పంట రుణాల కోసం రు. 20 వేల కోట్లు, మహిళా స్వయం సహాయక సంఘాలకు 4 వేల కోట్లు, విద్యార్థులకు 3 వేల కోట్లు విడుదల చేయాలి. తెలంగాణ ప్రభుత్వం దీర్ఘకాలంగా పెండింగ్‌లో ఉన్న బకాయిలను తీర్చేందుకు తగినన్ని కేటాయింపులు చేయాలని కాంగ్రెస్ ఎంపీ, టీపీసీసీ మాజీ అధ్యక్షుడు కెప్టెన్ ఎన్. ఉత్తమ్ కుమార్ రెడ్డి డిమాండ్ చేశారు.

ఈ విషయమై ఆయన ముఖ్యమంత్రి కేసీఆర్ కు రాసిన బహిరంగ లేఖ రాశారు. రాష్ట్ర ప్రభుత్వం రూ. 20,000 కోట్లు హామీ వ్యవసాయ రుణమాఫీ, రూ. మహిళా స్వయం సహాయక సంఘాల పాత బకాయిలకు 4,000 కోట్లు మరియు రూ. ఫీజు రీయింబర్స్‌మెంట్ బకాయిలను క్లియర్ చేయడానికి 3,270 బడ్జెట్ లో పెట్టాలని ఆయన డిమాండ్ చేశారు.

‘‘రైతులు, మహిళలు, విద్యార్థులకు ఇచ్చిన ఆర్థిక హామీలను నిలబెట్టుకోవడంలో ప్రభుత్వం విఫలమవడం తీవ్ర ఆందోళన కలిగించే అంశం. లక్షలాది మంది లబ్ధిదారులకు సంబంధించిన వివిధ పథకాల బకాయిలను విడుదల చేయడంలో రాష్ట్ర ప్రభుత్వం తీవ్ర జాప్యం చేసింది. ప్రభుత్వం ప్రకటించిన సంక్షేమ పథకాలకు భారీ బకాయిలు విడుదల కాకపోవడంతో అనేక ముఖ్యమైన పథకాలు నిర్వీర్యమయ్యాయి.23-24 సంవత్సరానికి తెలంగాణ వార్షిక బడ్జెట్‌ను ఫిబ్రవరి మొదటి వారంలో సమర్పిస్తున్నారు. వచ్చే అసెంబ్లీ ఎన్నికలలోపు మీ ప్రభుత్వ చివరి బడ్జెట్ అవుతుందని, పెండింగ్‌లో ఉన్న అన్ని బకాయిలను విడుదల చేసేలా రాష్ట్ర ప్రభుత్వం తగినన్ని కేటాయింపులు చేయాలని డిమాండ్ చేస్తున్నాం’’ అని బహిరంగ లేఖలో పేర్కొన్నారు.

పంట రుణమాఫీ పథకం గురించి ఉత్తమ్‌కుమార్‌రెడ్డి మాట్లాడుతూ.. రూ.లక్ష వరకు రైతు రుణమాఫీ చేస్తామని ముఖ్యమంత్రి హామీ ఇచ్చారని అన్నారు. 2018 డిసెంబర్ 2న తెలంగాణ రైతులకు లక్ష రూపాయలు. అయితే, పంట రుణాలు రూ. 35,000 క్లియర్ చేయబడింది. 20 లక్షలకు పైగా రైతులు, వారి కుటుంబాలు ఇప్పటికీ రుణమాఫీ కోసం ఎదురు చూస్తున్నందున తెలంగాణ రైతులందరికీ రూ.లక్ష రుణమాఫీని పూర్తి చేసేందుకు వెంటనే రూ.20 వేల కోట్లు కేటాయించి విడుదల చేయాలని డిమాండ్ చేస్తున్నాం.

2018 అసెంబ్లీ ఎన్నికల నుంచి లక్ష రూపాయల వరకు వ్యవసాయ రుణాలు మాఫీ చేస్తామన్న హామీ పెండింగ్‌లో ఉందని కాంగ్రెస్ ఎంపీ అన్నారు. కాంగ్రెస్ పార్టీ మరియు ఇతర ఆర్థిక నిపుణులు పదేపదే కోరినప్పటికీ, కేసీఆర్ ప్రభుత్వం ఒక్క టేక్‌లో మొత్తం రుణాన్ని మాఫీ చేయలేదు. ఫలితంగా లక్షలాది మంది రైతుల బ్యాంకు ఖాతాలను బ్యాంకులు నిరర్థక ఆస్తుల కింద చేర్చాయి. ప్రస్తుత ఆర్థిక సంవత్సరంలో (2022-23) రూ.1 లక్ష వరకు మిగిలిన పంట రుణాలను క్లియర్ చేయాలని మేము డిమాండ్ చేస్తున్నాము. లేకుంటే, వచ్చే బడ్జెట్‌లో పెండింగ్‌లో ఉన్న రుణాలను కూడబెట్టిన వడ్డీతో సహా క్లియర్ చేయడానికి ఒక నిబంధనను రూపొందించండి. అతను డిమాండ్ చేశాడు.

అలాగే, పలు బ్యాంకుల నుంచి రుణాలు తీసుకున్నారనే సాకుతో దాదాపు 10 లక్షల మంది రైతులను రాష్ట్ర ప్రభుత్వం లబ్ధిదారుల జాబితా నుంచి తొలగించిందని ఉత్తమ్ కుమార్ రెడ్డి ఆరోపించారు. రైతులందరూ ఒకటి కంటే ఎక్కువ బ్యాంకుల నుండి రుణాలు తీసుకున్నప్పటికీ, పంట రుణమాఫీ పథకం నుండి లక్ష రూపాయల వరకు ప్రయోజనం పొందేందుకు అర్హులైనందున ఇది చాలా అన్యాయం. రైతులు,” అని ఆయన అన్నారు. మహిళా స్వయం సహాయక సంఘాల అరెస్టులకు సంబంధించి రాష్ట్ర ప్రభుత్వం దాదాపు రూ.కోటి బకాయిలను విడుదల చేయలేదన్నారు.

మహిళా స్వయం సహాయక బృందాలకు (ఎస్‌హెచ్‌జి) 4,250 కోట్లు ఇంకా, రాష్ట్రంలోని స్వయం సహాయక సంఘాలు తీసుకున్న రుణాల వడ్డీలకు ఒక్క రూపాయి కూడా చెల్లించలేదు. ప్రభుత్వం రూ.కోట్లు విడుదల చేయలేదు. గ్రామీణ ప్రాంతాల్లోని 3.85 లక్షల స్వయం సహాయక సంఘాలకు 2200 కోట్లు వడ్డీ, రూ. పట్టణ ప్రాంతాల్లోని 1.52 లక్షల స్వయం సహాయక సంఘాలకు 750 కోట్లు. మొత్తం మీద ప్రభుత్వం రూ. వడ్డీ లేని రుణాలు (వడ్డీ లేని రుణం) పథకం కింద రాష్ట్రంలోని స్వయం సహాయక సంఘాలకు 3000 కోట్లు కేటాయించి విడుదల చేయాలి.

రాష్ట్ర ప్రభుత్వం కూడా రాష్ట్రంలోని 66 లక్షల మంది స్వయం సహాయక సంఘాల సభ్యులకు ఒక్కొక్కరికి రూ. 5000 నుండి రూ. 10000 వరకు వడ్డీ చెల్లించాల్సి ఉంది. సగటున ప్రతి స్వయం సహాయక సంఘం తప్పనిసరిగా ప్రభుత్వం నుండి రూ. 50,000 నుండి రూ. 1.50 లక్షల వరకు పొందాలి. ఇంకా, రాష్ట్రం అభయ హస్తం పథకం కింద బీమా కోసం స్వయం సహాయక సంఘాలు చెల్లిస్తున్న రూ.1,256 కోట్ల ప్రీమియంలను ప్రభుత్వం తన వద్దే ఉంచుకుంది. ఈ బకాయిలన్నింటినీ క్లియర్ చేయడానికి రాష్ట్ర ప్రభుత్వం వచ్చే బడ్జెట్‌లో కనీసం రూ.4,256 కోట్లు కేటాయించాలి’’ అని డిమాండ్ చేశారు. ఫీజు రీయింబర్స్‌మెంట్ బకాయిల గురించి ప్రస్తావిస్తూ, రాష్ట్ర ప్రభుత్వం దాదాపు రూ. తెలంగాణ రాష్ట్రంలోని దాదాపు 15 లక్షల మంది విద్యార్థులకు 3,270 కోట్లు కేటాయించాలని డిమాండ్ చేశారు.

“టీఆర్ఎస్ ప్రభుత్వం 2020-21 నుండి ఫీజు రీయింబర్స్‌మెంట్ కోసం ఎటువంటి మొత్తాన్ని విడుదల చేయలేదు. 2020-21లో రూ. 828 కోట్ల బకాయిలు ఉండగా, 2021-22 మరియు 2022-23 విద్యా సంవత్సరాలకు ఒక్క రూపాయి కూడా విడుదల చేయలేదు. దాదాపు 3,600 జూనియర్, ఇంజినీరింగ్, డిగ్రీ, ఫార్మసీ మరియు ఇతర ప్రొఫెషనల్ మరియు నాన్ ప్రొఫెషనల్ కాలేజీల్లోని 15 లక్షల మంది విద్యార్థుల ఫీజు రీయింబర్స్‌మెంట్ కోసం ప్రైవేట్ కాలేజీలకు రాష్ట్ర ప్రభుత్వం రూ. 3,270 కోట్లు బకాయిపడింది.850కి పైగా జూనియర్ కాలేజీలు, 350 డిగ్రీ కాలేజీలు, 150 ఫీజు రీయింబర్స్‌మెంట్‌ విడుదల కాకపోవడంతో 2014 నుంచి కాలేజీలు, వందలాది ఇంజినీరింగ్‌, ఫార్మసీ, వృత్తి విద్యా కళాశాలలు తమ కార్యకలాపాలను నిలిపివేశాయి.

దాదాపు 15 లక్షల మంది విద్యార్థులు, వారి కుటుంబాల జీవితాలు, కెరీర్‌లకు సంబంధించిన ఫీజు రీయింబర్స్‌మెంట్ అంశాన్ని రాష్ట్ర ప్రభుత్వం సీరియస్‌గా తీసుకోవాలని ఉత్తమ్‌కుమార్‌రెడ్డి డిమాండ్ చేశారు. ‘‘2021-22 సంవత్సరంలో ఆర్థిక శాఖ కేవలం రూ. కోటి విడుదల చేసి రూ. 2,183 కోట్లు పెండింగ్‌లో ఉంచిందంటే, 2022-23 సంవత్సరంలో ఒక్క రూపాయి కూడా విడుదల చేయలేదంటే ఈ నిధుల విడుదలలో సీరియస్‌నెస్ లోపించిందని అర్థమవుతోంది ఆయన అన్నారు.

2023-24 బడ్జెట్‌లో మొత్తం ఫీజు రీయింబర్స్‌మెంట్ బకాయిలను ఒకే టేక్‌లో విడుదల చేయడానికి రాష్ట్ర ప్రభుత్వం నిధుల కేటాయింపులను నిర్ధారించాలని కాంగ్రెస్ ఎంపీ అన్నారు.

Clear crop loans, Women SHGs, Fee Reimbursment dues in next budget, demands Uttam

Hyderabad : Congress MP & former TPCC President Capt. N. Uttam Kumar Reddy on Saturday demanded that the Telangana Government make sufficient allocations to clear the long pending dues.

In an open letter to Chief Minister, Uttam Kumar Reddy demanded that the State Government allocated Rs. 20,000 Crore for assured farm loan waiver, Rs. 4,000 crore for old dues of women SHG and Rs. 3,270 to clear Fee Reimbursment dues.

“It has been a matter of deep concern that your government has repeatedly failed to honour the financial assurances given to farmers, women and students. The State Government has caused a huge delay in releasing the dues for various schemes affecting lakhs of beneficiaries. While none of the welfare schemes announced by your government was implemented fully, many important schemes remained ineffective due to the non-release of huge dues. The annual budget for Telangana for the year 2023-24 is being presented in the first week of February. Since this will be the last budget of your government before the next Assembly elections, we demand that the State Govt make sufficient allocations to ensure the release of all pending dues,” he said in the Open Letter.

Speaking about the Crop Loan Waiver Scheme, Uttam Kumar Reddy said that the Chief Minister had promised farm loan waiver upto Rs. 1 lakh to Telangana farmers on 2nd December 2018. However, he said crop loans up to Rs. 35,000 have been cleared. “We demand you allocate and release Rs. 20,000 crore immediately for completion of Rs. 1 lakh loan waiver of all farmers of Telangana as more than 20 lakh farmers and their families are still waiting for the laon waiver,” he said.

The Congress MP said that the promise of waiver of agricultural loans up to Rs 1 lakh has been pending since the 2018 Assembly elections. Despite repeated requests by the Congress party and other financial experts, KCR Govt did not waive off the entire loan in a single take. Consequently, bank accounts of lakhs of farmers have been placed under Non-Performing Assets by the banks. “We demand that the remaining crop loans up to Rs. 1 lakh be cleared in the current financial year (2022-23). Else, a provision be made to clear the pending loans, along with accumulated interest, in the next budget,” he demanded.

Further, Uttam Kumar Reddy alleged that the State Government had removed nearly 10 lakh farmers from the list of beneficiaries on the pretext that they borrowed from multiple banks. “This is huge injustice as all farmers deserve to get benefit up to Rs. 1 lakh from the crop loan waiver scheme even if they had borrowed from more than one bank. We demanded that the State Govt review the decision and do justice to the affected farmers,” he said.

With regard to the arrests of Women SHGs, he said that the State Government has not released the arrears of nearly Rs. 4,250 crores for the Women Self Help Groups (SHGs). Further, not a single rupee has been paid towards the interests of the loans taken by the SHGs of the State. The government did not release Rs. 2200 crore of interest to 3.85 lakh SHGs of the rural areas and Rs. 750 crores to the 1.52 lakh SHGs of urban areas. Overall, the government owes Rs. 3000 crores to the SHGs of the State under the Vaddi Leni Runalu (Interest-Free Loan) scheme.

“The State Government also owes Rs. 5000 to Rs.10000 of interest each to 66 lakh members of the SHGs of the State. On average, each SHG must get Rs. 50,000 to Rs. 1.50 lakh from the government. Further, the State Government has retained Rs. 1,256 crores of premiums being paid by the SHGs towards insurance under the Abhaya Hastam scheme. To clear all these dues, the State Govt must allocate at least Rs. 4,256 Crore in the next budget,” he demanded. Mentioning about the Fee Reimbursement Dues, he said that the State Government owes nearly Rs. 3,270 crores for nearly 15 lakh students of Telangana State.

“The TRS Govt did not release any amount towards Fee Reimbursement since 2020-21. There were dues of Rs. 828 Crore in 2020-21 while not a single rupee has been released for the academic years 2021-22 and 2022-23. The State Govt owes Rs. 3,270 crores to private colleges towards the Fee Reimbursement of over 15 lakh students of nearly 3,600 junior, engineering, degree, pharmacy and other professional and non-professional colleges. More than 850 Junior Colleges, 350 Degree Colleges, 150 PG colleges and hundreds of engineering, pharmacy and vocational colleges have shut down their operations since 2014 due to the non-release of Fee Reimbursement,” he said.

Uttam Kuamr Reddy demanded that the State Govt take the issue of Fee Reimbursement seriously as it pertains to the lives and careers of around 15 lakh students and their families. “The lack of seriousness in releasing these funds can be seen from the fact that in the year 2021-22, the Finance Department released just Rs 1 crore and kept Rs 2,183 crore pending. Not a single rupee was released in the year 2022-23,” he said.

The Congress MP said that the State Government must ensure allocations of funds to release the entire Fee Reimbursement dues in a single take in the 2023-24 budget.
