Minister Uttam Kumar Reddy inspects ongoing works on Krishna River in Suryapet district
Huzurnagar: Telangana Irrigation and Civil Supplies Minister N. Uttam Kumar Reddy on Friday declared that the Congress government would protect Telangana’s rightful share of Krishna and Godavari waters through whatever methods required. He made it clear that there would be no compromise on the state’s water rights, which he described as essential for farmers’ prosperity and the future of Telangana.
Inspecting the ongoing irrigation works on Krishna River in Suryapet district, Uttam Kumar Reddy came down heavily on the previous BRS government, holding it responsible for pushing the irrigation sector into a crisis and burdening the state with a staggering ₹16,000 crore in annual interest payments on irrigation loans alone. He said the financial burden caused by the BRS mismanagement was nothing short of a sin against Telangana’s people.
He asserted that the Congress government, in contrast, is a true farmer-friendly administration, working around the clock to secure justice for Telangana’s farmers. The Minister lambasted the BRS for failing to protect the state’s fair share of Krishna waters, pointing out that while the Krishna water allocation for combined Andhra Pradesh was 811 TMC, the previous BRS regime accepted to give 512 TMC to Andhra Pradesh and restricting Telangana to just 299 TMC. He termed this a historical betrayal and said it had permanently harmed the irrigation prospects of Telangana farmers. He explained that the Congress government was willing to fight at any level to protect the river water rights of Telangana.
Uttam Kumar Reddy stated that the Congress government had launched an unrelenting fight to secure a just share for Telangana in Krishna and Godavari waters. He explained that if consultations and dialogue with Government of India do not result in fair allocations, then the state would not hesitate to approach the courts and wage a legal battle. He stressed that water allocations must be made considering catchment area, ayacut, and population, so that Telangana gets its rightful entitlement.
Recalling past proposals, the Minister explained that during the Congress government in united Andhra Pradesh, a massive project named Dr. B.R. Ambedkar Pranahitha-Chevella was proposed at Tummadihatti with an estimated cost of ₹38,000 crore to benefit Telangana. However, the BRS, lured by commission and corruption, scrapped that plan and built the Kaleshwaram project at an astronomical ₹1 lakh crore, which has now failed and turned virtually useless.
He expressed anguish that had the Pranahitha-Chevella project gone ahead at the original location, the state would have saved ₹62,000 crore. That money, he said, could have been used to complete other vital projects such as the SLBC, Palamuru–Rangareddy, Bhima, Nettempadu, Koilsagar, Devadula, Sitarama, and Gouravelli, which could have transformed the entire Telangana region into a fertile green belt.
Instead, Uttam Kumar Reddy said, due to the BRS government’s mistakes, Telangana now suffers an annual interest burden of ₹16,000 crore on irrigation loans alone. He described this as a colossal policy failure that will haunt the state for years to come.
The Minister also criticised the BRS for spending ₹27,500 crore on the Palamuru-Rangareddy project and another ₹10,000 crore on the Sitarama project without being able to bring even a single acre of new ayacut into cultivation. In contrast, he pointed out, ever since the Congress government returned to power, it has been correcting these errors and ensuring water reaches farmers in time.
He proudly highlighted that despite Kaleshwaram being ineffective, the Congress government enabled farmers to produce a record 281 lakh metric tonnes of paddy across Kharif and Rabi seasons. Uttam Kumar Reddy said this was the highest production in the country and an all-time record, achieved through the government’s consistent support and the confidence-building Rythu Bharosa scheme, which credited ₹9,000 crore directly to farmers’ accounts in just nine days.
Speaking about ongoing development, Uttam Kumar Reddy said one of his objectives is to fully utilise the Krishna River water in combined Nalgonda district.
Uttam Kumar Reddy also expressed strong displeasure with the pace of work at the Jawahar Jan Pahad lift irrigation scheme, pointing out that even though he had inspected the site three times personally, the agency had failed to accelerate progress. He warned the contractors to expedite the work without excuses and suggested that if design modifications were required, they should use the Central Design Organisation (CDO) process to overcome bottlenecks.
He reaffirmed that Telangana’s farmers deserve nothing less than assured, timely irrigation and the Congress government would stand firmly by their side to deliver it.

హైదరాబాద్ : కృష్ణా, గోదావరి జలాశయాలలో తెలంగాణాకు న్యాయబద్ధంగా రావలసిన నీటి వాటా కోసం రాష్ట్ర ప్రభుత్వం రాజీ లేకుండా పోరాటం చేస్తుందని ఆయన చెప్పారు. రాష్ట్ర నీటిపారుదల, పౌర సరఫరాల శాఖామంత్రి కెప్టెన్ ఎన్.ఉత్తమ్ కుమార్ రెడ్డి పేర్కొన్నారు.
ఈ సందర్భంగా మంత్రి ఉత్తమ్ కుమార్ రెడ్డి మాట్లాడుతూ సంప్రదింపులతో కేటాయింపులు జరగకుంటే న్యాయపరంగా పోరాడి న్యాయమైన వాటా సాధిస్తామని ఆయన స్పష్టం చేశారు. ఇది రైతుపక్ష పాత ప్రభుత్వమని,వారి ఉన్నతి కోసం రాష్ట్ర ప్రభుత్వం నిరంతరం పని చేస్తుందని ఆయన చెప్పారు. కృష్ణా జలాశయాలలో 811 టి.యం.సి లకు గాను ఆంద్రప్రదేశ్ కు 599 టి.యం.సి లనీటిని ధారా దత్తం చేసిన ఘనత బి.ఆర్.ఎస్ పాలకులదని ఆయన మండిపడ్డారు. తెలంగాణా కు 299 టి.యం.సి లు ఆంద్రప్రదేశ్ కు 599 టి.యం.సి లంటూ వ్రాత పూర్వకంగా రాసిచ్చిన చరిత్ర బి.ఆర్.ఎస్ ప్రాణుత్వానిదేనని ఆయన పేర్కొన్నారు.
పదేళ్ళ బి.ఆర్.ఎస్ పాలకులు చేసిన పాపానికి రాష్ట్ర ప్రభుత్వం సంవత్సరానికి 16 వేల రూపాయల వడ్డీలు చెల్లించాల్సి వస్తుందని ఆయన చెప్పారు. శుక్రవారం ఉదయం హుజుర్నగర్ నియోజకవర్గ పరిధిలోని పాలకీడు మండలం జానపహాడ్,బెట్టే తండా ఎత్తిపోతల పధకాలను ఆయన పరిశీలించారు. నీటిపారుదల రంగాన్ని అప్పటి ప్రభుత్వం భ్రష్టు పట్టించిందని ఆయన విరుచుకుపడ్డారు. కాంగ్రెస్ పార్టీ అధికారంలోకి వచ్చిందే తడవుగా కృష్ణా నది పరివాహక ప్రాంతాన్ని పరిగణనలోకి తీసుకోవడంతో పాటు ఆయకట్టు,జనాభా ఆధారంగా నీటి కేటాయింపుల కోసం పోరాడుతున్నామన్నారు.
ఉమ్మడి ఆంధ్రప్రదేశ్ లో నాటి కాంగ్రెస్ ప్రభుత్వం 38 వేల కోట్ల అంచనా వ్యయంతో తుమ్మడిహట్టి వద్ద డాక్టర్ బి.ఆర్.అంబెడ్కర్ చేవెళ్ల-ప్రాణహిత పేరుతో ప్రాజెక్టును నిర్మిస్తే కమిషన్ల కక్కుర్తితో లక్ష కోట్లు వెచ్చించి బి.ఆర్.ఎస్ పాలకులు లక్ష కోట్లతో నిర్మించిన కాళేశ్వరం కుప్ప కూలి పోయిందని ఆయన ఆవేదన వ్యక్తం చేశారు. ఉమ్మడి ఆంద్రప్రదేశ్ లో కాంగ్రెస్ ప్రభుత్వం ప్రతిపాదించిన చేవెళ్ల-ప్రాణహిత ప్రాజెక్టును అదే తుమ్మడిహట్టి వద్ద నిర్మిస్తే 62 వేల కోట్లు రాష్ట్ర ప్రభుత్వానికి మిగిలి ఉండేవని ఆయన తెలిపారు. అవే డబ్బులతో ఎస్.ఎల్.బి.సి,పాలమూరు రంగారెడ్డి, భీమా,నెట్టెంపాడు, కోయిలసాగర్,దేవాదుల,సీతారామ,గౌరెల్లి వంటి ప్రాజెక్టులను పూర్తి చేసి తెలంగాణా ప్రాంతాన్ని సస్యశ్యామలం అయ్యేదని ఆయన అన్నారు.
వీటన్నింటినీ తోసి రాజని బి.ఆర్.ఎస్ పాలకులు చేసిన తప్పిదాలతో నేడు రాష్ట్ర ప్రభుత్వంపై సంవత్సరానికి 16 వేల కోట్ల రూపాయలు వడ్డీ భారం పడిందని ఆయన ఆందోళన వ్యక్తం చేశారు. పైగా పాలమూరు-రంగారెడ్డి ప్రాజెక్టుకు 27,500 కోట్లు, సీతారామ ప్రాజెక్టు మీద 10 వేల కోట్లు ఖర్చు చేసి కొత్తగా ఒక్క ఎకరా కొత్త ఆయకట్టును సేద్యంలోకి తీసుకు రాలేక పోయారని ఆయన విమర్శించారు.
కాంగ్రెస్ పార్టీ అధికారంలోకి వచ్చాక నీటిపారుదల శాఖామంత్రిగా తాను గత ప్రభుత్వం చేసిన తప్పిదాలను సరిదిద్దుకుంటు రావడం వల్ల కాళేశ్వరం ప్రాజెక్టు నిరుపయోగంగా మారినా ఖరీఫ్ ,రబీ సీజన్ లను కలిపి రికార్డు స్థాయిలో 281 లక్షల మెట్రిక్ టన్నుల ధాన్యాన్ని పండించామన్నారు. ఇది యావత్ భారత దేశంలోనే ఆల్ టైం రికార్డ్ గా ఆయన అభివర్ణించారు. రైతుభరోసా పథకంతో రైతాంగం హర్షాతిరేకాలు వ్యక్తం చేస్తున్నారన్నారు.తొమ్మిది రోజుల వ్యవధిలో 9 వేల కోట్లను రైతుల ఖాతాలలో జమ చేశామని ఆయన వెల్లడించారు.
జవహర్ జానపహాడ్ ఎత్తిపోతల పధకం పనులు వేగవంతంగా జరగడం లేదంటు మంత్రి ఉత్తమ్ కుమార్ రెడ్డి సంబంధించిన ఏజెన్సీ నిర్వహకుల పై మండి పడ్డారు. స్వయంగా తాను మూడు సార్లు స్వయంగా తనిఖీలు నిర్వహించినా పనులు ముందుకు సాగడం లేదంటూ ఆయన తీవ్రంగా మందలించారు.డిజైన్ లో మార్పులు అవసరం అయితే సి.డి.ఓ (సర్క్యూలర్ డీజైన్ ఆపరేషన్ ) ద్వారా చేసుకోవచ్చని ఆయన సూచించారు.
