Why is Rahul Gandhi not advising Revanth Reddy to issue a GO on 42 % Reservations to BCs?
Hyderabad/New Delhi: Telangana Jagruthi President, former MP and BRS MLC K Kavitha on Tuesday issued a stern warning to the Central Government that not a single train will be allowed to move if the Centre fails to approve the bill granting 42% reservations to Backward Classes (BCs). She announced a “Rail Roko” protest on July 17 demanding Presidential assent for the BC reservation bill passed by the Telangana Assembly.
As an interim measure, she demanded that the Revanth Reddy government in Telangana issue a Government Order (GO) implementing the enhanced reservations in accordance with provisions under Article 243(D) of the Constitution. She questioned why Rahul Gandhi, who goes round the country with the copy of the Constitution, is not advising the Telangana Chief Minister to issue such a GO.
Speaking at a press conference organized by Telangana Jagruthi at the Constitution Club of India in New Delhi, Kavitha said: “We won’t allow even a single train to move. Trains from Deccan to Delhi will be stopped. This is just a trailer. If the bill is not approved, we’ll go for an indefinite Rail Roko. The 2.5 crore BC population in Telangana will teach the BJP a lesson.”
She accused both the BJP and the Congress of betraying the BCs and added that she would write letters to all political parties seeking support for the implementation of BC reservations.

Kavitha alleged that the Congress-led government passed the BC reservation bill in the state assembly and sent it to the President, only to wash its hands off the matter.
She also targeted Leader of Opposition Rahul Gandhi claiming that his concern for BCs began only after Congress lost power in 2014. Kavitha pointed out that even Congress-ruled states like Karnataka and Himachal Pradesh have not conducted caste censuses yet.
Kavitha urged Prime Minister Narendra Modi, who identifies himself as an OBC, to ensure justice for BCs by taking steps for Presidential approval to the Telangana BC reservation bills. She proposed that the Telangana BC bill be included in the Ninth Schedule of the Constitution, similar to Tamil Nadu’s 69% reservation policy.
Attacking both the Congress and the BJP, Kavitha said both the parties have repeatedly deceived the BC communities. She slammed the eight BJP MPs elected from Telangana for remaining silent on the issue.
Kavitha pointed out that the implementation of the EWS (Economically Weaker Sections) quota has already pushed reservation limits beyond 50%, and 16 states have implemented reservations above this threshold. Therefore, legal hurdles in implementing 42% BC reservations in Telangana do not hold ground.
She also highlighted flaws in the caste census conducted by the Congress government. The 2014 comprehensive family survey during previous BRS government under former Chief Minister K Chandrasekhar Rao indicated that BCs make up 52% of the population—whereas the new survey claims the figure is only 46%.
Taking a jibe at Chief Minister Revanth Reddy, she said he spends more time in Delhi than in Telangana and sarcastically remarked that he’s already hit a “half-century” in Delhi visits.
Kavitha emphasized that regional parties are more committed to public welfare and cited examples of Akhilesh Yadav in Uttar Pradesh, Naveen Patnaik in Odisha, and the late Jayalalithaa in Tamil Nadu as leaders who effectively ensured welfare and progress of their people.

తెలంగాణలో బీసీలకు 42 శాతం రిజర్వేషన్లు కల్పించకుండా కాంగ్రెస్, బీజేపీ పార్టీలు చేస్తున్న మోసానికి నిరసనగా, బీసీ బిల్లులను రాష్ట్రపతి ఆమోదించేలా కేంద్ర ప్రభుత్వంపై ఒత్తిడి తేవడానికి ఈ నెల 17వ తేదీన రైల్ రోకో నిర్వహిస్తున్నట్లు ప్రకటించిన ఎమ్మెల్సీ కవిత… “ఒక్క రైలు చక్రాన్ని కూడా కదలనివ్వబోము. డెక్కన్ నుంచి ఢిల్లీకి రైళ్లను రానిచ్చేదే లేదు. ఆ స్థాయిలో రైల్ రోకో చేపడుతాము. బిల్లును ఆమోదించకపోతే రెండున్నర కోట్ల తెలంగాణ బీసీ బిడ్డలు బీజేపీకి గుణపాఠం చెబుతారు” అని వ్యాఖ్యానించారు. రైల్ రోకో కేవలం ట్రైలర్ మాత్రమేనని, బిల్లును ఆమోదించకపోతే భవిష్యత్తులో నిరవధికంగా రైల్ రోకో ను నిర్వహిస్తామని హెచ్చరించారు. బీజేపీ డీఎన్ఏలోనే బీసీ వ్యతిరేకత ఉందని మండిపడ్డారు. రైల్ రోకోకు మద్ధతు, బీసీ రిజర్వేషన్ల అమలు విషయంలో అన్ని పార్టీలకు లేఖలు రాస్తానని తెలిపారు.
స్థానిక సంస్థల్లో 42 శాతం రిజర్వేషన్లు కల్పిస్తామని కాంగ్రెస్ పార్టీ హామీ ఇచ్చి రెండేళ్లు కావస్తున్నా వాటిని అమలు చేయడంలో కాంగ్రెస్ ప్రభుత్వం విఫలమైందని విమర్శించారు. తాము చేసిన పోరాటాలు, ఉద్యమాలతో దిగొచ్చిన ప్రభుత్వం రాష్ట్ర అసెంబ్లీలో బీసీ బిల్లులను ఆమోదించి రాష్ట్రపతి ఆమోదానికి పంపించి చేతులు దులుపుకుందని మండిపడ్డారు. 2014లో కేంద్రంలో కాంగ్రెస్ పార్టీ అధికారం కోల్పియిన తర్వాత రాహుల్ గాంధీకి అకస్మాత్తు బీసీల పట్ల ప్రేమను ఒలకపోయడం మొదలుపెట్టారని తెలిపారు. కాంగ్రెస్ పార్టీ అధికారంలో ఉన్న కర్నాటక, హిమాచల్ ప్రదేశ్ వంటి రాష్ట్రాల్లో ఇంకా కులగణన నిర్వహించలేదని ఎండగట్టారు. రాజ్యాంగంలోని ఆర్టికల్ 243 (డీ) ప్రకారం రాష్ట్ర ప్రభుత్వమే జీవో జారీ చేసి పెంచిన రిజర్వేషన్లను అమలు చేయవచ్చని, కాబట్టి రాజ్యాంగాన్ని పట్టుకొని దేశమంతా తిరిగే రాహుల్ గాంధీ ముఖ్యమంత్రి రేవంత్ రెడ్డికి ఒక ఫోన్ కాల్ చేసి జీవో ఇవ్వమని ఎందుకు సూచించడం లేదు ? 42 శాతం రిజర్వేషన్లను అమలు చేయించేలా రేవంత్ రెడ్డి ప్రభుత్వంతో జీవో ఇప్పించాలని రాహుల్ గాంధీకి డిమాండ్ చేశారు.
తాము ఓబీసీనని చెప్పుకునే ప్రధాన మంత్రి నరేంద్ర మోదీకి ఆ వర్గాలకు న్యాయం చేసే అవకాశం లభించిందని, తెలంగాణ అసెంబ్లీ పాస్ చేసిన బిల్లులను రాష్ట్రపతి ఆమోదించేలా చొరువ తీసుకోవాలని ప్రధాని మోదీకి విజ్ఞప్తి చేశారు. తమిళనాడులో అమలవుతున్న 69 శాతం రిజర్వేషన్ల తరహాలో తెలంగాణ బీసీ బిల్లును రాజ్యాంగంలోని 9వ షెడ్యూల్ లో చేర్చాలని ప్రతిపాదించారు.
కాంగ్రెస్, బీజేపీ పార్టీలు కలిసి బీసీలను మోసం చేస్తున్నారని విరుచుకుపడ్డారు. గత ఎన్నికల్లో బీసీ ముఖ్యమంత్రిని చేస్తామని బీజేపీ హామీ ఇచ్చిందని, కానీ ముఖ్యమంత్రి అంత దూరం ఆలోచించకుండా ముందు స్థానిక సంస్థల ఎన్నికల్లో 42 శాతం రిజర్వేషన్లు కల్పించడానికి బీజేపీ కృష్టి చేయాలని, అప్పుడే ఆ పార్టీని ప్రజలు విశ్వసిస్తారని స్పష్టం చేశారు. తెలంగాణ నుంచి 8 మంది బీజేపీ ఎంపీలను గెలిపించినా బీసీ బిల్లు గురించి మాట్లాడకపోవడం దారుణమని మండిపడ్డారు.
ఈడబ్ల్యూఎస్ రిజర్వేషన్లు అమల్లోకి వచ్చిన తర్వాత సుప్రీం కోర్టు విధించిన 50 శాతం రిజర్వేషన్ల పరిమితిదాటిపోయిందని, 16 రాష్ట్రాల్లో 50 శాతానికి పైగా రిజర్వేషన్లు అమలవుతున్నాయని, కాబట్టి రాష్ట్రంలో బీసీలకు 42 శాతం రిజర్వేషన్లు అమలు చేయడానికి న్యాయపరమైన చిక్కులు ఉండవని వివరించారు.
రాష్ట్ర ప్రభుత్వం చేపట్టిన కులగణనలో అనేక లోపాలు ఉన్నాయని, 2014లో కేసీఆర్ నిర్వహించిన సమగ్ర కుటుంబ సర్వేలో 52 శాతం బీసీలు ఉన్నట్లు తేలిందని, ఇప్పుడు కాంగ్రెస్ చేపట్టిన సర్వేలో బీసీలు కేవలం 46 శాతం మాత్రమే ఉన్నట్లు తేల్చారని వివరించారు.
కాగా, ముఖ్యమంత్రి రేవంత్ రెడ్డి ఢిల్లీ పర్యటనల్లో హాఫ్ సెంచరీ చేశారని, రాష్ట్రంతో తక్కువ.. ఢిల్లీలో ఎక్కువగా ఉంటారని ఎద్దేవా చేశారు. ప్రాంతీయ పార్టీలతోనే ప్రజలకు న్యాయం జరుగుతుందని అభిప్రాయపడ్డారు. తెలంగాణ బీఆర్ఎస్ పార్టీ తెలంగాణ ప్రజల అస్థిత్వాన్ని పరిరక్షించడమే కాకుండా అభివృద్ధి చేయడంలో ముందుందని పేర్కొన్నారు. ఉత్తర ప్రదేశ్ లో అఖిలేష్ యాదవ్, ఒడిశాలో నవీన్ పట్నాయక్, తమిళనాడులో జయలలిత వంటి వారి నాయకత్వంలోని ఆయా పార్టీల ద్వారా ప్రజలకు లబ్ది జరిగిందని అన్నారు.
