిర్మూలన కార్యక్రమాలు తరచుగా విఫలమవుతున్నాయని పేర్కొన్నారు. ఈ అంతరాలను పూడ్చి, మరింత సమానత్వాన్ని ప్రోత్సహించాల్సిన బాధ్యత విద్యాసంస్థలపై ఉందని అన్నారు. రాజకీయ విభజనలకు అతీతంగా ప్రజా ప్రయోజనమే ఈ సెమినార్ లక్ష్యమని సెమినార్ డైరెక్టర్ ప్రొ. పట్టా వెంకటేశ్వర్లు చెప్పారు. పారిశ్రామిక విధానం ఇప్పటికీ అసమానతల సవాళ్లను ఎదుర్కొంటోందని వివారించారు.
అంతకుముందు నిర్వహించిన టెక్నికల్ సెషన్ లో తెలంగాణ విద్యా కమిషన్ ఛైర్పర్సన్ శ్రీ అకుకూరి మురళి, ఐఏఎస్, మాట్లాడుతూ, నాణ్యమైన విద్య లేకపోవడం అసమానతలను పెంచుతోందని, సమానత్వం కోసం నాణ్యమైన విద్య, ఆరోగ్య సంరక్షణ చాలా అవసరమని అన్నారు. విద్య అనేది సంస్కృతి, నాయకత్వం ద్వారా రూపుదిద్దుకున్న లోతైన ఆలోచనను ప్రోత్సహించాలని పేర్కొన్నారు.

Hyderabad : Dr. B. R. Ambedkar Open University, Department of Economics in collaboration with Government Degree College, Chanchalguda concluded a two-day National Seminar on “Economic Reforms and the Indian Constitution: Conflict, Contradictions, and Ways Forward” as part of “Social Empowerment Week” on Friday.
Prof. V. Balakista reddy, Chairman, Telangana Council for Higher Education attended as the Chief Guest for Valedictory function. Prof. Kista Reddy said that reforms are an essential part of societal progress, with institutions playing a key role. Discussing the history of economic reforms worldwide, he noted that wars and conflicts often disrupt economic development. He emphasized that ignorance of laws and the Constitution hinders effective reform and stressed the need to update policies in accordance with constitutional principles. Higher education must be inclusive, with curriculum reforms promoting multidisciplinary learning and the integration of technology. Such changes will prepare students to contribute meaningfully to a modern, equitable society.
Distinguished Guest Prof. E. Revathi, Director, Centre for Economic and Social Studies, Hyderabad stated that social and economic inequalities persist in today’s society. Dr. B. R. Ambedkar advocated for “one person, one vote,” yet issues like the absence of minimum wages and gender inequalities continue to undermine the spirit of Indian constitutional rights. These challenges hinder the full realization of equality and justice envisioned by the Constitution.
Prof. Chandra Mukherjee, Principal, GDC, Chanchalguda, Hyderabad presided over the program. Prof. Mukherjee stated that social justice and inclusiveness are essential. Economic reforms should promote growth while ensuring equity and public accountability. Additionally, marginalized sections must be empowered to participate fully in the economy.
Prof. Pallavi Kabde, Dean, FSS, Dr. BRAOU was the guest of honor for the function. Prof. Pallavi stated that poverty alleviation programs often fail due to unequal access. Educational institutions have a responsibility to bridge these gaps and promote greater equality. Seminar Director Prof. Patta Venkateswarlu emphasized that the seminar’s aim is public benefit, transcending political divisions. While the Constitution guarantees political and economic equality, industrial policy still faces challenges of inequality.
In a technical session, the chairperson Sri Akukuri Murali, IAS, Telangana Education Commission, said that the lack of quality education perpetuates inequality, and that high-quality education and healthcare are essential for equity. Education should encourage deep thinking, shaped by culture and leadership.
Mr. Naveen Moola, IQAC Coordinator, Government Degree College, Chanchalguda, presented the seminar report. Prof. K. Krishna Reddy (Seminar Co-Director), Prof. G. Nagoji (Convener), along with teaching and non-teaching staff of BRAOU and Government Degree College, Chanchalguda, actively participated in the seminar.
