దూర విద్యను పటిష్ట పర్చాలి మరింత విస్తృతం చేయాలి : డా. నిర్మల్జీత్ సింగ్ కల్సి
హైదరాబాద్ : డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం, కామన్వెల్త్ ఎడ్యుకేషనల్ మీడియా సెంటర్ ఫర్ ఆసియా (CEMCA) ఆధ్వర్యంలో రెండు రోజుల ఓపెన్ యూనివర్సిటీ – ఓపెన్ ఎడ్యుకేషనల్ రిసోర్సెస్ ఫెస్ట్ ను నిర్వహించారు. ఈ కార్యక్రమానికి నేషనల్ కౌన్సిల్ ఫర్ ఒకేషనల్ ఎడ్యుకేషన్ అండ్ ట్రైనింగ్ చైర్‌పర్సన్ డా. నిర్మల్జీత్ సింగ్ కల్సి ముఖ్య అతిధిగా హాజరై ఫెస్ట్ ను ప్రారంభించారు.
ఆయన మాట్లాడుతూ సార్వత్రిక విశ్వవిద్యాలయాలు దూర విద్యలో ఇ-లెర్నింగ్ ప్రోగ్రామ్‌లను అమలు చేయడంలో మరింత ప్రయత్నం జరగాలని, సాంకేతికతను, నైపున్యాభివ్రుద్ధి కోర్సులను ప్రవేశపెట్టడానికి ఓపెన్ యూనివర్శిటీలు ముందుకు రావాలని పిలుపునిచ్చారు. ప్రస్తుత అవసరాలకు అనుగుణంగా మార్కెట్లో డిమాండ్‌ ఉన్న కోర్సులను తమ సంస్థ రూపొందించిందని వాటిని దేశంలోని యూనివర్సిటీలు వాడుకొని విద్యార్ధులకు ఉపాధి కల్పించే విధంగా కోర్సులను రూపొందించాలని సూచించారు.
సెంకా డైరెక్టర్ డా. బి. శాద్రచ్ మాట్లాడుతూ ఓపెన్ ఎడ్యుకేషనల్ రిసోర్సెస్ ఫెస్ట్ నిర్వహణ ఆవశ్యకతను వివరించారు. విశ్వవిద్యాలయాల ఉపాధ్యాయులు పరిశోధనపై దృష్టి పెట్టాలని, పరిశోధనలు జవాబుదారీగా ఉండాలని పేర్కొన్నారు. ఈ నైపుణ్యాలను పెంపొందించుకోవడంలో, నైపుణ్యాభివృద్ధిని సాధించేందుకు విద్యా సంస్థలు మరింత ప్రయత్నం చేయాలని సూచించారు.
కార్యక్రమానికి అంబేద్కర్ విశ్వవిద్యాలయ ఉపకులపతి ఆచార్య కె. సీతారామరావు అధ్యక్షత వహించారు. ఆయన మాట్లాడుతూ జాతీయ విద్యా విధానం – 2020లో స్థిరమైన అభివృద్ధి లక్ష్యాల లక్ష్యాలను అధిగమించడానికి ఇప్పుడు మన ముందున్న సవాళ్లు మనం ఉనికిలో లేకుండా బహిరంగ విద్యా పర్యావరణ వ్యవస్థగా ఉండాలి పేర్కొన్నారు. ఉన్నత విద్యలో 12 శాతం కంటే ఎక్కువ GER జాతీయ స్థాయికి ఓపెన్ యూనివర్సిటీలు కీలక పాత్ర పోషిస్తున్నాయి. ప్రత్యేకంగా డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం తెలంగాణ మరియు ఆంధ్రప్రదేశ్‌లలో 17 శాతం కంటే ఎక్కువ GER కీలక పాత్ర పోషిస్తుతుందని అభిప్రాయపడ్డారు.
కార్యక్రమంలో అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయ మాజీ ఉపకులపతి, న్యాక్ మాజీ డైరెక్టర్ ప్రొ. వి. ఎస్. ప్రసాద్ హాజరై కీలకోపన్యాసం చేశారు. ఆయన మాట్లడుతూ ఓపెన్ ఎడ్యుకేషనల్ రిసోర్సెస్ పాలసీ OER విధానం, కొత్త విద్యా విధానం 2020, సమర్థవంతమైన అభ్యాసానికి తగిన పాఠ్యాంశాలు, ఆకర్షణీయమైన బోధన, నిరంతర నిర్మాణాత్మక మూల్యాంకనం తోపాటు తగిన విధంగా విద్యార్థుల మద్దతుతో కూడిన సమగ్ర విధానం అవసరమన్నారు. సార్వత్రిక విశ్వవిద్యాలయలు నాణ్యమైన పాఠ్యాంశాల డిమాండ్లకు కట్టుబడి ఉంటూనే, ఒ.డి.యల్ ద్వారా నాణ్యమైన విద్యను మెరుగుపరచడం మరింత విస్తరించడం అవసరమన్నారు.
కార్యక్రమంలో విశ్వవిద్యాలయ అకాడమిక్ డైరెక్టర్ ప్రొ. జి. పుష్ప చక్రపాణి తదితరులు పాల్గొని ప్రసంగించారు. కోల్ డైరెక్టర్ ప్రొ. జి. లక్ష్మి కార్యక్రమాలు ఏర్పాటు లక్ష్యాలను ఆవశ్యకతను వివరించారు.

OPEN UNIVERSITIES SHOULD EQUIP AND EMPOWER : Dr Nirmaljeet Singh Kalsi
Hyderabad : Dr. B. R. Ambedkar Open University in collaborations with Commonwealth Educational Media Centre for Asia (CEMCA) organized “Open Universities – Open Educational Resources Fest (OU OER fest) at Dr. B.R. Ambedkar Open University Campus, Hyderabad on Thursday.
Dr. Nirmal jeet Singh Kalsi, IAS (Retd) Chairmen, National Council for Vocational Education and Training (NCVET), New Delhi was the chief guest for the Inaugural function of OU OER fest. Dr. Kalsi said the Open universities sharing of best practices and research results to improve the practice and strategies of implementing open distance e-learning programs to further enable open universities to equip and empower the unequipped. Relatively easier to develop and offer courses that can be on demand depending on the current needs of the target learners.
Dr B Shadrach, Director, Commonwealth Educational Media Centre for Asia (CEMCA), New Delhi, Introduced about OU OER fest and he said the universities teachers should focus on research that research should be accountable. In developing these skills, it is suggested that educational institutions should make more efforts to enhance skill development. He explained that open universities should prepare students to have the skills and abilities to face all the challenges.
Prof. K. Seetharama Rao, Vice Chancellor, Dr.BRAOU and president of the inaugural session said the challenges now before us to beat the targets objectives of sustainable development goals also NEP-2020. We need to be open educational ecosystem out of the existence. The open universities are playing a crucial role contribution to national level more than 12 percent GER in higher education. Specially BRAOU is contributing is more than 17 percent GER in higher education in Telangana and Andhra Pradesh.
Prof. V.S. Prasad, Formerly, Vice-Chancellor, Dr.BRAOU and former Director NAAC was the keynote addressee for the program. He said that OU & OER co-constituents open universities and COL can take the OER concept forwarded. Many platforms are free but they are business model if we observed higher education ecosystem increasing role of institutions. We are emphasizing ideology of OER increasing commercialization of education. OER as public resources should be used for only public not commercial. He also said the OER Policy and New Education Policy 2020 states, Effective learning requires a comprehensive approach with appropriate curriculum, engaging teaching, continuous formative assessment and appropriate student support.
While open universities adhere to the demands of quality curriculum, there is a need to expand quality education through ODL. Prof. G.Pushpa Chakrapani, Director Academic, BRAOU proposed vote of thanks. Prof. G. Lakshmi, Director COEL, welcome the gathering and introduced about the program.
