Hyderabad : Hyderabad District Congress Committee (DCC) President Syed Khalid Saifullah on Tuesday launched a scathing attack on the BJP-led NDA Government, accusing it of systematically dismantling the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which he described as the most vital lifeline for rural India.
Speaking at a protest held near Babu Ghat in Hyderabad, Khalid Saifullah said the Centre’s decision to rename and restructure the scheme was a direct assault on the constitutional Right to Work and an attempt to weaken one of the strongest pillars of rural welfare in the country.
The protest was part of the Congress party’s nationwide MGNREGA Bachao Sangram campaign and was attended by senior party leader and former PCC President V. Hanumantha Rao, Khairatabad DCC President Motha Rohit, and several other local leaders and workers.
Khalid Saifullah recalled that it was the Congress-led UPA Government under Dr Manmohan Singh that had enacted MGNREGA two decades ago, giving legal backing to the Right to Work. Since its inception, he said, the scheme had generated over 180 crore person-days of employment, created nearly 10 crore rural assets such as tanks and roads, and empowered Gram Panchayats to take up development projects based on local needs. He stressed that MGNREGA had not only provided employment but had also strengthened grassroots democracy and local self-governance. During critical times, including the COVID-19 pandemic, it served as the economic lifeline for millions of poor families.
Criticising the Modi Government’s proposed changes, Khalid Saifullah said the core principles of the scheme were being subverted. He alleged that the legal guarantee of employment was being turned into a discretionary favour, where the Centre would now decide which Gram Panchayats were eligible to receive work. This, he said, would strip rural families of their right to demand employment and reduce the scheme to a centrally controlled handout, subject to political and bureaucratic considerations.
He further claimed that the new structure would rob rural workers of their wage security. While the original Act provided for minimum wages, revised annually, and guaranteed work throughout the year, the restructured model would fix wages arbitrarily, with no obligation for yearly revision. Additionally, the suspension of the scheme during the harvest season would leave landless workers without income during critical months, pushing them into informal labour markets with no wage protection.
Congress leaders also expressed serious concern over the dilution of Gram Panchayat powers. Under the original scheme, Panchayats had full authority to plan and execute works in accordance with local needs, and the use of contractors was strictly prohibited. The Modi Government, they alleged, was now shifting project decisions to the Centre, turning Panchayats into mere implementing agencies. Contractors, they warned, would be reintroduced, and local support staff such as MGNREGA mates and Rozgar Sahayaks would be removed, thereby eroding the community-based nature of the programme.
Another key issue raised at the protest was the financial burden being shifted to state governments. Earlier, the Centre bore 100% of the wage cost, incentivising states to provide employment without hesitation. The new model requires states to bear 40% of the wage expenses, which Congress leaders said would result in fewer workdays and restricted access to the scheme, especially for marginalised communities. Women and SC/ST families, who form the majority of MGNREGA beneficiaries, would be the worst affected, they said.

హైదరాబాద్లోని బాబు ఘాట్ సమీపంలో నిర్వహించిన నిరసన కార్యక్రమంలో మాట్లాడిన ఖాలిద్ సైఫుల్లా, ఈ పథకానికి పేరు మార్చడం, నిర్మాణాన్ని మార్చడం వంటి కేంద్ర ప్రభుత్వ నిర్ణయాలు రాజ్యాంగబద్ధమైన ఉపాధి హక్కుపై నేరుగా దాడి చేయడమేనని అన్నారు. గ్రామీణ సంక్షేమానికి బలమైన ఆధారస్తంభంగా ఉన్న ఈ పథకాన్ని బలహీనపరచే ప్రయత్నమని విమర్శించారు.
ఈ నిరసన కార్యక్రమం కాంగ్రెస్ పార్టీ చేపట్టిన జాతీయ స్థాయి MGNREGA బచావో సంగ్రామ్ ఉద్యమంలో భాగంగా నిర్వహించబడింది. ఈ కార్యక్రమంలో సీనియర్ కాంగ్రెస్ నాయకుడు, మాజీ పీసీసీ అధ్యక్షుడు వి. హనుమంతరావు, ఖైరతాబాద్ డీసీసీ అధ్యక్షుడు మోతా రోహిత్, తదితర స్థానిక నాయకులు, కార్యకర్తలు పాల్గొన్నారు.
డాక్టర్ మన్మోహన్ సింగ్ నేతృత్వంలోని కాంగ్రెస్ ప్రభుత్వమే ఇరవై ఏళ్ల క్రితం MGNREGAను చట్టంగా తీసుకువచ్చి ఉపాధి హక్కుకు న్యాయపరమైన హామీ ఇచ్చిందని ఖాలిద్ సైఫుల్లా గుర్తు చేశారు. ఈ పథకం ప్రారంభమైనప్పటి నుంచి 180 కోట్లకు పైగా పని దినాలను సృష్టించిందని, చెరువులు, రోడ్లు వంటి దాదాపు 10 కోట్ల గ్రామీణ ఆస్తులను నిర్మించిందని చెప్పారు. గ్రామ పంచాయతీలకు స్థానిక అవసరాల ఆధారంగా అభివృద్ధి పనులు చేపట్టే అధికారాన్ని ఈ పథకం కల్పించిందని వివరించారు. ఉపాధి మాత్రమే కాకుండా, ఇది గ్రామీణ ప్రజాస్వామ్యాన్ని, స్థానిక స్వయంపాలనను కూడా బలోపేతం చేసిందని అన్నారు. కోవిడ్-19 వంటి సంక్షోభ కాలాల్లో కోట్లాది పేద కుటుంబాలకు ఇది ఆర్థిక ప్రాణాధారంగా నిలిచిందని చెప్పారు.
మోదీ ప్రభుత్వం ప్రతిపాదిస్తున్న మార్పులపై విమర్శలు గుప్పిస్తూ, ఈ పథకంలోని మూల సూత్రాలనే తారుమారు చేస్తున్నారని ఆరోపించారు. ఉపాధి హక్కును చట్టబద్ధమైన హామీ నుంచి కేంద్రం ఇష్టానుసారంగా ఇచ్చే ఉపకారంగా మార్చే ప్రయత్నం జరుగుతోందన్నారు. ఇకపై ఏ గ్రామ పంచాయతీలకు పని ఇవ్వాలో కేంద్ర ప్రభుత్వమే నిర్ణయిస్తుందని, ఇది గ్రామీణ కుటుంబాల నుంచి ఉపాధి కోరే హక్కును తీసేస్తుందని విమర్శించారు. ఇది రాజకీయ, అధికార వ్యవస్థల ఆధీనంలో ఉండే సహాయ పథకంగా మారిపోతుందని అన్నారు.
ఈ కొత్త నిర్మాణం వల్ల గ్రామీణ కార్మికుల జీత భద్రత కూడా ప్రమాదంలో పడుతుందని చెప్పారు. అసలు చట్టం ప్రకారం కనీస వేతనాలు, ప్రతి సంవత్సరం సవరణలు, సంవత్సరం పొడవునా పని హామీ ఉండేదని గుర్తు చేశారు. కానీ కొత్త విధానంలో వేతనాలు యథేచ్ఛగా నిర్ణయించబడతాయని, వార్షిక సవరణకు ఎలాంటి హామీ ఉండదని చెప్పారు. పంటల కోత కాలంలో పథకాన్ని నిలిపివేయడం వల్ల భూమిలేని కార్మికులు కీలక నెలల్లో ఆదాయం కోల్పోతారని, వారు రక్షణ లేని అసంఘటిత రంగాల్లోకి నెట్టబడతారని అన్నారు.
గ్రామ పంచాయతీల అధికారాల తగ్గింపుపై కూడా కాంగ్రెస్ నాయకులు తీవ్ర ఆందోళన వ్యక్తం చేశారు. అసలు పథకంలో స్థానిక అవసరాలకు అనుగుణంగా పనులు ప్రణాళిక చేయడం, అమలు చేయడం పంచాయతీల అధికారం కాగా, కాంట్రాక్టర్లకు పూర్తిగా నిషేధం ఉండేదని చెప్పారు. కానీ ఇప్పుడు ప్రాజెక్ట్ నిర్ణయాలను కేంద్రానికి బదిలీ చేయడంతో పంచాయతీలు కేవలం అమలు చేసే ఏజెన్సీలుగా మారిపోతాయని విమర్శించారు. కాంట్రాక్టర్లు తిరిగి ప్రవేశపెట్టబడతారని, MGNREGA మేట్స్, రోజ్గార్ సహాయక్ల వంటి స్థానిక సిబ్బందిని తొలగిస్తారని, దీంతో ఈ పథకంలోని సామూహిక స్వభావం దెబ్బతింటుందని హెచ్చరించారు.
రాష్ట్రాలపై ఆర్థిక భారం మోపడం మరో ప్రధాన అంశంగా కాంగ్రెస్ నాయకులు ప్రస్తావించారు. ఇంతకుముందు వేతన వ్యయాన్ని 100 శాతం కేంద్ర ప్రభుత్వమే భరించేది. కానీ ఇప్పుడు రాష్ట్రాలు 40 శాతం వేతన భారం భరించాల్సి వస్తుందని, దీని వల్ల పని దినాలు తగ్గుతాయని, పథకానికి ప్రాప్తి పరిమితం అవుతుందని చెప్పారు. ముఖ్యంగా మహిళలు, ఎస్సీ/ఎస్టీ కుటుంబాలు ఎక్కువగా లబ్ధిదారులుగా ఉన్నవారు తీవ్రంగా ప్రభావితమవుతారని హెచ్చరించారు.
