హైదరాబాద్ : ప్రైవేట్ స్కూల్స్ యాజమాన్యాలు ఒకేసారి 30 శాతం నుంచి 40 శాతం ఫీజులు పెంచి విద్యార్థుల తల్లిదండ్రులను దోపిడీ చేస్తున్నాయని తెలంగాణ జాగృతి అధ్యక్షురాలు కల్వకుంట్ల కవిత ఆందోళన వ్యక్తం చేశారు. ప్రభుత్వం వెంటనే ఫీజుల నియంత్రణ చట్టం తీసుకురావాలని ఇందుకోసం అసెంబ్లీ ప్రత్యేక సెషన్ నిర్వహించి బిల్లు పాస్ చేయాలని డిమాండ్ చేశారు. శుక్రవారం తెలంగాణ జాగృతి కార్యాలయంలో మీడియాతో మాట్లాడారు. రాష్ట్రంలోని 12 వేల ప్రైవేట్ స్కూల్స్ లో 38 లక్షల మంది విద్యార్థులు చదువుతున్నారని చెప్పారు. ఆయా విద్యార్థుల తల్లితండ్రులపై ప్రైవేట్ స్కూల్స్ అడ్డగోలుగా ఫీజుల భారం మోపుతున్నాయని మండిపడ్డారు. గత బీఆర్ఎస్ ప్రభుత్వం ఫీజుల నియంత్రణ చట్టం తేవటంలో విఫలమైందంటూ ప్రతిపక్షంలో ఉన్నప్పుడు రేవంత్ రెడ్డి ఆరోపణలు చేశారని గుర్తు చేశారు. ఇప్పుడు ఆయనే ముఖ్యమంత్రిగా ఉండి ఫీజుల నియంత్రణ చట్టం ఎందుకు తీసుకురావడం లేదని ప్రశ్నించారు.
రాష్ట్రంలో కాంగ్రెస్ పార్టీ అధికారంలోకి వచ్చి రెండున్నరేళ్లు అయినా ఇప్పటి వరకు ఫీజుల నియంత్రణ చట్టం తీసుకువచ్చే ప్రయత్నమే చేయలేదన్నారు. రాష్ట్ర ప్రభుత్వం ఏర్పాటు చేసిన విద్య కమిషన్ అతి చెత్త నివేదిక ఇచ్చిందని.. ఆ కమిషన్ ఇచ్చిన నివేదికలో ప్రైవేట్ స్కూళ్లు, జూనియర్ కాలేజీల్లో ఫీజుల నియంత్రణకు చట్టం చేయాలి అనే సిఫార్సు మాత్రమే ఆమోదయోగ్యమైనదని తెలిపారు. బీఆర్ఎస్ ప్రభుత్వం ఫీజుల దోపిడీని ప్రోత్సహించిందని.. ఇప్పుడు కాంగ్రెస్ ప్రభుత్వం కూడా ఫీజుల దోపిడీని ప్రోత్సహిస్తే బీఆర్ఎస్ కు పట్టిన గతే పడుతుందని హెచ్చరించారు. ఒకే సారి 40 శాతం ఫీజులు పెంచితే పేద, మధ్యతరగతి పిల్లల తల్లితండ్రుల పరిస్థితి ఏమిటని ప్రశ్నించారు. ప్రైవేట్ స్కూల్స్ ఫీజుల పెంచుతున్న స్థాయిలో విద్యార్థుల తల్లిదండ్రుల జీతాలు పెరగడం లేదన్నారు. 7 శాతం నుంచి 8 శాతం ఫీజు మాత్రమే పెంచేందుకు ప్రభుత్వం అనుమతి ఇవ్వాలి తప్ప అంతకు మించి ఫీజుల దోపిడీకి సహకరించొద్దన్నారు.
కార్పొరేట్ స్కూల్స్ తో తెలంగాణ నిరుద్యోగులకు అన్యాయం
కార్పొరేట్, నార్త్ ఇండియన్ స్కూల్స్ ఏర్పాటుతో తెలంగాణ నిరుద్యోగులకు అన్యాయం జరుగుతోందని ఆందోళన వ్యక్తం చేశారు. ఆయా కాలేజీల యాజమాన్యాలు ఇక్కడి నిరుద్యోగులకు ఉద్యోగాలు ఇవ్వడం లేదన్నారు. ఏటా భారీగా స్కూల్ ఫీజులు పెంచుతూన్న ప్రైవేట్, కార్పొరేట్ స్కూళ్ల యాజమాన్యాలు వాటిలో పని చేస్తున్న టీచర్లు, ఉద్యోగుల జీతాలు మాత్రం పెంచడం లేదన్నారు. నారాయణ, చైతన్య లాంటి స్కూల్స్ లో లక్ష మంది విద్యార్థులు చదువుతున్నారని, ఏటా వందల కోట్ల వ్యాపారం చేస్తున్న ఆయా సంస్థలు వివిధ పేర్లతో ప్రభుత్వానికి చెల్లించాల్సిన పన్నులు ఎగ్గొడుతున్నాయని చెప్పారు. కనీసం మంచి ఫుడ్, టీచర్లకు పీఎఫ్, మ్యాచింగ్ గ్రాంట్స్ కూడా సరిగా ఇవ్వటం లేదన్నారు. వేలాది మంది విద్యార్థులకు నారాయణ, చైతన్య లాంటి స్కూల్స్ లో ఒకే చోట ఫుడ్ వండుతున్నారని, వాటిపై దాడులు చేసి విద్యార్థులకు మంచి భోజనం పెట్టే స్థాయిలో కూడా మన ప్రభుత్వాలు లేవన్నారు. విద్యార్థుల తల్లితండ్రులను గౌరవించని స్కూల్స్ పై రైడ్స్ చేయాలని డిమాండ్ చేశారు. కార్పొరేట్, నార్త్ ఇండియన్ స్కూల్స్ లో తెలంగాణ వారికి కనీసం ధోబిగా కూడా అవకాశం ఇవ్వటం లేదన్నారు. అలాంటి స్కూల్స్ కు పర్మిషన్ ఇవ్వొద్దని తేల్చిచెప్పారు. తెలంగాణ వారికి ఎంప్లాయిమెంట్ ఇవ్వని స్కూల్స్ మనకెందుకని ప్రశ్నించారు. కార్పొరేట్ స్కూల్స్ సొంతంగా ప్రింటింగ్ ప్రెస్ లు పెట్టుకొని రూ.2 వేల విలువైన పుస్తకాలను రూ.15 వేలకు అమ్ముతున్నారని తెలిపారు. కార్పొరేట్ స్కూళ్లలో పనిచేస్తున్న టీచర్ల పరిస్థితి దుర్భరంగా ఉందని, ప్రైవేట్ టీచర్ల హక్కుల సాధన కోసం జాగృతి తరఫున పోరాటం చేస్తామన్నారు.
ప్రైవేట్ కాలేజీలు విద్యార్థులకు సర్టిఫికెట్లు ఇవ్వాలి
ప్రభుత్వం ఫీ రీయింబర్స్ మెంట్ బకాయిలు చెల్లించలేదనే కారణంగా ప్రైవేట్ ప్రొఫెషనల్ కాలేజీలు విద్యార్థులకు సర్టిఫికెట్లు ఇవ్వడం లేదన్నారు. దీంతో విద్యార్థులు ఉద్యోగ అవకాశాలు, ఉన్నత విద్య అవకాశాలను కోల్పోతున్నారని ఆందోళన వ్యక్తం చేశారు. విద్యార్థుల సర్టిఫికెట్లు ఆపొద్దని హైకోర్టు స్పష్టమైన ఆదేశాలు ఇచ్చినా ప్రైవేట్ కాలేజీల యాజమాన్యాలు విద్యార్థులను ఇబ్బంది పెట్టడం సరికాదన్నారు. ప్రైవేట్ కాలేజీలకు రావాల్సిన ఫీ రీయింబర్స్ మెంట్ బకాయిల కోసం వాళ్లతో కలిసి ప్రభుత్వంపై పోరాటం చేసి ఇప్పిస్తామన్నారు. ఫీజుల నియంత్రణ చట్టం తెస్తూ ప్రభుత్వం అసెంబ్లీలో బిల్లు ప్రవేశపెట్టకపోతే తెలంగాణ జాగృతి ఆధ్వర్యంలో ఆందోళనలు చేపడుతామని హెచ్చరించారు.
ముఖ్యమంత్రే విద్యాశాఖ మంత్రి కావడం మన ఖర్మ
ముఖ్యమంత్రి రేవంత్ రెడ్డి విద్యాశాఖ మంత్రి కావడం మన ఖర్మ అన్నారు. విద్యావ్యవస్థ ఆగమవుతుంటే, గురుకులాల్లో విద్యార్థులు చనిపోతుంటే కనీసం ముఖ్యమంత్రి రివ్యూ కూడా చేయటం లేదన్నారు. ప్రైవేట్ స్కూల్స్, కాలేజీలు విద్యార్థుల తల్లిదండ్రులను ఫీజుల పేరుతో దోపిడీ చేస్తున్నా ముఖ్యమంత్రిలో చలనం లేదన్నారు. విద్యార్థుల తల్లిదండ్రులను స్కూల్, కాలేజీల ఫీజుల భారం నుంచి బయట పడేయాల్సిన బాధ్యత ప్రభుత్వానిదేనన్నారు.
ప్రభుత్వం స్పందించకుంటే ఆందోళనలకు సిద్ధం
ప్రభుత్వ నిర్లక్ష్యంతోనే ప్రైవేట్ స్కూల్ యాజమాన్యాలు రెచ్చిపోతున్నాయని తెలిపారు. తాను బీఆర్ఎస్ లో ఉన్నప్పుడు నిజామాబాద్ కే పరిమితం చేశారని, అయినా నారాయణ, చైతన్య లాంటి కార్పొరేట్ సంస్థలను నిజామాబాద్ కు రాకుండా అడ్డుకున్నానని చెప్పారు. కాంగ్రెస్ అధికారంలోకి రాగానే వేర్వేరు పేర్లతో ఆ సంస్థలు నిజామాబాద్ కు వచ్చాయని అన్నారు.

Hyderabad: Kalvakuntla Kavitha, President of Telangana Jagruti, has raised serious concerns over the steep increase in private school fees, accusing school managements of exploiting parents by imposing sudden hikes of 30% to 40%.
Addressing the media at the Telangana Jagruti office on Friday, she demanded that the government immediately introduce a fee regulation law and convene a special session of the Assembly to pass the legislation.
Kavitha noted that nearly 38 lakh students are enrolled in around 12,000 private schools across the state. She criticized these institutions for placing an excessive and unfair financial burden on parents.
Recalling past political positions, she pointed out that Revanth Reddy had earlier criticized the previous government for failing to regulate school fees. Now, as Chief Minister, she questioned why no such law has been implemented.
She further stated that despite over two and a half years of Congress governance, there has been no meaningful progress toward fee regulation. Criticizing the state Education Commission’s report, she described it as inadequate, adding that its only worthwhile recommendation was the need for a legal framework to regulate fees in private schools and junior colleges.
Kavitha warned that if the current government continues to tolerate fee exploitation, it may face consequences similar to the previous administration. She questioned how poor and middle-class families could cope with sudden fee hikes of up to 40%, especially when incomes are not rising proportionately. She suggested that annual fee increases should be limited to 7% to 8%.
Injustice to Telangana Youth in Corporate schools
Kavitha also expressed concern over the lack of employment opportunities for local youth in corporate and non-local private schools. She alleged that these institutions are failing to provide jobs to people from Telangana.
Despite collecting substantial fees, she said, many schools do not offer fair salary increments or adequate benefits to teachers and staff. Referring to major institutions like Narayana and Chaitanya, she claimed they educate lakhs of students and generate revenues running into hundreds of crores annually, while allegedly evading taxes under different names.
She also highlighted several issues within these institutions:
Lack of proper employee benefits such as Provident Fund (PF) and matching grants
Poor quality of food provided to students
Centralized cooking for thousands of students, raising concerns about hygiene and standards
Kavitha demanded strict action, including raids on schools that fail to respect parents or maintain basic standards. She also called for denying permissions to institutions that do not provide employment opportunities to local people, questioning their role and relevance in the state.
Additionally, she alleged that some corporate schools operate their own printing presses and sell books worth around ₹2,000 at inflated prices of up to ₹15,000.
Certificates must be issued to students
Raising another critical issue, Kavitha stated that private professional colleges are withholding students’ certificates due to pending fee reimbursement dues from the government. This, she said, is severely impacting students’ prospects for employment and higher education.
Despite clear directives from the High Court against such practices, she alleged that institutions continue to harass students. She assured that Telangana Jagruti would support efforts to ensure that the government clears all pending dues.
Criticism of the Government
Kavitha criticized CM Revanth Reddy for holding the education portfolio as well, calling it an unfortunate situation. She alleged that the education system is deteriorating due to lack of proper oversight and review.
She accused the government of remaining inactive despite increasing complaints of exploitation by private institutions and emphasized that it is the government’s responsibility to protect parents from financial distress.
Warning of Protests
Concluding her remarks, Kavitha warned that the government’s inaction is emboldening private school managements. She stated that during her time in the BRS, she had restricted the entry of corporate institutions like Narayana and Chaitanya into Nizamabad. However, after the change in government, these institutions have reportedly entered under different names.
She issued a clear warning that if the government fails to respond, Telangana Jagruthi will launch statewide protests.
