Minister seeks higher procurement quota, flexible delivery norms, and urgent storage support
Hyderabad: Irrigation and Civil Supplies Minister Capt N. Uttam Kumar Reddy said Telangana was preparing for its highest-ever paddy procurement this kharif season and appealed to the Union Government to urgently revise procurement targets, relax delivery norms, and provide additional storage and transport facilities.
“We are expecting to procure about 80 lakh metric tonnes of paddy in this kharif season, which will be the highest ever in the history of Telangana or any single state in the country. The earlier record was 67 lakh metric tonnes,” Uttam Kumar Reddy said. He explained that 45–50 LMTs would be fine paddy and 30-35 LMTs coarse paddy.
The Minister calculated that at the Minimum Support Price of ₹2,389 per quintal (rounded to about ₹2,400), procurement of 80 LMTs would cost nearly ₹20,000 crore. “With bonus payments and transport costs, the expenditure will rise to between ₹24,000 and ₹26,000 crore. This is the highest amount that any government anywhere in the country has had to spend on a single crop of paddy,” he said.

Uttam Kumar Reddy objected to the order extending the Custom Milled Rice (CMR) delivery deadline for KMS 2024-25 up to 12 November 2025 but mandating supply only as parboiled rice. “Kharif paddy is more suitable for raw rice conversion. Of the available stock, 7.80 lakh metric tonnes remain with raw rice millers, while 1.67 LMTs of paddy (equivalent to 1.13 LMTs of rice) are with boiled rice millers. We are requesting the Centre to permit delivery of both raw and boiled rice depending on availability, and to shift the boiled rice target to the Rabi season,” he explained.
He pointed out that 5.44 LMTs of CMR from Kharif 2024-25 and 14.92 LMTs from Rabi 2024-25 remained undelivered as of late September. This has led to millers halting operations and labourers leaving rice mills due to lack of work.
The Minister said Telangana faced an immediate storage crisis. Out of the 22.61 LMTs total FCI storage capacity in the State, 21.72 LMTs are already occupied, leaving just 0.89 LMTs free. “Your FCI godowns in Telangana are full. Please give at least 300 special rakes per month (trains) to empty the godowns so that the next crop can be accommodated comfortably. We are also requesting FCI to lease out additional storage space,” Reddy urged.
Uttam Kumar Reddy sought enhancement of Telangana’s procurement target for KMS 2025-26. At the Food Secretaries’ meeting on 1 September 2025, the Government of India approved procurement of 36 LMTs of rice (equivalent to 53.73 LMTs of paddy) between 30 September 2025 and 15 June 2026. Telangana, however, has projected a bumper harvest of 148.30 LMTs of paddy.
“We are requesting them to buy another 10 lakh metric tonnes in this kharif crop. The target must be revised to 53.60 LMTs of rice, equivalent to 80 LMTs of paddy, otherwise lakhs of farmers will face distress sales,” he said.
Uttam Kumar Reddy also flagged the issue of pending Rabi stock. Telangana procured 74 LMTs in the last Rabi season while the Centre approved only 53 LMTs. “We are requesting them to take another 10 lakh metric tonnes from the Rabi crop already procured, and to extend the procurement deadline from October 31 to January 31, 2026, so that another 30 lakh metric tonnes can be lifted,” he said.
The Minister warned that with the Food Corporation of India releasing rice under the Open Market Sale Scheme (OMSS) at ₹24 per kg, farmers were effectively realising only ₹16–17 per kg for paddy, discouraging private procurement. He said this made it even more critical for the Centre to increase procurement under Minimum Support Price operations.
“Unless additional lifting and storage are arranged, smooth procurement cannot be ensured. Revising delivery norms, creating storage space, and enhancing procurement targets are essential to stabilise the market, prevent distress sales, and protect farmers’ welfare,” Uttam Kumar Reddy said.
He added that Telangana had consistently surpassed its allocated procurement targets and remained a crucial contributor to the Central pool, supported by over 7,000 purchase centres, robust milling capacity, and strong transport and storage infrastructure.

హైదరాబాద్: ఈ ఖరీఫ్ సీజన్లో తెలంగాణ ఇప్పటి వరకు అత్యధికంగా ధాన్యం సేకరణకు సిద్ధమవుతోందని, సేకరణ లక్ష్యాలను అత్యవసరంగా సవరించాలని, డెలివరీ నిబంధనలను సడలించాలని మరియు అదనపు నిల్వ మరియు రవాణా సౌకర్యాలను కల్పించాలని కేంద్ర ప్రభుత్వానికి మంత్రి ఉత్తమ్ కుమార్ రెడ్డి విజ్ఞప్తి చేశారు.

KMS 2024-25 కోసం కస్టమ్ మిల్డ్ రైస్ (CMR) డెలివరీ గడువును నవంబర్ 12, 2025 వరకు పొడిగిస్తూ, పార్బాయిల్డ్ రైస్గా మాత్రమే సరఫరాను తప్పనిసరి చేస్తూ జారీ చేసిన ఉత్తర్వుపై ఉత్తమ్ కుమార్ రెడ్డి అభ్యంతరం వ్యక్తం చేశారు. “ముడి బియ్యం మార్పిడికి ఖరీఫ్ వరి మరింత అనుకూలంగా ఉంటుందని. అందుబాటులో ఉన్న స్టాక్లో, 7.80 లక్షల మెట్రిక్ టన్నులు ముడి బియ్యం మిల్లర్ల వద్ద ఉన్నాయి, అయితే 1.67 LMTల వరి (1.13 LMTల బియ్యానికి సమానం) బాయిల్డ్ రైస్ మిల్లర్ల వద్ద ఉంది. లభ్యతను బట్టి ముడి మరియు బాయిల్డ్ రైస్ రెండింటినీ డెలివరీ చేయడానికి అనుమతి ఇవ్వాలని మరియు బాయిల్డ్ రైస్ లక్ష్యాన్ని రబీ సీజన్కు మార్చాలని మేము కేంద్రాన్ని అభ్యర్థిస్తున్నాము” అని ఆయన వివరించారు.

రాష్ట్రంలోని 22.61 LMTల మొత్తం FCI నిల్వ సామర్థ్యంలో, 21.72 LMTలు ఇప్పటికే నిండి ఉన్నాయని, కేవలం 0.89 LMTలు మాత్రమే ఖాళీగా ఉన్నాయని “తెలంగాణలోని FCI గోడౌన్లు నిండిపోయాయి. దయచేసి గోడౌన్లను ఖాళీ చేయడానికి నెలకు కనీసం 300 ప్రత్యేక రేక్లను (రైళ్లు) ఇవ్వండి, తద్వారా తదుపరి పంటను సౌకర్యవంతంగా ఉంచుకోవచ్చునని ఆయన అన్నారు. అదనపు నిల్వ స్థలాన్ని లీజుకు ఇవ్వమని మేము FCIని కోరారు.
అలాగే KMS 2025-26 కోసం తెలంగాణ సేకరణ లక్ష్యాన్ని పెంచాలని ఉత్తమ్ కుమార్ రెడ్డి కోరారు. 2025 సెప్టెంబర్ 1న జరిగిన ఆహార కార్యదర్శుల సమావేశంలో, భారత ప్రభుత్వం 2025 సెప్టెంబర్ 30 మరియు 2026 జూన్ 15 మధ్య 36 LMTల బియ్యం (53.73 LMTల వరికి సమానం) సేకరణకు ఆమోదం తెలిపిందని. అయితే, తెలంగాణ 148.30 LMTల వరి పంటను పండించగలదని అంచనా వేసిందని
కానీ ఈ ఖరీఫ్ పంటలో మరో 10 లక్షల మెట్రిక్ టన్నులు కొనుగోలు చేయాలని కోరుతున్నామని అన్నారు.
లక్ష్యాన్ని 80 లక్షల మెట్రిక్ టన్నుల వరికి సమానమైన 53.60 లక్షల మెట్రిక్ టన్నుల సేకరించాలని, లేకుంటే లక్షలాది మంది రైతులు ధాన్యం అమ్మకాలలో ఇబ్బందులను ఎదుర్కొంటారు” అని ఆయన అన్నారు.
గత రబీ సీజన్లో తెలంగాణ 74 లక్షల మెట్రిక్ టన్నులు సేకరించగా, కేంద్రం 53 లక్షల మెట్రిక్ టన్నులను మాత్రమే ఆమోదించింది. “ఇప్పటికే సేకరించిన రబీ పంట నుండి మరో 10 లక్షల మెట్రిక్ టన్నులు తీసుకోవాలని మరియు సేకరణ గడువును అక్టోబర్ 31 నుండి జనవరి 31, 2026 వరకు పొడిగించాలని కోరారు.
“అదనపు లిఫ్టింగ్ మరియు నిల్వను ఏర్పాటు చేయకపోతే, సజావుగా కొనుగోళ్లు జరగడం సాధ్యం కాదని మార్కెట్ను స్థిరీకరించడానికి, అమ్మకాల ఇబ్బందులను నివారించడానికి మరియు రైతుల సంక్షేమాన్ని కాపాడటానికి డెలివరీ నిబంధనలను సవరించడం, నిల్వ స్థలాన్ని సృష్టించడం మరియు కొనుగోళ్ల లక్ష్యాలను పెంచడం చాలా అవసరం” అని ఉత్తమ్ కుమార్ రెడ్డి అన్నారు.
తెలంగాణ తన కేటాయించిన కొనుగోళ్ల లక్ష్యాలను నిరంతరం అధిగమించిందని మరియు 7,000 కంటే ఎక్కువ కొనుగోలు కేంద్రాలు, పటిష్టమైన మిల్లింగ్ సామర్థ్యం , రవాణా మరియు నిల్వ మౌలిక సదుపాయాలను కేంద్రం మద్దతుతో కొనసాగుతోందని ఆయన అన్నారు.
