₹5 Lakh Crore Land Scam: Is Rahul Gandhi’s Silence a Sign of Approval—and Shared Guilt?
BRS Working President and former Minister K. T. Rama Rao (KTR) on Sunday released an open letter addressed to Congress leader Rahul Gandhi, expressing deep concern over what he described as “one of the biggest land scams in Independent India.” The issue revolves around the Hyderabad Industrial Land Transformation Policy (HILTP), introduced recently by Telangana Chief Minister Revanth Reddy.
KTR said the policy has triggered widespread alarm across Telangana, with citizens questioning whether the Congress high command is aware of the scale of alleged misappropriation unfolding in the state. He warned that the policy could result in a loss worth ₹5 lakh crore to the people of Telangana by enabling private entities to acquire highly valuable public lands at a fraction of their actual market value.
In his letter, KTR explained that previous governments had allotted nearly 9,300 acres of industrial land in Hyderabad in key clusters such as Balanagar, Jeedimetla, Sanathnagar, Uppal, Mallapur, Ramachandrapuram, and Hayathnagar. These lands were originally provided at concessional rates to promote industrial growth, employment generation, and long-term economic development.
He alleged that under the new HILTP, industrial landholders can now convert these lands into commercial or residential zones by paying only 30% of the SRO value—despite current market prices being several times higher. According to him, this policy effectively converts public assets into massive private windfall gains, with land valued at lakhs of crores being regularised for a minimal cost.
KTR also raised doubts over the government’s decision to offer fast-track approvals within 45 days for conversions involving assets worth thousands of crores. He argued that such hasty processing raises questions about transparency, due diligence, and the possibility of undue political influence.
The BRS leader criticised the policy’s stated objective of relocating polluting industries outside the Outer Ring Road (ORR), calling it misleading and poorly designed. He listed several shortcomings of the policy, including the fact that relocation is purely voluntary, approvals are done on a case-by-case basis, and no mandatory conditions or timelines are imposed on industries to shift.
He further pointed out that the policy does not identify any alternative sites for industries that may wish to relocate. Nor does it mandate environmental impact assessments. KTR warned that instead of fostering new industrial development, the city would witness a surge of skyscrapers and commercial complexes replacing long-standing industrial units.
According to KTR, the policy appears tailored to benefit “a handful of Congress leaders, influential real-estate groups, and individuals closely associated with the Chief Minister,” allowing them to acquire prime land for a fraction of its real value. He added that such actions amount to a betrayal of public trust.
Comparing the situation with the earlier BRS administration, KTR noted that his government had put in place strict safeguards that required industrial units to pay 100 to 200 percent of SRO value for any land-use conversion. This ensured that public assets were not undervalued and that the state exchequer received fair compensation.
He accused Chief Minister Revanth Reddy of dismantling these protections and turning Telangana into what he described as an “ATM for the Congress party and its associates,” enabling unchecked appropriation of public wealth.
Towards the end of the letter, KTR posed two direct questions to Rahul Gandhi. First, he asked whether the Congress leader was unaware of the alleged large-scale misappropriation and whether he would now intervene to protect Telangana’s interests. Second, he questioned whether Rahul Gandhi’s silence on the matter indicated tacit approval, thereby making him equally accountable.
KTR concluded by stating that Telangana has always been a land of self-respect and justice, and that the state cannot allow its future to be mortgaged by a nexus of political and commercial interests. He asserted that the Congress party’s response to his letter would determine whether it stands with the people of Telangana or with those accused of looting its public assets.

బీఆర్ఎస్ వర్కింగ్ ప్రెసిడెంట్ కె. టి. రామారావు (కేటీఆర్) ఆదివారం, కాంగ్రెస్ నాయకులు రాహుల్ గాంధీకి ఒక బహిరంగ లేఖను రాశారు. తెలంగాణ ముఖ్యమంత్రి రేవంత్ రెడ్డి ఇటీవల ప్రవేశపెట్టిన హైదరాబాద్ ఇండస్ట్రియల్ ల్యాండ్ ట్రాన్స్ఫర్మేషన్ పాలసీ (HILTP) ను ఆయన “స్వతంత్ర భారతదేశంలో అతిపెద్ద భూ కుంభకోణాలలో ఒకటి”గా అభివర్ణించారు. అత్యంత అవినీతితో కూడుకున్న ఈ విధానం తెలంగాణ వ్యాప్తంగా తీవ్ర ఆందోళన, అనుమానాలు కలిగించిందని, రాష్ట్రంలో జరుగుతున్న అక్రమాల గురించి కాంగ్రెస్ అధిష్టానానికి తెలుసా, లేకుంటే తెలిసి కావాలని మౌనంగా ఉన్నదా అని తెలంగాణ ప్రజలు ప్రశ్నిస్తున్నారని కేటీఆర్ అన్నారు. ఈ అవినీతి విధానం కారణంగా అత్యంత విలువైన ప్రభుత్వ భూములను ప్రైవేట్ సంస్థలు వాటి అసలు మార్కెట్ విలువలో నామమాత్రపు ధరకే పూర్తిగా సొంతం చేసుకోవడాని వీలు కల్పిస్తుందని, దీనివల్ల తెలంగాణ ప్రజలకు ₹5 లక్షల కోట్ల నష్టం వాటిల్లే ప్రమాదం ఉందని ఆయన హెచ్చరించారు.
హైదరాబాద్ నగరంలోని బాలానగర్, జీడిమెట్ల, సనత్నగర్, ఉప్పల్, మల్లాపూర్, రామచంద్రాపురం, హయత్నగర్ వంటి కీలక క్లస్టర్లలో మునుపటి ప్రభుత్వాలు సుమారు 9,300 ఎకరాల పారిశ్రామిక భూమిని కేటాయించాయని కేటీఆర్ తన లేఖలో వివరించారు. ఈ భూములను మొదట పారిశ్రామిక వృద్ధి, ఉపాధి కల్పన మరియు దీర్ఘకాలిక ఆర్థిక అభివృద్ధిని ప్రోత్సహించడానికి రాయితీ ధరలకు ఇచ్చారని పేర్కొన్నారు. అయితే, కొత్త HILTP కింద, పారిశ్రామిక భూములను కలిగి ఉన్నవారు ఇప్పుడు ఆ భూములను వాణిజ్య లేదా నివాస జోన్లుగా మార్చుకోవడానికి SRO (సబ్-రిజిస్ట్రార్ కార్యాలయం) విలువలో కేవలం 30% మాత్రమే చెల్లిస్తే చాలు అని ఆయన ఆరోపించారు. ప్రస్తుత మార్కెట్ ధరలు చాలా రెట్లు ఎక్కువగా ఉన్నప్పటికీ, ఈ విధానం ప్రజాలకు దక్కాల్సిన ఆస్తులను తక్కువ ఖర్చుతో ప్రైవేట్ వ్యక్తులకు అప్పగించి, లక్షల కోట్ల విలువైన భూమిని నామమాత్రపు ధరకు క్రమబద్ధీకరిస్తుందని కేటీఆర్ లెక్కలు ఆరోపించారు.
వేల కోట్ల విలువైన ఆస్తుల మార్పిడికి 45 రోజుల్లో ఫాస్ట్-ట్రాక్ ఆమోదాలు ఇవ్వాలనే ప్రభుత్వ నిర్ణయంపై కూడా కేటీఆర్ సందేహాలు వ్యక్తం చేశారు. ఇంత తొందరపాటుతో కూడిన ప్రక్రియలో పారదర్శకతలేదని, కేవలం డబ్బులు దండుకోవాలని మాత్రం వలననే సరైన విచారణ లేకుండానే ఈ భూములను ప్రైవేటు వ్యక్తులకు ధారా దత్తం చేస్తున్నారని కేటీఆర్ మండిపడ్డారు. కాంగ్రెస్ పార్టీ ప్రభుత్వం యొక్క తొందరపాటుతనం, ఈ మొత్తం పాలసీలో దాగున్న రాజకీయ అవినీతి అనేక ప్రశ్నలను లేవనెత్తుతుందని కేటీఆర్ అన్నారు.
ఔటర్ రింగ్ రోడ్ (ORR) వెలుపలికి కాలుష్య పరిశ్రమలను తరలించాలనే ఈ విధానం యొక్క లక్ష్యం పేరు చెప్పి తప్పుడు దారిలో లక్షల కోట్ల తెలంగాణ సంపదను దోచుకునేందుకు పక్కా ప్లాన్ కాంగ్రెస్ ప్రభుత్వం వేసింది అన్నారు. పరిశ్రమల తరలింపు ప్రధాన లక్ష్యం అయితే, ఇది మొత్తం పరిశ్రమలకు ఒక పాలసీ నిర్ణయంగా కాకుండా పూర్తి స్వచ్ఛందంగా నచ్చిన వారు మాత్రమే దరఖాస్తు చేయాలనడం, ఒక్కొక్క దరఖాస్తు వారీగా ప్రత్యేకంగా ప్రభుత్వం భూముల ట్రాన్స్ఫర్ కి ఆమోదం ఇవ్వాలని ప్రభుత్వం నిర్ణయించడం, ప్రస్తుతం ఉన్న పరిశ్రమల తరలింపుకు ఎలాంటి గడవు నిర్ధారించకపోవడం, అసలు పరిశ్రమలు తరలి వెళ్తాయా లేదా అన్న అంశాన్ని ప్రకటించకపోవడం వంటి అనేక లోపభూహిష్ఠమైన పాలసీని కేవలం డబ్బులు దండుకోవడమే ఏకైక లక్ష్యంగా తీసుకువచ్చిందన్నారు. తరలించాలనుకునే పరిశ్రమలకు ప్రత్యామ్నాయ స్థలాలను ఈ విధానం గుర్తించలేదని, ఈ భూముల ట్రాన్స్ఫర్ వలన కలిగి ఆవరణ ప్రభావాన్ని పరిగణలోకి తీసుకోకపోవడం వంటి లోపాలు పాలసీలో ఉన్నాయని కేటీఆర్ లేఖలో ప్రస్తావించారు. దీనివల్ల నగరంలో కొత్త పారిశ్రామికాభివృద్ధికి బదులుగా, పాత పారిశ్రామిక యూనిట్ల స్థానంలో ఆకాశహర్మ్యాలు మరియు వాణిజ్య సముదాయాలు పెరిగే అవకాశం ఉందని కేటీఆర్ హెచ్చరించారు.

మునుపటి బీఆర్ఎస్ ప్రభుత్వంతో ప్రస్తుత పరిస్థితిని ప్రస్తావించిన కేటీఆర్, తమ ప్రభుత్వం భూ వినియోగ మార్పిడికి పారిశ్రామిక యూనిట్లు SRO విలువలో 100 నుండి 200 శాతం చెల్లించాలని కఠినమైన నిబంధనలను అమలు చేసిందని కేటీఆర్ పేర్కొన్నారు. దీనివల్ల రాష్ట్ర ఖజానాకు సరైన పరిహారం అందేలా చూసుకుందని వివరించారు. కానీ ముఖ్యమంత్రి రేవంత్ రెడ్డి ఈ నిబంధనలు తొలగించి, తెలంగాణను “కాంగ్రెస్ పార్టీకి మరియు కాంగ్రెస్ పార్టీ నేతల అనుచరులకు ఏటీఎం”గా మార్చేశారని, తద్వారా ప్రజా సంపదను దోచుకోవడానికి ఈ పాలసీని రూపొందించారని కేటీఆర్ ఆరోపించారు.
చివరిగా, కేటీఆర్ రాహుల్ గాంధీకి రెండు కీలక ప్రశ్నలు సంధించారు. మొదటిది, ఈ పెద్దఎత్తున జరుగుతున్న అక్రమాల గురించి ఇప్పటివరకు తెలియకుంటే కనీసం ఇప్పుడైనా తెలంగాణలో జరుగుతున్న ఐదు లక్షల కోట్ల అవినీతి స్కామ్ ని అడ్డుకోవాలన్నారు. లేకుంటే దేశ చరిత్రలోనే అతిపెద్ద భారీ భూ కుంభకోణంలో రాహుల్ గాంధీ మౌనంగా ఉంటే తనకు తన పార్టీకి భాగస్వామ్యం ఉన్నదని, కాంగ్రెస్ పార్టీ అధిష్టానం అనుమతితోనే ఈ ఐదు లక్షల కోట్ల భూకుంభకోణం తెలంగాణలో జరుగుతున్నదని భావించాల్సి ఉంటుందన్నారు. రాహుల్ గాంధీ ఈ అంశంలో ఇప్పటికైనా మాట్లాడి రాష్ట్ర ప్రభుత్వం చేస్తున్న ఈ భారీ అవినీతికి అడ్డుకట్ట వేయాలని కేటీఆర్ డిమాండ్ చేశారు.
