Subject: Clarification on the Status of the Hyderabad Pharma City Project
Shri Revanth Reddy garu,
On behalf of the BRS Party, I write to you with a sense of concern regarding the future of the Hyderabad Pharma City project, a visionary initiative that has the potential to solidify Telangana’s position as a global leader in the life sciences and pharmaceutical sectors. Under the leadership of KCR, the previous BRS government embarked on a journey to develop the world’s largest integrated pharma cluster.
Hopefully you are aware that Telangana accounts for 40% of India’s pharmaceutical production and is home to over 1,000 life sciences companies, with a combined ecosystem valued at USD 80 billion. Hyderabad also hosts the highest number of US Food and Drug Administration (USFDA)-approved pharmaceutical units globally. The Pharma City project, with a projected investment potential of USD 9.7 billion, was a cornerstone of our strategy to elevate this sector and generate over 5 lakh direct jobs for our people.
As soon as Congress Party formed the government, you have issued statements that your government has decided to scrap this globally recognized project. This abrupt decision raised significant concerns, not only for the investors who have shown immense interest but also for the lakhs of people who stood to benefit from the opportunities Pharma City would create. It is also troubling to see this decision being taken without any clear roadmap or consultation with the farmers and local communities who contributed their land for this purpose.
Given the recent High Court directive, we seek urgent clarity on your stance regarding Pharma City. The court’s intervention has made it clear that land acquired for Pharma City cannot be repurposed for other ventures.
In this light, I wish to know your government’s definitive decision on the Pharma City project. We also demand that if you intend to continue with the project, it should be executed in its full capacity as initially envisioned, without any scaling down or dilution of its scope. If you choose not to proceed with Pharma City in its original form, we request that the land pooled for this purpose be returned to the farmers in line with the provisions of the Land Acquisition Act, 2013.
The Hyderabad Pharma City was meticulously planned to adhere to the highest environmental standards, with a commitment to Zero Liquid Discharge, ensuring sustainable development for the region. It is vital that any decisions taken by your government safeguard the interests of the state, its industries, and its people.
We cannot afford to lose the opportunity to make Telangana a global hub for life sciences, and your government’s indecision or abrupt policy shifts will only harm the state’s progress and reputation.

హైదరాబాద్ లో తలపెట్టిన ఫార్మాసిటీ ప్రాజెక్ట్ ను కాంగ్రెస్ ప్రభుత్వం కొనసాగిస్తుందా? లేదా? అనే అంశంపై స్పష్టత ఇవ్వాలని సీఎం రేవంత్ రెడ్డిని భారత రాష్ట్ర సమితి వర్కింగ్ ప్రెసిడెంట్ కేటీఆర్ కోరారు. రాష్ట్ర హైకోర్టు సైతం ఈ ప్రాజెక్ట్ ను ప్రభుత్వం కొనసాగిస్తుందో? లేదో? స్పష్టత ఇవ్వాలని కోరిన నేపథ్యంలో కేటీఆర్ సైతం ప్రభుత్వాన్ని ఇదే అంశంపై ప్రశ్నించారు. వెంటనే ప్రభుత్వం ఈ అంశంపై విధానపరమైన నిర్ణయాన్ని వెల్లడించాలని డిమాండ్ చేశారు. ఈ మేరకు సీఎం రేవంత్ రెడ్డికి కేటీఆర్ లేఖ రాశారు. లైఫ్ సైన్సెస్, ఫార్మా రంగాల్లో హైదరాబాద్ ను అంతర్జాతీయంగా నంబర్ వన్ గా నిలిపే ఉద్దేశంతో ఫార్మా సిటీ అనే బృహత్తరమైన ప్రాజెక్ట్ ను కేసీఆర్ ప్రభుత్వం చేపట్టిందని ఈ సందర్భంగా కేటీఆర్ గుర్తు చేశారు. ఇప్పటికే తెలంగాణ ఫార్మాస్యూటికల్స్ ఉత్పత్తుల్లో దేశంలోనే 40 శాతం వాటా కలిగి ఉందన్నారు.
వెయ్యి కి పైగా లైఫ్ సెన్సెన్స్ కంపెనీలకు రాష్ట్రం అడ్డాగా ఉందని…ఏటా 80 బిలియన్ డాలర్ల విలువ చేసే ఉత్పత్తులను తెలంగాణ నుంచి తయారు చేస్తున్న విషయం ముఖ్యమంత్రికి తెలిసే ఉంటుందన్నారు. ఇలాంటి కీలకమైన రంగాన్ని మరింత ప్రోత్సహిస్తే రాష్ట్రానికి ఆదాయం పెరగటంతో పాటు మన యువతకు భారీగా ఉపాధి అవకాశాలు కల్పించవచ్చన్నారు. ఈ ఉద్దేశంతోనే 9.7 బిలియన్ డాలర్ల పెట్టుబడులు పెట్టే విధంగా తాము ఫార్మా సిటీ ప్రాజెక్ట్ ఏర్పాటు చేయాలని భావించామన్నారు. ఈ ప్రాజెక్ట్ పూర్తైయితే అంతర్జాతీయంగా ఫార్మా, లైఫ్ సైన్సెస్ ఉత్పత్తుల్లో తెలంగాణ టాప్ లో ఉంటుందని చెప్పారు. అదే విధంగా 5 లక్షల మందికి ప్రత్యక్ష ఉపాధి అందించవచ్చన్న భావనతో ఈ ప్రాజెక్ట్ చేపట్టినట్లు గుర్తు చేశారు. దీనికి సంబంధించిన భూ సేకరణను కూడా పూర్తి చేశామన్నారు.
కానీ కాంగ్రెస్ ప్రభుత్వం అధికారంలోకి వచ్చిన తర్వాత రాష్ట్రానికి పెద్ద ఎత్తున మేలు చేసే ఫార్మాసిటీ ప్రాజెక్ట్ పై గందరగోళం నెలకొన్నదని కేటీఆర్ ఆవేదన వ్యక్తం చేశారు. హఠాత్తుగా ఈ ప్రాజెక్ట్ ను రద్దు చేస్తున్నట్లుగా సీఎం గారు ప్రకటించటంతో ఫార్మా సిటీలో పెట్టుబడులు పెట్టే సంస్థలు ఆందోళన చెందాయన్నారు. అదే విధంగా ఫార్మా సిటీ వస్తే ఉద్యోగాలు వస్తాయని భావించిన యువత, బతుకులు బాగుపడుతాయని భూములు ఇచ్చిన రైతుల్లో కూడా ఇప్పుడు గందరగోళం నెలకొని ఉందన్నారు. అసలు ప్రభుత్వం ఈ ప్రాజెక్ట్ ను కొనసాగిస్తుందా? లేదా? అన్న అంశంపై చాలా ఊహాగానాలు కొనసాగుతున్నాయన్నారు. అసలు ప్రాజెక్ట్ రద్దు చేస్తున్నట్లు ప్రకటించే ముందు భూములు ఇచ్చిన రైతులతో గానీ పెట్టుబడులు పెట్టడానికి ముందుకు వచ్చిన సంస్థలతో గానీ ఎందుకు సంప్రదింపులు జరపలేదో చెప్పాలన్నారు. సరైన రోడ్ మ్యాప్ లేకుండా సీఎం చేసిన ప్రకటనతో ఫార్మా సిటీ భవితవ్యం ఏంటన్న ప్రశ్న తలెత్తుతోందన్నారు. ప్రాజెక్ట్ కోసం రైతులు ఇచ్చిన భూములను ఇతర అవసరాలకు వాడతామని ప్రభుత్వం చెబుతుండటం కూడా రైతుల్లో ఆందోళన కలిగిస్తోందన్నారు.
ఫార్మా సిటి విషయంలో హైకోర్టు కూడా స్పష్టత ఇవ్వాలని ప్రభుత్వాన్ని కోరిన విషయాన్ని కేటీఆర్ గుర్తు చేశారు. ఫార్మా సిటీ కోసం సేకరించిన భూమిని ఇతర ప్రాజెక్టుల కోసం వినియోగిస్తామంటే కుదరదని హైకోర్టు స్పష్టం చేసిందని కేటీఆర్ చెప్పారు. ఈ నేపథ్యంలో ప్రభుత్వం ఫార్మాసిటీ ప్రాజెక్ట్ ను కొనసాగిస్తే…గతంలో తాము ప్రతిపాదించిన ప్లాన్ ప్రకారం గానీ లేదంటే మరింత విస్తరించే విధంగా ప్రాజెక్ట్ ను ముందుకు తీసుకెళ్లాలని కోరారు. ఫార్మా సిటీ విషయంలో మొండిపట్టుదలకు పోయి రాజకీయాల కోసం తెలంగాణ ప్రయోజనాలను దెబ్బ తీయవద్దని లేఖలో సీఎం రేవంత్ రెడ్డిని కేటీఆర్ కోరారు. ఫార్మా సిటీ ప్రాజెక్ట్ పూర్తైతే రాష్ట్రానికి తలమానికంగా నిలుస్తుందన్నారు.
ఒకవేళ ప్రభుత్వం ప్రాజెక్ట్ ను రద్దు చేయాలని భావిస్తే మాత్రం…ఈ ప్రాజెక్ట్ కోసం భూములు ఇచ్చిన రైతులకు వెంటనే ఆ భూములను అప్పగించాలని కేటీఆర్ డిమాండ్ చేశారు. ఫార్మాసిటీ కోసం ఇచ్చిన భూములను ఇతర అవసరాలకు వాడుతామంటే రైతులతో పాటు బీఆర్ఎస్ కూడా ప్రభుత్వానికి వ్యతిరేకంగా పోరాటం చేయాల్సి ఉంటుందని హెచ్చరించారు. పైగా ఫార్మాసిటీ కోసం ఇచ్చిన భూములను వేరే అవసరాలకు వాడితే న్యాయపరమైన సమస్యలు కూడా తప్పవని స్పష్టం చేశారు.
కాంగ్రెస్ ప్రభుత్వం తీసుకునే నిర్ణయాలు రాష్ట్ర ప్రజల ప్రయోజనాలు, మరిన్ని కొత్త పరిశ్రమలు రాష్ట్రానికి వచ్చే విధంగా ఉండాలని కేటీఆర్ కోరారు. హైదరాబాద్ లో ఏర్పాటు చేయాలనుకున్న ఫార్మా సిటీని అత్యున్నత పర్యావరణ ప్రమాణాలకు అనుగుణంగా ప్లాన్ చేశామని చెప్పారు. జీరో లిక్విడ్ డిశ్చార్జ్కు కట్టుబడి ఈ ప్రాజెక్ట్ ప్రణాళిక సిద్ధం చేశామన్నారు. కానీ ప్రాజెక్ట్ ను రద్దు చేయాలని రేవంత్ రెడ్డి సర్కార్ భావిస్తే మాత్రం లైఫ్ సెన్సెన్స్ కు రాష్ట్రాన్ని కేరాఫ్ అడ్రస్ గా మార్చే అవకాశాన్ని మనం కోల్పోతామని కేటీఆర్ ఆందోళన వ్యక్తం చేశారు. మీ ప్రభుత్వ అస్తవ్యస్థ విధానాలు, అనిశ్చితితో కూడిన తొందరపాటు నిర్ణయాల కారణంగా రాష్ట్ర పురోగతి దెబ్బతింటుందని కేటీఆర్ ఆవేదన వ్యక్తం చేశారు. ప్రభుత్వం తీసుకునే నిర్ణయాలు కచ్చితంగా రాష్ట్ర ప్రయోజనాలు కాపాడే విధంగా ఉంటాయని భావిస్తున్నట్లు లేఖలో కేటీఆర్ తెలిపారు.
