‘మహిళా కోటాపై కేంద్ర కేబినెట్ నిర్ణయం ఏకపక్షం”

హైదరాబాద్ : మహిళా రిజర్వేషన్ల బిల్లు విషయంలో బీజేపీ మోసపూరితంగా వ్యవహరిస్తోందని తెలంగాణ జాగృతి అధ్యక్షురాలు కల్వకుంట్ల కవిత మండిపడ్డారు. ఈ బిల్లు అమలులో 2011 జనాభా లెక్కలను ప్రతిపాదికగా తీసుకుంటామని చెప్పటం మహిళా లోకాన్ని మోసం చేయటమేనన్నారు. మహిళా కోటాకు కేంద్ర కేబినెట్ ఆమోదం తెలిపిన నేపథ్యంలో గురువారం ఆమె వీడియో సందేశం విడుదల చేశారు.

ప్రస్తుతం చేపట్టే జనగణనలో ఓబీసీ గణన చేయాలని డిమాండ్ చేశారు. జనగణన లో కులం కాలమ్ ఉన్నా వాళ్లు ఓబీసీలకు చెందుతారు అనే క్లాసిఫికేషన్ లేదన్నారు. దీంతో బీసీల జనాభా ఎంత అనే లెక్క తేలదన్నారు. జనగణన లో ఓబీసీలను లెక్కించి ఆ తర్వాతే మహిళలకు చట్ట సభల్లో రిజర్వేషన్లు కల్పించాలని డిమాండ్ చేశారు. మహిళా కోటా విషయంలో బీజేపీ చేస్తున్న అన్యాయంపై పోరాటానికి బీసీ మహిళలంతా సిద్ధం కావాలని కవిత పిలుపునిచ్చారు.

డ్రాఫ్ట్ బిల్లు ముందే ఇవ్వాలి

మహిళ రిజర్వేషన్ల బిల్లు అమలు కోసం ప్రత్యేకంగా ఏర్పాటు చేసిన పార్లమెంట్ సమావేశాలకు ముందే డ్రాప్ట్ బిల్లును అన్ని పార్టీలకు ఇవ్వాలని కవిత కోరారు. లేదంటే అభ్యంతరాలు చెప్పే అవకాశం ఉండదన్నారు. బిల్లుపై చర్చ జరిగే రోజు ఉదయమే సభ్యులకు బిల్లు పత్రులను ఇస్తామని చెప్పటమంటే కచ్చితంగా ఇది అన్యాయం చేసే కుట్రనని మండిపడ్డారు. డ్రాఫ్ట్ బిల్లును ముందే ఇచ్చే విషయంలో ప్రభుత్వంపై ఒత్తిడి పెంచేందుకు దేశంలోని జాతీయ పార్టీల నేతలతో మాట్లాడతానని కవిత చెప్పారు. పార్లమెంట్ లో మహిళ బిల్లు విషయంలో బీజేపీ వైఖరిని నిరసిస్తూ మహిళలకు న్యాయం చేసే విధంగా అన్ని పార్టీలు ఒక్కటవ్వాలని కోరారు.

మహిళ బిల్లు రావటంలో జాగృతిదే కీలక పాత్ర

దేశంలో మహిళ రిజర్వేషన్ల బిల్లు రావటంలో జాగృతి ది కీలక పాత్ర ఉందని కవిత చెప్పారు. ఈ బిల్లు కోసం ఢిల్లీలో దీక్ష చేసిన సందర్భాన్ని ఆమె గుర్తు చేశారు. దేశంలోని 18 పార్టీలను ఏకం చేసి బిల్లు కోసం పోరాటం చేసే విధంగా కో ఆర్డినేట్ చేశామన్నారు. ఢిల్లీలో తాను చేసిన దీక్ష చేసిన సందర్భంగా పెద్ద ఎత్తున జాగృతి కార్యకర్తలు ఢిల్లీకి వచ్చి పోరాటం చేశారని చెప్పారు. మహిళ బిల్లు కోసం జాగృతి వెలిగించిన దీపం ద్వారా దేశంలోని 29 రాష్ట్రాల మహిళలకు మేలు జరుగుతుందని ఆశాభావం వ్యక్తం చేశారు.

Hyderabad : Kavitha issued a powerful call to action today, asserting that the national momentum for the Women’s Reservation Bill is a direct result of the relentless struggle spearheaded by Jagruti. While acknowledging the bill’s introduction as a milestone, she condemned the central government’s current implementation framework as “deceptive” and a “post-dated cheque” that fails to deliver immediate or equitable justice to women.

The Triumph of Jagruti’s advocacy

Kavitha highlighted that the “lamp lit” by Jagruti activists has illuminated the path toward legislative progress. She noted that the coordinated protest in Delhi, which successfully united 18 political parties, exerted the necessary political pressure to force the Women’s Bill onto the national agenda.

“The role of Jagruti in bringing this bill to the forefront cannot be forgotten,” Ms. Kavitha stated. “Through strategic coordination, we ensured that MPs across party lines raised their voices in Parliament, making it impossible for the Centre to ignore the demand any longer.”

Critical Concerns: The “Post-Dated Cheque”

Despite the bill’s passage, Ms. Kavitha expressed grave concerns regarding its execution

• The Delimitation Delay: By linking the bill to the delimitation process, the government effectively denied women their rights in the recent parliamentary elections and subsequent elections in 12 states.
• The 2011 Census Injustice: She strongly condemned the proposal to use 2011 Census data as the basis for reservations. “Using outdated data is a disservice to the current reality of our population. Reservations must only be announced following the completion of the 2027 Census.”
• Exclusion of BC Women: Ms. Kavitha demanded that the 2027 Census must include specific BC (Backward Classes) population data to facilitate a mandatory sub-quota for BC women.

Demands for Transparency and Inclusion

Ms. Kavitha took aim at the BJP’s “deceptive approach” regarding the draft bill’s circulation. Reports indicate the government intends to share copies only on the morning of its introduction, a move she claims is designed to stifle objections and bypass meaningful debate.

Her key demands include

1. Immediate disclosure of the draft bill to all political parties for thorough review.
2. Decoupling the bill from the 2011 Census in favor of the 2027 Census.
3. The provision of a BC sub-quota to ensure intersectional representation.

A Call to Continued Struggle

Concluding her statement, Ms. Kavitha urged BC communities and women across India to remain vigilant and united. She announced plans to re-engage with the leaders of the 18 supporting political parties to intensify the movement.

“We must continue this struggle until our rights are fully realized and the 2027 Census is completed fairly,” she said. “We will not allow the rights we have fought so hard for to be undermined by political maneuvering.”
