హైదరాబాద్ : ఇండియన్ డిస్టెన్స్ ఎడ్యుకేషన్ అసోసియేషన్ (ఐడియా), డా. బి. ఆర్. అంబేద్కర్ ఓపెన్ యూనివర్సిటీ, ఇందిరా గాంధీ నేషనల్ ఓపెన్ యూనివర్సిటీ (ఇగ్నో), తెలంగాణ కౌన్సిల్ ఫర్ హయ్యర్ ఎడ్యుకేషన్, గుజరాత్కు చెందిన ఇన్ఫ్లిబ్నెట్ భాగస్వామ్యంతో “సరిహద్దులకు అతీతంగా సరికొత్త దిశలో సార్వత్రిక విద్య” అనే అంశంపై రెండు రోజుల జాతీయ సదస్సు ముగింపు కార్యక్రమానికి ముఖ్య అతిథిగా ఉత్తరాఖండ్ సార్వత్రిక విశ్వవిద్యాలయ ఉపకులపతి ప్రొ.నవీన్ చంద్ర లోహాని పాల్గొని ప్రసంగించారు.
ప్రొ. లోహాని మాట్లాడుతూ చైనాలో సాంప్రదాయ విశ్వవిద్యాలయాల కంటే ఓపెన్ యూనివర్సిటీలు చాలా మెరుగ్గా ఉన్నాయని ప్రొ. లోహాని అభిప్రాయపడ్డారు. నిధుల కొరత కారణంగా దేశంలో సార్వత్రిక విద్యా సంస్థలను నడపడంలో సవాళ్లను ఎదుర్కొంటున్నామని ఆయన వివరించారు. మారుతున్న ఆధునిక పరిస్థితులకు అనుగుణంగా సాంకేతిక పరిజ్ఞానాన్ని అందిపుచ్చుకోవాల్సిన భాద్యత దూర విద్యా సంస్థలపై ఉందని పేర్కొన్నారు. అభ్యాసకుల అభివృద్ధిని దృష్టిలో పెట్టుకొని ఓపెన్ యూనివర్సిటీలు సెల్ఫ్ లెర్నింగ్ మెటీరియల్స్ ను కూడా సొంత నిధులతోనే రూపొందిస్తున్నాయని, దూర విద్యను అందించే విద్యా సంస్థలకు నిధుల కేటాయింపు పెంచాలని ప్రభుత్వాలను కోరారు.
రెండు రోజుల జాతీయ సదస్సు ముగింపు కార్యక్రమానికి అంబేద్కర్ ఓపెన్ యూనివర్సిటీ వీసీ ప్రొ. ఘంటా చక్రపాణి అధ్యక్షత వహించారు. ప్రొ. చక్రపాణి మాట్లాడుతూ యూజీసీ దూరవిద్య విశ్వవిద్యాలయాలను కట్టడి చేయడానికి అనేక సరికొత్త నిబంధనలు పెడుతుందని తద్వారా ప్రభుత్వ రంగ యూనివర్సిటీలు ఇబ్బందులకు గురవుతున్నాయని ఆయన ఆవేదన వ్యక్తం చేశారు. కొన్ని కార్పొరేట్ కళాశాలలు డీమ్డ్ యూనివర్సిటీలుగా అతి తక్కువ సమయంలో మారుతున్నాయని, ఈ విషయం ఆయా రాష్ట్రాల్లో ఉన్న ప్రభుత్వాలకు కూడా తెలియట్లేదన్నారు. అలా మారడం వల్ల ఉచిత విద్య కాస్త ఓ కార్పొరేట్ విద్యగా, అదో వ్యాపార వస్తువుగా మారిందని, ఇది పేద విద్యార్ధులకు దూరం అవడమే కాకుండా ఉన్నత విద్య అభ్యసించాలి అనుకునే వారికి భారంగా మారుతోందని ప్రొ. ఘంటా చక్రపాణి ఆందోళన వ్యక్త పర్చారు.

కాన్ఫరెన్స్ డైరెక్టర్ మరియు డైరెక్టర్ (అకడమిక్) ప్రొ. జి. పుష్పా చక్రపాణి మాట్లాడుతూ రెండు రోజుల జాతీయ సదస్సులో దూర విద్యా వ్యాప్తిలో ఎదుర్కొంటున్న సమస్యలపై సమగ్రంగా చర్చించారని పేర్కొన్నారు. దేశ వ్యాప్తంగా పేరు గాంచిన పలు ఓపెన్ యూనివర్సిటీల వీసీలు, మాజీ వీసీలు, ఆయా విభాగాల డైరెక్టర్ లు, అధ్యాపకులు, పరిశోధకులు పాల్గొన్నారని వెల్లడించారు. ఈ రెండు రోజుల జాతీయ సదస్సు సమగ్ర రిపోర్టును సభకు సమర్పించారు. ఐడియా సెక్రటరీ జనరల్, విశ్వవిద్యాలయ రిజిస్ట్రార్ డా. ఎల్.వి.కె. రెడ్డి కూడా సభలో మాట్లాడారు. ఐడియా బలోపేతానికి రానున్న రోజుల్లో మరిన్న చర్యలు తీసుకోనున్నట్లు వెల్లడించారు.
అంతకు ముందు దూర విద్యా పితామహుడు ప్రొ. జి. రాం రెడ్డి స్మారకోపన్యాసం నిర్వహించారు. ఈ కార్యక్రమానికి డిజిటల్ లెర్నింగ్ ప్రత్యేక అధికారి ప్రొ. సంజయ్ మిశ్రా పాల్గొని “ ఓపెన్ డిస్టెన్స్ పాలసీ అండ్ లీడర్షిప్” అనే అంశంపై ప్రసంగించారు. ఈ ప్లీనరీ సెషన్ కి జీ.ఆర్.సి.ఆర్.డి. డైరెక్టర్ ప్రొ. ఇ. సుధారాణి అధ్యక్షత వహించారు. ఆ తర్వాత “జాతీయ విద్యా విధానం, డ్యూయల్ మోడ్ విశ్వవిద్యాలయాలు: సమస్యలు, సవాళ్లు” అనే అంశంపై రౌండ్ టేబుల్ సమావేశం జరిగింది.

Two-Day National Conference on “Beyond Boundaries: The New ODL Landscape” concluded at BRAOU
Hyderabad : The Indian Distance Education Association (IDEA), in collaboration with Dr. B. R. Ambedkar Open University (BRAOU) and hosting in association with Indira Gandhi National Open University (IGNOU), Telangana Council for Higher Education and INFLIBNET, Gujrat is concluded a two-day National Conference on “Beyond Boundaries: The New ODL Landscape” at Dr.B.R.Ambedkar Open University Campus.
Prof. Navin Chandra Lohani, Vice-Chancellor, Uttarakhand Open University, attended Guest for the valedictory function. Prof. Lohani highlighted key challenges faced by the Open and Distance Learning (ODL) system, particularly in adapting to evolving educational demands. He opined that open universities in China are far superior to traditional universities. He explained that institutions for Open education in the country are facing challenges in their operations due to a shortage of funds. He noted that distance education institutions bear the responsibility of embracing technology to adapt to changing modern circumstances. Furthermore, he highlighted that open universities are developing self-learning materials using their own resources—with the development of learners in mind—and appealed to the government to increase funding allocations for educational institutions providing distance education.
Prof. Ghanta Chakrapani, Vice Chancellor, BRAOU presided over the program. Prof. Chakrapani expressed deep concern that the UGC is imposing numerous stringent regulations to rein in distance education universities, thereby causing difficulties for public sector universities. He noted that certain corporate colleges are transforming into ‘deemed universities’ within a very short span of time—a development of which even the respective state governments remain unaware. Prof. Ghanta Chakrapani voiced his apprehension that, as a result of this trend, education has evolved into a corporate commodity; this not only places it out of reach for underprivileged students but also renders the pursuit of higher education an onerous burden. Prof. Chakrapani said the in collaboration with other open university plan to launch new program from next academic year.
The Guests of Honour Prof. K. Seetharama Rao, President, IDEA asserted that any attempts by the UGC—or any other regulatory body—to restrict the nation’s Open Universities would not be tolerated; furthermore, he urged the government to recognize that distance education remains the only accessible option for the underprivileged sections of society. Prof. E. Vayunandan, Former Vice-Chancellor, YCMOU, Nasik expressed concern that UGC regulations are increasingly hijacking the education system. He cautioned that such trends may undermine the autonomy and inclusive mandate of open universities.
Prof. Pushpa Chakrapani, Conference Director & Director (Academic) explained the detailed reports of the two day national conference. The two-day national seminar featured comprehensive discussions on the challenges faced in the expansion of distance education.
In plenary session Prof. Sanjay Mishra, Digital Learning Specialist delivered Prof. G. Ram Reddy Memorial Lecture “Father of Distance Education” on “Open Distance Policy and Leadership.” Prof. E. Sudharani, Director, GRCR &D The was president of session. Earlier, a Round Table Meet – II on “NEP & Dual Mode Universities : Issue and Challenges”. Prof. S. Jeelani, Director, CDVL, University of Hyderabad was the Chairman for the Round Table Meet.
