Hyderabad: Former Minister Harish Rao has strongly criticized the Congress government for appointing BRS MLC Patnam Mahender Reddy as the Chief Whip. He expressed surprise over the discrepancy in official records, highlighting that despite an official bulletin on March 15 confirming the appointment, government orders for key events on August 15 (Independence Day) and September 17 (Public Governance Day) referred to Mahender Reddy only as an MLC.
According to the Gazette Notification (No. 160-I), issued by Telangana Government’s Chief Secretary Shanti Kumari on March 15, 2024, Mahender Reddy was officially appointed as Chief Whip. However, the government order (G.O.Rt.No.1075) issued on August 13 for Independence Day celebrations only recognized him as an MLC, ignoring his role as Chief Whip. The same oversight occurred in the order (G.O.Rt.No.1213) issued on September 11 for Public Governance Day.
Harish Rao pointed out that on both August 15 and September 17, Mahender Reddy raised the national flag in his capacity as an MLC, despite the notification appointing him as Chief Whip months earlier. He questioned why his position as Chief Whip wasn’t acknowledged in the official orders for these events.
Citing parliamentary procedure, Harish Rao referred to M.N. Kaul and S.L. Shakdher’s Practice and Procedure of Parliament (page 158), which clearly states that Whips must be selected from the members of their own party. “How can Congress appoint a BRS MLC as their Chief Whip? This clearly violates parliamentary norms and is yet another example of Congress, under Rahul Gandhi’s leadership, undermining the Constitution,” he stated.

హైదరాబాద్ : బీఆర్ఎస్ ఎమ్మెల్సీ పట్నం మహేందర్‌రెడ్డిని చీఫ్ విప్‌గా తెలంగాణ ప్రభుత్వ ప్రధాన కార్యదర్శి శాంతికుమారి మార్చి 15న గెజిట్ నోటిఫికేషన్ నెం.160-I ద్వారా నియమించారు. కానీ 2024 ఆగస్టు 13న జారీ చేసిన G.O.Rt.No.1075 ద్వారా స్వాతంత్ర్య దినోత్సవ వేడుకల్లో ఆయనను ఎమ్మెల్సీగానే పరిగణించారు. చీఫ్ విప్‌గా గుర్తించలేదు.
అనంతరం 2024 సెప్టెంబర్ 11న G.O.Rt.No.1213 ద్వారా పట్నం మహేందర్‌రెడ్డి గారిని ప్రజా పాలన దినోత్సవం కోసం కూడా కేవలం ఎమ్మెల్సీగా మాత్రమే గుర్తించారు. కానీ చీఫ్ విప్‌గా గుర్తించలేదు. ఆగస్ట్ 15న, సెప్టెంబర్ 17న ఎమ్మెల్సీ హోదాలోనే మహేందర్‌రెడ్డి జాతీయ జెండాను ఎగురవేశారు. గెజిట్ నోటిఫికేషన్ వచ్చినప్పటికీ, పట్నం మహేందర్‌రెడ్డి గారిని చీఫ్ విప్‌గా అధికారిక జీవో‌లో పొందుపర్చలేదు. గెజిట్ ఆధారంగా వారి నియమకం మార్చి నెలలో జరిగి ఉంటే పంద్రాగస్టు వేడుకల్లో ప్రజా పరిపాలన దినోత్సవ వేడుకల ఉత్తర్వుల్లో ఎందుకని చీఫ్ విప్ అని పేరుకొనలేదు.
ఎం.ఎన్.కౌల్, ఎస్.ఎల్. శక్తధర్ రాసిన ‘ప్రాక్టీస్ అండ్ ప్రొసీజర్ ఆఫ్ పార్లమెంట్’ పుస్తకంలో (పేజీ 158) స్పష్టంగా ఉంది. విప్‌లు వారి పార్టీ సభ్యుల నుండి మాత్రమే ఎంపిక చేయబడాలి. బీఆర్ఎస్ పార్టీ ఎమ్మెల్సీని కాంగ్రెస్ చీఫ్ విప్‌గా ఎలా ప్రకటిస్తారు? రాహుల్ గాంధీ నేతృత్వంలోని కాంగ్రెస్ పార్టీ రాజ్యాంగాన్ని, పార్లమెంటరీ వ్యవస్థను ఖూనీ చేస్తుంది అనడానికి ఇది మరో నిదర్శనం.
