Hyderabad: The Telangana Government is prepared to spend over ₹15,000 crore to ensure the smooth and timely procurement of paddy during this Rabi season, in what is being described as one of the largest procurement operations in the country’s history. Irrigation and Civil Supplies Minister Capt. N Uttam Kumar Reddy and Agriculture Tummala Nageshwar Rao, who held a high-level video conference with all District Collectors on Wednesday, termed the paddy procurement programme the most important and prestigious initiative of the government for the next 15 to 20 days.
With a record Rabi cultivation spread across 54.89 lakh acres and an estimated output of 127 lakh metric tonnes (LMTs), the state government has planned to procure nearly 70 LMTs of paddy through an extensive network of 8,381 procurement centres established across all districts.
The video conference, held from the Civil Supplies Department headquarters at Erramanzil Colony in Hyderabad, was hosted by Principal Secretary and Civil Supplies Commissioner D.S. Chauhan. The meeting focused on reviewing procurement progress, pre-empting challenges, and ensuring rapid responses to unseasonal weather conditions and field-level logistical issues.

Addressing the Collectors, Minister Uttam Kumar Reddy said the state government is committed to ensuring smooth and dignified procurement, free from disruption or delay. “This is the government’s most sensitive and high-stakes programme right now. Besides safeguarding the interest of farmers, it is also linked to the government’s prestige,” he said. “If you face any problem, speak to the Civil Supplies Commissioner. If unresolved, call me directly. We are ready to step in at any moment.”
He informed officials that more than ₹15,000 crore is being allocated for procurement, including MSP and bonus payments. “We must ensure that once the procurement data from PPCs is uploaded, the payment reaches the farmers within 48 hours. I will speak to the Finance Department to ensure immediate release of the bonus amount,” he added.
As of April 29, over 23 LMTs of paddy had arrived at procurement centres, and 19.60 LMTs were already purchased from around 2.55 lakh farmers. Payments worth ₹2,289.81 crore have already been credited to farmers’ accounts against a total MSP value of ₹4,545.72 crore, with the remaining under process. A bonus amount of ₹444.20 crore is also being readied.
The Minister reiterated that payments must be prompt, seamless, and error-free. “Any problem you envisage, any resistance or delay anywhere – bring it to our notice immediately so we can solve it before it affects farmers,” he stressed.
To prevent losses due to weather disturbances, the state government is issuing daily rainfall forecasts down to the PPC level at 6:00 AM, which must be immediately shared with staff and farmers. Farmers are being advised to use sheds during heatwaves, and ORS sachets are being distributed at PPCs. The Minister instructed Collectors to take every precaution to protect harvested paddy from rainfall and heat, ensuring zero spoilage and zero inconvenience to farmers.
In addressing logistics, Uttam Kumar Reddy said that in locations where godowns are not accessible, paddy must be shifted directly to mills with sufficient capacity. While intermediate godowns remain an option, he said priority should be given to timely lifting from PPCs to avoid backlogs or bad publicity. He directed the Civil Supplies Commissioner to make advance allocations of 10 LMT worth of storage space and intermediate godowns in districts where needed.
Transportation and labour concerns were also raised. Uttam Kumar Reddy asked Collectors to coordinate with SPs and RTOs to mobilise private lorries and ensure timely transportation of paddy from PPCs to mills. Labour shortages must be managed locally, and harvester spacing and technical settings must be monitored to maintain quality. “Ensure blowers are active, RPM settings are proper, and the gear snouts are aligned as per guidelines,” he added.
Regarding gunny bags, the Minister clarified that Telangana has already positioned 13.71 crore bags and is mobilising another 3.79 crore. He instructed that gunny bags must only be issued after verifying moisture levels at PPCs, and not handed over directly to farmers in the field to avoid artificial shortages.
He also appreciated the proactive efforts of the Karimnagar Collector in purchasing dryers and urged other districts to adopt similar measures. “Such interventions help protect the quality of paddy and speed up operations,” he said. He further insisted that all procurement must strictly follow FAQ norms to protect both the farmer and government interests.
In addition to procurement, the Minister reviewed the distribution of free fine rice to ration card holders. He said the quality of the rice supplied through the Public Distribution System (PDS) must be ensured and that specific cooking-quality guidelines had been issued. “This is another important programme of the government. So far it has gone well, but please make sure that everyone down the chain is following the guidelines,” he said.
He reminded Collectors that ration card verification is an ongoing exercise and asked them to keep pushing updates to the Civil Supplies Commissioner. “Whenever verification is completed and cleared, please send it to us. We will immediately add those beneficiaries to the ration database,” he said, noting that field-level attention on this aspect must continue in parallel.
Currently, 1,579 rice mills are participating in the Custom Milling Rice (CMR) operations, and over 45 LMTs of paddy have already been allotted to them. Surplus paddy from high-yield districts is being redirected to nearby districts with available milling capacity to maintain operational balance and efficiency.
The meeting concluded with one-on-one reviews between the Civil Supplies Commissioner and each District Collector to address pending matters. Minister Uttam Kumar Reddy reaffirmed that Telangana’s objective was not just to procure large volumes of paddy, but to do so with speed, transparency and dignity. “This drive must become a model for the rest of the country. Let us execute it in a manner that earns the full trust of our farmers,” he said.

హైదరాబాద్ : యాసంగిలో పండిన పంటను కొనుగోలు చేసేందుకు రాష్ట్ర ప్రభుత్వం 15,000 కోట్లు విడుదల చేసిందని రాష్ట్ర నీటిపారుదల, పౌర సరఫరాల శాఖామంత్రి కెప్టెన్ ఎన్.ఉత్తమ్ కుమార్ రెడ్డి వెల్లడించారు. ధాన్యం దిగుబడిలో ఖరీఫ్ సీజన్ లో యావత్ భారతదేశంలొనే రికార్డ్ సృష్టించిన తెలంగాణా రాష్ట్రం రబీ సీజన్ లోనూ అదే రికార్డ్ సృష్టించ బోతుందని ఆయన పేర్కొన్నారు.

ధాన్యం కొనుగోళ్లపై పౌర సరఫరాల శాఖా రూపొందించిన విధివిధానాలను రాష్ట్ర పౌర సరఫరాల శాఖా ముఖ్య కార్యదర్శి డి.ఎస్.చౌహన్ మంత్రి ఉత్తమ్ కుమార్ రెడ్డికి వివరించారు. ఈ సందర్భంగా మంత్రి ఉత్తమ్ కుమార్ రెడ్డి ఆయా జిల్లాల కలెక్టర్ లతో మాట్లాడుతూ ధాన్యం కొనుగోళ్ల ప్రక్రియ సునిషితమైనదని రానున్న 20 రోజులు అత్యంత కీలకమైనవని ఈ సమయంలో కలెక్టర్ లు క్షేత్ర స్థాయిలో పర్యటిస్తూ అధికార యంత్రాంగాన్ని సమన్వయం చెయ్యాలని సూచించారు.
రాష్ట్ర ప్రభుత్వం అత్యంత ప్రతిష్టాత్మకంగా నిర్వహిస్తున్న ధాన్యం కొనుగోలులో ఎటువంటి అవాంతరాలు ఏర్పడకుండా చర్యలు తీసుకోవాలన్నారు. ఎక్కడైనా ఇబ్బందులు ఏర్పడినట్లు కలెక్టర్ల దృష్టికి వస్తే సత్వరమే చర్యలు తీసుకోవడంతో పాటు పౌర సరఫరాల శాఖా ముఖ్య కార్యదర్శి డి ఎస్.చౌహన్ ను సంప్రదించాలని ఆదేశించారు
ధాన్యం కొనుగోలు చేసిన 48 గంటల లోపు మద్దతు ధరను రైతుల ఖాతాలో జమ చేయడంతో పాటు సన్నాలకందించే బోనస్ చెల్లింపులకు ఏర్పాట్లు చేస్తున్నామన్నారు. ధాన్యం కొనుగోళ్లకు గాను ఇప్పటి వరకు రాష్ట్ర వ్యాప్తంగా 8,381 కొనుగోలు కేంద్రాలు ఏర్పాటు చేయడంతో పాటు 13.71 కోట్ల గోనె సంచులు అందుబాటులో ఉంచామని మరో 3.79 కోట్ల గోనె సంచులు సమీకరిస్తున్నట్లు ఆయన వివరించారు.అయితే తేమ శాతాన్ని పరిశీలించిన మీదటనే రైతులకు గోనె సంచులు పంపిణీ చేయాలని ఆయన సూచించారు
కొనుగోలు చేసిన ధాన్యాన్ని నిలువ ఉంచేందుకు గోదాములు అందుబాటులో లేని చోట్ల నేరుగా రైస్ మిల్లులకు తరలించాలని ఆయన అధికారులను ఆదేశించారు. మధ్యంతర గోదాముల వసతి ఉన్న చోట్ల కొనుగోలు కేంద్రాల నుండి ధాన్యాన్ని ఆయా గోదాములకు తరలించాలన్నారు.అవసరం అని భావించిన ప్రాంతాల్లో ఇప్పటికే పది లక్షల మెట్రిక్ టన్నుల ధాన్యాన్ని నిలువ ఉంచే సామర్ధ్యం కలిగిన గోదాములను కేటాయించినట్లు ఆయన చెప్పారు.
ఇప్పటికే 29 లక్షల మెట్రిక్ టన్నులకు పై బడి ధాన్యం కొనుగోలు కేంద్రాలకు చేరిందని, సుమారు 2.55 లక్షల రైతుల నుండి 19.60 లక్షల మెట్రిక్ టన్నుల ధాన్యాన్ని కొనుగోలు చేసినట్లు ఆయన వివరించారు. కొనుగోలు చేసిన ధాన్యానికి ప్రభుత్వం అందించే మద్దతు ధర ప్రకారం 4,545.72 కోట్లు కాగా ఇప్పటివరకు 2,289 కోట్లు రైతుల ఖాతాలో జమ చేశామని ఆయన తెలిపారు.సన్నాలకు ప్రభుత్వం అందిస్తున్న బోనస్ మొత్తం 444.20 కోట్ల రూపాయలను రైతుల ఖాతాలో జమ చేసేందుకు ప్రభుత్వం సన్నద్ధమౌతుందన్నారు.
వాతావరణంలో సంభవిస్తున్న మార్పులను ఎప్పటికప్పుడు రైతాంగానికి తెలియ జెప్పేందుకు వీలుగా కొనుగోలు కేంద్రాలలో ప్రతి రోజు ఉదయం వాతావరణ సమాచారాన్ని వివరిస్తున్నట్లు ఆయం చెప్పారు. అంతే గాకుండా ధాన్యం కొనుగోలు కేంద్రాలలో మౌలిక సదుపాయాల కల్పనతో పాటుగా ఎండ వేడిమికి ఇబ్బంది పడే రైతులకు ఓ.ఆర్.ఎస్ ప్యాకెట్లు అందుబాటులో ఉంచామన్నారు. తేమ శాతాన్ని తెలియజెప్పే డయ్యర్ లను కొనుగోలు చేసిన కరీంనగర్ కలెక్టర్ ను ఆయన అభినందిస్తూనే మిగిలిన జిల్లాలలో కుడా ఇది అమలు పరచలన్నారు.ధాన్యం నాణ్యతతో పాటు త్వరితగతిన కొనుగోలు ప్రక్రియ పూర్తి చేసేందుకు దోహదపడుతుందన్నారు.
అయితే అదే సమయంలో ఆయా జిల్లాల కలెక్టర్లు క్షేత్ర స్థాయిలో పర్యటిస్తూ కొనుగోలు చేసిన ధాన్యాన్ని ఎప్పటికప్పుడు తరలించేందుకు వీలుగా వాహనాల ఏర్పాటు చేయడంతో పాటు హమాలీల సమస్యలను స్థానికంగానే పరిష్కరించాలని నిబంధనల మేరకు హార్వెస్టర్ల పనితీరును పరిశీలించడంతో పాటు బ్లోయర్ల పని తీరును గమనించాలని ఆయన అధికారులను ఆదేశించారు. అయితే కొనుగోలు చేసిన ధాన్యాన్ని 1,579 రైస్ మిల్లులను సి.యం.ఆర్ నిమిత్తం గుర్తించినట్లు ఆయన తెలిపారు. ఇప్పటికే 45 లక్షల మెట్రిక్ టన్నుల ధాన్యాన్ని ఆయా రైస్ మిల్లులకు కేటాయించినట్లు మంత్రి ఉత్తమ్ కుమార్ రెడ్డి స్పష్టం చేశారు.
రేషన్ కార్డు ధరఖాస్తుల పరిశీలన
కొత్తగా మంజూరు చేయనున్న తెల్ల రేషన్ కార్డుల కోసం లబ్దిదారులు పెట్టుకున్న దరఖాస్తులను సునిశితంగా పరిశీలిస్తున్నట్లు ఆయన తెలిపారు. పరిశీలన పూర్తి అయిన వాటిని ఎప్పటికప్పుడు అప్డేట్ చెయ్యాలని ఆయన అధికారులను ఆదేశించారు.
