ఉమ్మడి ఆంధ్రప్రదేశ్ శాసనసభ చరిత్రలో శాసన సభా నిర్వహణలో తనదైన చెరగని ముద్ర వేసిన నాయకుడు, మాజీ స్పీకర్ దివంగత దుద్దిళ్ల శ్రీపాదరావు గారి శాసనసభా ప్రసంగాలు త్వరలోనే అక్షర రూపంలో మన ముందుకు రాబోతున్నాయి. సభా రికార్డుల్లో మైలురాయిగా నిలిచిపోయే ఈ ప్రతిష్టాత్మక గ్రంథాన్ని ప్రముఖ ప్రచురణ సంస్థ ‘ఎమెస్కో’ అత్యున్నత ప్రమాణాలతో ముద్రిస్తున్నది. “ప్రజల పక్షాన శ్రీపాద వాణి” పేరిట రూపొందిన ఈ అరుదైన ప్రసంగాల సంకలనాన్ని ఈ వర్షాకాలం శాసనసభ సమావేశాల సందర్భంగా ఆవిష్కరించేందుకు ఎమెస్కో సన్నహాలు చేస్తోంది.
నవంబర్ 6, 1937లో దుద్దిళ్ల రాధాకృష్ణయ్య, కమలాభాయి దంపతులకు జన్మించిన శ్రీపాదరావు, బి.ఎస్సీ, ఎల్.ఎల్.బి పట్టా అందుకున్నారు. తన స్వగ్రామం ధన్వాడకు వరుసగా మూడుసార్లు ఏకగ్రీవ సర్పంచ్గా ఎన్నికై… గ్రామ స్థాయి నుంచి తన ప్రజాసేవను ప్రారంభించారు. తర్వాత మంథని భూతనఖా బ్యాంక్ చైర్మన్గా, మహాదేవ్పూర్ సమితి ఉపాధ్యక్షుడిగా పనిచేసి, 1983లో తొలిసారిగా మంథని అసెంబ్లీ నియోజకవర్గం నుంచి శాసనసభ్యుడిగా ఎన్నికయ్యారు. అనంతరం 1984, 1989లలో వరుసగా ఎమ్మెల్యేగా గెలుపొంది కాంగ్రెస్ లెజిస్లేటివ్ పార్టీ విప్గా, రీజనల్ టొబాకో బోర్డు సభ్యుడిగా, పలు అసెంబ్లీ కమిటీల్లో క్రియాశీలక పాత్ర పోషించారు. 1991 ఆగష్టు 19న ఉమ్మడి ఆంధ్రప్రదేశ్ శాసనసభ స్పీకర్గా ఏకగ్రీవంగా ఎన్నికై 1995, జనవరి 11 వరకు ఆ పదవికి గౌరవాన్ని తెచ్చారు.
చట్టసభల్లో ఆయన వినిపించిన ప్రతి ఉద్వేగభరిత, విషయపరిజ్ఞానంతో కూడిన ప్రసంగం ‘ప్రజల పక్షాన శ్రీపాద వాణి‘లో లభిస్తుంది. గోదావరి పరివాహక ప్రాంత రైతాంగం ఎదుర్కొన్న సాగునీటి తిప్పలు, ఉత్తర తెలంగాణ కరువు మండలాల రోదనలు, దళిత బహుజన, నిరుపేద వర్గాల ఆవేదనను, నిరుద్యోగం, నక్సలైట్ సమస్యలను సభ ముందు ఉంచడంలో ఆయన చూపిన ధైర్యం, తెగువను ఈ సంకలనం కళ్ళకు కడుతుంది. రూల్ బుక్ను క్షుణ్ణంగా ఔపోసన పట్టిన మేధావిగా సభా నిబంధనలకు సంపూర్ణంగా కట్టుబడుతూనే, ఎంతటి బలమైన ప్రభుత్వాలనైనా నిలదీసిన తీరు, పాయింట్ ఆఫ్ ఆర్డర్లు, రూలింగ్లపై ఆయన వెలువరించిన చారిత్రాత్మక తీర్పులు నేటికీ అసెంబ్లీ రికార్డుల్లో ప్రామాణికంగా నిలిచాయి.
సతీమణి జయశ్రీ, నలుగురు కుమారులు, ఇద్దరు కుమార్తెలతో కూడిన కుటుంబంలో మంథనితో ఉన్న ఆత్మీయ అనుబంధాన్ని చివరివరకు వీడని శ్రీపాదరావు, ఏప్రిల్ 13, 1999న 62వ ఏట నక్సలైట్ల చేతిలో హత్యకు గురయ్యారు. కానీ, “అర్ధరాత్రి తలుపు కొట్టినా స్పందించే నైజం” కలిగిన ప్రజానురంజక నాయకుడిగా, నిష్పాక్షిక స్పీకర్గా ప్రతిపక్షాల హక్కులకు అభయం ఇచ్చే రక్షణ కవచంలా ఇప్పటికీ ఆయన ప్రజల మనసులో నిలిచిపోయారు. చట్టసభల్లో చర్చల నాణ్యతపై ఆందోళన వ్యక్తమవుతున్న నేటి యుగంలో, మైకు దొరకగానే ఎంత గట్టిగా మాట్లాడామనే దానికంటే ఆ మాట వెనుక ఎంత విషయ పరిజ్ఞానం ఉండాలో నేర్పించేలా ఈ ‘ప్రజల పక్షాన శ్రీపాద వాణి‘ ఒక ‘కోర్సు బుక్’ లా ఉపయోగపడుతుందని విశ్లేషకులు భావిస్తున్నారు.
శ్రీ పాదరావు తనయుడు డి. శ్రీదర్ బాబు ప్రస్తుతం రాష్ట్ర ఐటీ, పరిశ్రమలు, శాసనసభా వ్యవహారాల శాఖ మంత్రిగా పని చేస్తున్నారు. ఆయన కూడా తండ్రిలాగే మృదుస్వభావంతో, విషయపరిజ్ఞానంతో ప్రజాసేవలో కొనసాగుతున్నారు. శ్రీపాద రావు గారి ప్రసంగాలకు అక్షర రూపమిస్తూ ఎమెస్కో అందిస్తున్న ఈ ‘‘ప్రజల పక్షాన శ్రీపాద వాణి’’ వర్తమాన శాసనసభ్యులకు, భవిష్యత్ యువ నాయకులకు, ప్రజాస్వామ్యంపై పరిశోధనలు చేసే విద్యార్థులకు ఒక దిక్సూచిగా నిలవనుంది.

The legislative speeches of the late Duddilla Sripada Rao, former Speaker of the undivided Andhra Pradesh Legislative Assembly and a distinguished leader who left an indelible mark on the functioning and traditions of the House, will soon be available to the public in book form. Titled “Prajaala Pakshaan Sripada Vaani” (Sripada Vaani for the People), this rare compilation of his speeches is being published by the reputed publishing house Emesco, with the highest standards of editorial and production quality. The publication is being prepared for release during this Monsoon Session of the Andhra Pradesh Legislative Assembly.
Born on 6 November 1937 to Duddilla Radhakrishnaiah and Kamalabhai, Sripada Rao held B.Sc. and LL.B. degrees. He began his public life at the grassroots level, serving as the unanimously elected Sarpanch of his native village, Dhanwada, for three consecutive terms. He subsequently served as Chairman of the Manthani Bhoothanaka Bank and as Vice-President of the Mahadevpur Samithi.
In 1983, he was elected for the first time as a Member of the Legislative Assembly from the Manthani Assembly constituency. He was subsequently re-elected in 1984 and 1989. During his legislative career, he served as the Congress Legislative Party Whip, was a member of the Regional Tobacco Board, and played an active role in several Assembly committees.
On 19 August 1991, Sripada Rao was unanimously elected Speaker of the Andhra Pradesh Legislative Assembly, a position he held until 11 January 1995. During his tenure, he earned widespread respect for his impartiality, command over legislative procedures and commitment to the dignity of the House.
Every passionate and knowledge-driven speech delivered by him in the legislature finds a place in “Sripada Vaani.” The compilation vividly captures his courage and determination in bringing before the House the problems faced by farmers in the Godavari basin, the distress of drought-affected mandals in North Telangana, and the concerns of Dalits, Backward Classes, economically disadvantaged communities and other marginalised sections. Issues such as unemployment and the Naxalite problem were also raised by him with remarkable conviction and clarity.
A scholar of the Rules of Procedure and Conduct of Business, Sripada Rao was known for his meticulous understanding of the Rule Book. While adhering firmly to legislative conventions and procedures, he never hesitated to question even the most powerful governments. His interventions on Points of Order, along with several of his historic rulings, continue to remain significant references in the records of the Assembly.
A leader who maintained a deep and inseparable bond with Manthani until the very end, Sripada Rao is survived by his wife Jayashree, four sons and two daughters. He was assassinated by Naxalites on 13 April 1999, at the age of 62. Yet, he continues to live on in public memory as a people-centric leader known for his accessibility and compassion, a man with the temperament to respond even when someone knocked on his door at midnight and as an impartial Speaker who served as a protective shield for the rights of the Opposition.
At a time when concerns are increasingly being raised about the declining quality of legislative debates, “Sripada Vaani for the People” is expected to serve as a valuable lesson in the importance of substance and knowledge behind every word spoken on the floor of the House. Analysts believe the compilation could serve almost like a “course book” for understanding how informed, substantive and responsible legislative discourse should be conducted.
Sripada Rao’s son, D. Sridhar Babu, currently serves as the State Minister for Information Technology, Industries and Legislative Affairs. Like his father, he is known for his gentle demeanour, depth of knowledge and continued commitment to public service. By bringing Sripada Rao’s legislative speeches into print, Emesco’s “Sripada Vaani” is poised to become an important reference for serving legislators, an inspiration and guide for young leaders of the future, and a valuable resource for students and researchers studying democracy and legislative institutions.
