Hyderabad: Irrigation and Civil Supplies Minister Capt. N. Uttam Kumar Reddy reaffirmed the Congress Government’s commitment to protecting the state’s rightful share of Krishna River water, exposing the previous BRS government’s failures in securing Telangana’s interests.
Intervening during the debate on the Motion of Thanks on the Governor’s Address in the Telangana Assembly on Saturday, he accused the BRS regime of surrendering Telangana’s water rights to Andhra Pradesh and allowing illegal withdrawals to continue unchecked.
Uttam Kumar Reddy pointed out that the allocation of Krishna River water remains unjust, with Andhra Pradesh receiving 512 TMC while Telangana gets only 299 TMC, despite the latter’s larger catchment area, drought-prone regions, and agricultural needs. He criticised the previous BRS government for not contesting this unfair division and revealed how the previous administration’s inaction led to Telangana’s loss.
He blamed the previous BRS regime for enabling Andhra Pradesh to float tenders for the Rayalaseema Lift Irrigation Scheme (RLIS) by delaying the Apex Council meeting, which could have challenged the project. Similarly, he asked under whose regime, Andhra Pradesh increased its irrigation capacities.
According to KRMB data, from 2014-15 to 2020-21, Andhra Pradesh consistently took over 64% of Krishna water, while Telangana’s share remained below 36%. In 2014-15, AP used 529.33 TMC, leaving Telangana with only 227.74 TMC (30.08%). By 2020-21, AP’s usage increased to 629.07 TMC, while Telangana’s share only rose slightly to 248.23 TMC. “The BRS government failed to take legal or political action, allowing AP to continue excessive withdrawals,” he said.
Since 2014, Andhra Pradesh has significantly expanded its water withdrawal capacity, increasing the Pothireddypadu Head Regulator’s capacity from 44,000 cusecs in 2005 to 92,600 cusecs in 2023. The RLIS, designed to extract water even at the lowest reservoir levels, along with the Veligonda Project and other schemes, has further strengthened AP’s ability to divert Krishna water, severely affecting Telangana’s irrigation projects like Kalwakurthy, Nettampadu, and Palamuru-Rangareddy LIS.
Uttam Kumar Reddy slammed the previous BRS leadership, stating that KCR and Harish Rao, as irrigation ministers, had surrendered Telangana’s water rights to AP. “Despite these blatant violations, the BRS government remained passive, failing to approach the Supreme Court or KWDT-II (Krishna Water Disputes Tribunal) to contest AP’s illegal withdrawals,” he said.
The Congress Government is now taking corrective measures, including the installation of telemetry instruments at Nagarjuna Sagar and Srisailam Dams to monitor water levels and prevent unauthorized diversions by Andhra Pradesh.
Drawing from his personal experience as a six-time MLA and former MP representing the Krishna Basin, Uttam Kumar Reddy said he remained deeply committed to protecting Telangana’s water rights. “Unlike the previous government, we have reopened the Krishna water dispute and will fight to secure justice for Telangana,” he concluded.

Shifting focus to social justice initiatives, Uttam Kumar Reddy highlighted the historic caste-based socio-economic survey conducted by the Congress Government, marking the first such survey since 1931. He accused the BRS government of withholding crucial data, questioning why the 2014 Intensive Household Survey (IHS) was never tabled in the Assembly or made public.
“Unlike the BRS, our government conducted the caste survey transparently, ensuring every community’s rightful representation,” he said. Over 1.03 lakh government employees participated in the process, with each team trained and supervised. Additionally, 76,000 data entry operators were deployed to process the findings, making the Rs 160 crore survey a major milestone.
He clarified that the BC population in Telangana had increased by 6%, while the OC population had declined, countering misleading propaganda spread by the opposition. “The Congress Government, under Rahul Gandhi’s leadership, is committed to delivering social justice,” he added.
He said that those left out of the caste survey were given another chance to register their details, underscoring the government’s dedication to an inclusive policy approach.
Uttam Kumar Reddy reaffirmed the Congress Government’s commitment to implementing SC categorization, as per the Supreme Court’s orders and based on Justice Shameem Akhtar Commission’s recommendations.

శనివారం రోజున రాష్ట్ర శాసనసభలో బి.ఆర్.ఎస్ సభ్యుడు పల్లా రాజేశ్వర్ రెడ్డి లేవనెత్తిన అంశంపై మంత్రి ఉత్తమ్ కుమార్ రెడ్డి తీవ్రంగా స్పందించారు. ఆంద్రప్రదేశ్ ప్రభుత్వం నిర్మిస్తున్న ప్రాజెక్టులకు అనుగుణంగా పదేళ్ల పాటు అధికారంలో ఉన్న ప్రభుత్వం తోడ్పాటు నందించిందని ఆయన మండిపడ్డారు. కృష్ణా జలాల పంపిణీలో ఆంద్రప్రదేశ్ ప్రభుత్వానికి నాటి బి.ఆర్.ఎస్ పాలకులు పూర్తిగా సహకరించారని,811 టి.యం.సి ల నీటిలో ఆంద్రప్రదేశ్ కు 511 టి.యం.సి లు తెలంగాణా కు 299 టి.యం.సి లను కేటాయించిన రోజునే బి.ఆర్.ఎస్ నిర్వహకం బట్ట బయలు అయిందని ఆయన ఎద్దేవా చేశారు. పైగా కృష్ణా బేసిన్ లో ఆంద్రప్రదేశ్ ప్రభుత్వం ప్రాజెక్టు లు నిర్మిస్తుంటే వారికి అనుకూలంగా నిర్ణయాలు తీసుకున్నారని ఆయన దుయ్యబట్టారు.రాయలసీమ ఎత్తిపోతల పధకం అందుకు నిదర్శనమన్నారు.
కృష్ణా జలాశయాలలో తెలంగాణాకు జరిగిన అన్యాయంపై ఆయన గణాంకాలతో వివరించారు. కే. ఆర్.యం.బి లెక్కల ప్రకారం 2014 లో బి.ఆర్.ఎస్ పార్టీ పాలనా పగ్గాలు చేపట్టిన రోజు నుండి 2021 వరకు కృష్ణా జలాశయాలలో ఆంద్రప్రదేశ్ 64 శాతం వినియోగిస్తే తెలంగాణా కేవలం వాడుకున్న నీటి శాతం కేవలం 36 శాతం మాత్రమే నన్నారు. బి.ఆర్.ఎస్ పాలకుల పాలనలో ఇదే కృష్ణా జలాశయాలలో పోతిరెడ్డిపాడు హెడ్ రెగ్యులెటర్ కు 44,000 క్యూసెక్కుల నుండి 2023 నాటికి 92,600 క్యూసెక్కుల పెంచుకున్నారని,అదే విదంగా ఆర్.ఎల్.ఐ. సి,వెలిగొండ ప్రాజెక్టు ల నిర్మాణాన్ని అడ్డుకోలేక పోయారని ఆయన విమర్శించారు. ఆంద్రప్రదేశ్ ప్రభుత్వం చేపట్టిన ప్రాజెక్టుల నిర్మాణాలు తెలంగాణా లోని కల్వకుర్తి, నెట్టేంపాడు,పాలమూరు-రంగారెడ్డి ప్రాజెక్టు లపై తీవ్ర ప్రభావం చూపయని ఆయన ఆవేదన వ్యక్తం చేశారు.
బి.ఆర్.ఎస్ పాలనలో జరిగిన పోరపాట్లను సరిదిద్డేందుకు కాంగ్రెస్ ప్రభుత్వం కేంద్రం దగ్గర పోరాడుతుందన్నారు. ఉభయ రాష్ట్రాలలో ఎవరు ఎంత నీరు వినియోగిస్తున్నారో అన్నది తెలుసుకునేందుకు వినియోగించాల్సిన టెలిమెట్రి పరికరాలను అమర్చడంలో కూడా బి.ఆర్.ఎస్ ప్రభుత్వం వైఫల్యం చెందిందని ఆయన ఆరోపించారు. ప్రస్తుత కాంగ్రెస్ ప్రభుత్వం టెలిమెట్రి పరికరాలను అమర్చేందుకు నిర్ణయం తీసుకుందని ఇండకయ్యే ఖర్చులో ఆంద్రప్రదేశ్ ప్రభుత్వం తన వాటా మొత్తాన్ని ఇవ్వక పోయిన తెలంగాణ ప్రభుత్వం సొంత నిధులతో ఏర్పాటు చెయ్య బోతున్నట్లు ఆయన వెల్లడించారు. అంతే గాకుండా కృష్ణా జలాశయాలలో తెలంగాణా వాటాను తేల్చేందుకు కేంద్రవద్ద పోరాడు తున్నామని మంత్రి ఉత్తమ్ కుమార్ రెడ్డి పేర్కొన్నారు.
