Hyderabad: Dr. B. R. Ambedkar Open University (BRAOU), Prof. G. Ram Reddy Centre for Research and Development organized Orientation Program on “Legal Rights and Personality Development” as a part of G. Ram Reddy Memorial Activities (GRAMA) at Central Prison, Cherlapally on Sunday.
Prof. Ghanta Chakrapani, Vice-Chancellor, BRAOU attended as the chief guest for the program. Prof. Chakrapani explained that such programs are being conducted with the aim of bringing about a qualitative change in the prisoners. He called for prisons to become institutions that provide training, not punishment. It was announced that prisoners studying courses offered by Ambedkar Open University would be provided with free books without any fees. He suggested that the university, in collaboration with many prestigious institutions, offer skill courses, courses useful for women’s economic development, and vocational courses and should utilize this opportunity. He said that a language center will be set up in Cherlapalli Jail.
Prof. G. Pushpa Chakrapani, Director (Academic) attended as Guests of Honour for the program and she expressed his concern that many people are serving life sentences as prisoners for mistakes made in the spur of the moment.
Prof. Beena Chintalapuri, special invitee spoke on “Family and Human Values” she advised that prisoners should speak lovingly to family members who come to Milakhat, noting that they spend a lot of time thinking about their bail but not about the suffering their families are going through.
Prof. Murali Karnam on “Access to Justice” He suggested that the prisoners should be made aware that there have been many reforms in the prison sector and that there are Supreme Court regulations for the welfare and rights of prisoners.They expressed their concern that about 50 percent of prisoners, even after getting bail, are languishing in jails unable to pay their fines. Lawyers also suggested that prisoners and their family members should be fully informed about their cases.
Nawab Shiva Kumar, Cherlapalli Central Jail Superintendent said that people naturally make mistakes out of anger, but what is important is the extent of the transformation that has occurred since then.They said they would try to transform those serving sentences in their prisons by treating them as fellow human beings, not prisoners.
Prof. E. Sudha Rani, Director GRCR&D, explain the aims, objectives of the program and introduced the chief guest. She explained the need and necessity of organizing this Orientation Program. The need and necessity of organizing this conference was explained.
Prof. G. Ram Reddy Memorial Activities (Grama) Trustee G. Jyothi spoke and explained the details of the trust and its service programs. She explained the programs that will be useful for the society in the coming days with his organization. Prof. Vaddanam Srinivas, Dean, Department of Social Sciences, proposed vote of thanks. చర్లపల్లి జైలులో ఖైదీలకు మానసిక పరివర్తన కార్యక్రమం
హైదరాబాద్ : డా. బి. ఆర్. అంబేద్కర్ సార్వరత్రిక విశ్వవిద్యాలయం, ప్రొఫెసర్ జి. రామ్ రెడ్డి సెంటర్ ఫర్ రీసెర్చ్ అండ్ డెవలప్మెంట్ ఆధ్వర్యంలో ప్రొఫెసర్ జి రామ్ రెడ్డి స్మారకార్ధం అనేక సంక్షేమ కార్యక్రమాలను నిర్వహిస్తున్నారు. ఇందులో భాగంగా “చట్టపరమైన హక్కులు, వ్యక్తిత్వ వికాసం” అనే అంశం పై ఆదివారం చర్లపల్లిలోని సెంట్రల్ జైలులో ఓరియంటేషన్ నిర్వహించారు.
ఈ కార్యక్రమానికి విశ్వవిద్యాలయ ఉపకులపతి ఆచార్య ఘంటా చక్రపాణి ముఖ్య అతిథిగా హాజరయ్యారు. ప్రొ. చక్రపాణి మాట్లాడుతూ ఖైదీల్లో గుణాత్మకమైన మార్పు తీసుకు రావాలనే ఉద్దేశ్యంతో ఇలాంటి కార్యక్రమాలు నిర్వహిస్తున్నట్లు వివరించారు. జైళ్లు అంటే శిక్షించేవి కాదు శిక్షణ ను ఇచ్చే సంస్థలుగా మారాలని పిలుపునిచ్చారు. అంబేద్కర్ ఓపెన్ యూనివర్సిటీ అందించే కోర్సులను చదివే ఖైదీలకు ఎలాంటి ఫీజు లేకుండా పుస్తకాలు కూడా ఫ్రీ గా అందిస్తామని ప్రకటించారు. యూనివర్సిటీ అనేక ప్రతిష్టాత్మకమైన సంస్థలతో కలిసి స్కిల్ కోర్సులు, మహిళా ఆర్థికాభివృద్ధికి ఉపయోగపడే కోర్సులు, వృత్తి విద్యా కోర్సులు అందిస్తున్నామని ఈ సదవకాశాన్ని ఉపయోగించుకోవాలని సూచించారు. చెర్లపల్లి జైలులో లాంగ్వేజ్ సెంటర్ ఏర్పాటు చేస్తామన్నారు.
ఈ కార్యక్రమంలో గౌరవ అతిథిగా పాల్గొన్న విశ్వవిద్యాలయ అకాడమిక్ డైరెక్టర్ ప్రొ. జి. పుష్ప చక్రపాణి మాట్లాడుతూ చాలా మంది క్షణికావేశంలో చేసిన తప్పులతో ఖైదీలుగా జీవితకాలం శిక్షను అనుభవిస్తున్నారని ఆవేదన వ్యక్తం చేశారు.
ప్రత్యేక ఆహ్వానితులుగా పాల్గొన్న ప్రొ. బీనా చింతలపురి “కుటుంబం మరియు మానవ విలువలు” అనే అంశం పై మాట్లాడారు. ఖైదీలు ఎంతసేపు తమ బెయిల్ (విడుదల) కోసం ఆలోచిస్తూ ఉంటారని కానీ కుటుంభం ఎలాంటి బాధ పడుతుందో ఆలోచించరని మిలాఖత్ కు వచ్చే కుటుంభ సభ్యులతో ప్రేమగా మాట్లాడాలని సూచించారు. కార్యక్రమంలో పాల్గొన్న ప్రొ. మురళీ కర్ణం “అందరికీ సమ న్యాయం” అనే అంశంపై ప్రసంగించారు.
జైళ్ల విభాగంలో అనేక సంస్కరణలు వచ్చాయని ఖైదీల సంక్షేమం కోసం, హక్కుల కోసం సుప్రీం కోర్టు నిబంధనలు ఉన్నాయని వాటిని ఖైదీలకు అర్ధం అయ్యేలా అవగాహన కల్పించాలని సూచించారు. సుమారు 50 శాతం మంది ఖైదీలు బెయిల్ వచ్చినా ధరావత్ కట్టలేక జైళ్లలోనే మగ్గుతున్నారని ఆవేదన వ్యక్తం చేశారు. న్యాయవాదులు కూడా ఖైదీలకు వారి వారి కుటుంభ సభ్యులకు వారి కేసుకు సంబంధించి పూర్తిగా అవగాహన కల్పించాలి అని సూచించారు.
చెర్లపల్లి సెంట్రల్ జైలు సూపరెండెంట్ నవాబ్ శివ కుమార్ మాట్లాడుతూ వ్యక్తులు ఆవేశంతో తప్పులు సహజంగా చేస్తుంటారు అని అయితే ఆ తర్వాత పరివర్తన ఏమేరకు వచ్చింది అనేది ముఖ్యం అన్నారు. తమ జైలులో శిక్ష అనుభవిస్తున్న వారిని ఖైదీలుగా కాకుండా తోటి మానవులుగా చూస్తామని వారిలో పరివర్తన కోసం ప్రయత్నం చేస్తామన్నారు.
ప్రొ. జి. రామ్ రెడ్డి సెంటర్ ఫర్ రీసెర్చ్ అండ్ డెవలప్మెంట్, డైరెక్టర్ ప్రో. ఇ. సుధారాణి మాట్లాడుతూ ఈ సదస్సు నిర్వహణ అవసరం, ఆవశ్యకతను వివరించారు. ప్రొ. జి . రాం రెడ్డి మెమోరియల్ ఆక్టివిటీస్ (గ్రామా) ట్రస్టీ జి . జ్యోతి మాట్లాడుతూ ట్రస్ట్ వివరాలను సేవా కార్యక్రమాలను వివరించారు. తమ సంస్థతో రానున్న రోజుల్లో సమాజానికి ఉపయోగపడే కార్యక్రమాలను వివరించారు. కార్యక్రమం లో సామాజిక శాస్త్రాల విభాగం డీన్ ప్రొ. వడ్డాణం శ్రీనివాస్ వందన సమర్పణ చేశారు. కార్యక్రమంలో ఖైదీలు మరియు సెంట్రల్ జైలు అధికారులు పాల్గొన్నారు.
