హైదరాబాద్ : దేశంలో దూర విద్యా వ్యాప్తి అన్ని రాష్ట్ర స్థాయి ఓపెన్ యూనివర్సిటీ లతో కలిసి పనిచేస్తామని, మౌలిక వసతుల వినియోగం, టెక్నాలజీ మార్పిడి, సరికొత్త ఆలోచనలను పరస్పరం పంచుకోడంపై దృష్టి సారించాలని ఇందిరా గాంధీ నేషనల్ ఓపెన్ యూనివర్సిటీ వీసీ ప్రొ. ఉమా కాంజీలాల్ పేర్కొన్నారు. ఇండియన్ డిస్టెన్స్ ఎడ్యుకేషన్ అసోసియేషన్ (ఐడియా), డా.బి.ఆర్.అంబేద్కర్ ఓపెన్ యూనివర్సిటీ, ఇందిరా గాంధీ నేషనల్ ఓపెన్ యూనివర్సిటీ (ఇగ్నో), తెలంగాణ కౌన్సిల్ ఫర్ హయ్యర్ ఎడ్యుకేషన్, గుజరాత్‌కు చెందిన ఇన్ఫ్లిబ్నెట్ భాగస్వామ్యంతో “సరిహద్దులకు అతీతంగా సరికొత్త దిశలో సార్వత్రిక విద్య” అనే అంశంపై రెండు రోజుల జాతీయ సదస్సు డా.బి.ఆర్.అంబేద్కర్ ఓపెన్ యూనివర్సిటీ క్యాంపస్‌లో బుధవారం ఘనంగా ప్రారంభమైంది.

ఈ కార్యక్రమానికి ప్రొ. ఉమా కాంజీలాల్ ముఖ్య అతిథిగా హాజరయ్యారు. ఉన్నత విద్య స్థూల జాతీయ నమోదులో (GER)లో దాదాపు 50 శాతం ఓపెన్ డిస్టెన్స్ లెర్నింగ్ (ODL) విద్యా సంస్థల భాగస్వామ్యం ఉందని, ఉన్నత విద్య వ్యాప్తిలో ఇది కీలక పాత్ర పోషిస్తోందని ఆమె పేర్కొన్నారు. నాణ్యమైన విద్యను అందించడానికి ఓపెన్ డిస్టెన్స్ లెర్నింగ్ వ్యవస్థను బలోపేతం చేయాలని నూతన జాతీయ విద్యా విధానం – 2020 నొక్కి చెబుతోందని ఆమె వెల్లడించారు. ముఖ్యంగా ఎక్కువ సంఖ్యలో విధ్యార్ధులను సమర్థవంతంగా నిర్వహించడంలో ఆర్టిఫిషియల్ ఇంటెలిజెన్స్ (AI) అద్భుతాలు చేయగలదని ఆమె వివరించారు. దూర విద్యా విధానంలో విద్యార్ధుల నైపుణ్యాలు పెంపొందించడంలో, వృత్తి నైపుణ్యాలను నేర్పించడంలో ఓపెన్ యూనివర్సిటీలను, అభివృద్ధి చెందుతున్న “ఏజెంటిక్ ఏఐ యూనివర్సిటీలు”గా ఆమె అభివర్ణించారు.

ఉపాధి అవకాశాలు కల్పించే పరిశ్రమలు – విద్యాసంస్థల సహకారం, అలాగే ఓపెన్ డిస్టెన్స్ లెర్నింగ్, ఆన్‌లైన్ మరియు ముఖాముఖి విధానాలను అవలంభిస్తూ హైబ్రిడ్ లెర్నింగ్ నమూనాలను పాటించాల్సిన అవసరాన్ని ప్రొ. ఉమా కాంజీలాల్ గుర్తు చేశారు. దేశాని టెక్నాలజీ పరంగా ముందు వరుసలో నిలపడానికి అధ్యాపకులకు క్రమం తప్పకుండా మార్కెట్లో వస్తున్న మార్పులకు అనుగుణంగా డిజిటల్ శిక్షణ, మరియు వికసిత్ భారత్, స్కిల్ ఇండియా, డిజిటల్ ఇండియా వంటి జాతీయ విధానాలకు అనుగుణంగా ముందుకు వెళ్ళాల్సిన అవసరాన్ని ఆమె వివరించారు. AI-ఆధారిత, విద్యార్ధి కేంద్రంగా ఈ విధానాలు నాణ్యమైన స్వీయ – అధ్యయన సామగ్రి (SLM)లను అభివృద్ధి చేయడంలో సహాయపడతాయని ఆమె వెల్లడించారు. అభ్యసన అనుభవాలను మెరుగుపరచడానికి AI ట్యూటర్లు, వర్చువల్ రియాలిటీ (VR), మరియు ఆగ్మెంటెడ్ రియాలిటీ (AR)లను ఉపయోగించాలని ఆమె సూచించారు.

ఈ కార్యక్రమానికి అంబేద్కర్ ఓపెన్ యూనివర్సిటీ వీసీ ప్రొ. ఘంటా చక్రపాణి అధ్యక్షత వహించారు. దేశంలో దూర విద్యా వ్యాప్తికి మార్గదర్శకుడైన ప్రొ. జి. రామ్ రెడ్డిని స్మరించుకుంటూ, విద్యా రంగం సాంప్రదాయ పద్ధతుల నుండి డిజిటల్ విద్య వైపు పయనిస్తోందని, ఆధునిక మార్పులను అందిపుచ్చుకోవాలని ప్రొ. చక్రపాణి సూచించారు. సమాజంలోని అన్ని వర్గాలకు సమాన అవకాశాలు కల్పించేలా విశ్వవిద్యాలయాలు పనిచేయాలని ఆ దిశగా అంబేద్కర్ యూనివర్సిటీ పనిచేస్తోందని ఆయన వెల్లడించారు. ప్రస్తుత పరిస్థితుల్లో దూర విద్యా విధానం విస్తృతి బాగా పెరిగిందని తద్వారా రెగ్యులర్ యూనివర్సిటీలతో ఓపెన్ యూనివర్సిటీలు అన్ని విభాగాలలో పోటీ పడుతున్నాయని వివరించారు. అన్ని వర్గాలకు సమాన విద్యా అవకాశాలు కల్పించడానికి రాజ్యాంగ నిర్మాత డా. బి. ఆర్. అంబేద్కర్ తీసుకున్న నిర్ణయాలను గుర్తు చేస్తూ ఆయన ముందు చూపు, దార్శనికతను ప్రొ. చక్రపాణి కొనియాడారు. ప్రపంచం డిజిటల్ టెక్నాలజీ వైపు అడుగులు వేస్తోందని, దూర విద్యా సంస్థలు కూడా ఆ దిశగా అడుగులు వేయాల్సిన అవసరం ఉందని, ఇందుకు దేశంలోని అన్ని ఓపెన్ యూనివర్సిటీలతో కలిసి ఓ ప్రణాళిక రూపొందించాలని పేర్కొన్నారు. అందుకు ఇగ్నో కూడా ముందుకు రావాలని ప్రొ. ఘంటా చక్రపాణి ప్రతిపాదించారు. ఈ ప్రతిపాదనకు ఇగ్నో వీసీ ప్రొ. ఉమా కానజీలాల్ సానుకూలంగా స్పందించారు.

ఈ కార్యక్రమంలో ప్రధాన వక్తగా పాల్గొన్న NAAC మాజీ డైరెక్టర్ ప్రొ. వి. ఎస్. ప్రసాద్ మాట్లాడుతూ తక్కువ ఖర్చుతో ఎక్కువ మందికి ఉన్నత విద్య అందుబాటులో ఉండాలనే సూత్రాన్ని అనుసరించి, ఓపెన్ అండ్ డిస్టెన్స్ లెర్నింగ్ (ODL) విద్యావిధానం అందుబాటులోకి వచ్చిందని ప్రొ. ప్రసాద్ పేర్కొన్నారు. AI మరియు ఇతర ఆధునిక సాంకేతిక టెక్నాలజీ వినియోగానికి జాగ్రత్తగా రూపకల్పన చేయాలని సాంకేతిక పరిజ్ఞానం అన్ని వర్గాలకు అందుబాటులో ఉన్నప్పుడే సార్ధకత అని ఆయన వివరించారు. విద్య యొక్క నాలుగు ‘A’ లైన – ఎవరికైనా అందుబాటు (యాక్సెస్ ఫర్ ఎనీవన్), ఎప్పుడైనా నేర్చుకోవడం ( ఎనీ టైం), మరియు ఎక్కడి నుండైనా నేర్చుకోవడం (ఫ్రమ్ ఎనీప్లేస్) ద్వారా దూర విద్యా వ్యాప్తికి ఉపయోగపడుతుందని ప్రొ. వి. ఎస్. ప్రసాద్ వెల్లడించారు.

భారత ప్రభుత్వ విద్యా మంత్రిత్వ శాఖ అదనపు కార్యదర్శి ఆనందరావు విష్ణు పాటిల్, ఐఏఎస్, జాతీయ సదస్సును ఉద్దేశించి రికార్డెడ్ వీడియో సందేశాన్ని పంపించారు. విద్యార్థులకు అందించే విద్యా నాణ్యత విషయంలో ఓడీఎల్ సంస్థలు ఎన్నడూ రాజీ పడకూడదని ఆయన సూచించారు. బోధన, అభ్యసనాన్ని మెరుగుపరచడానికి ఓడీఎల్ వ్యవస్థలలో కృత్రిమ మేధ ఒక అంతర్భాగం కావాలని ఆయన పేర్కొన్నారు. ఉపాధి ఆధారిత కోర్సులను ప్రవేశపెట్టాలని, వినూత్నంగా ఆలోచించాలన్నారు. ఉన్నత విద్యా జాతీయ స్థూల నమోదులో దూర విద్యా సంస్థలు కీలక పాత్ర పోషించాలని సూచించారు.

కేరళ డిజిటల్ యూనివర్సిటీ వైస్ ఛాన్సలర్ ప్రొఫెసర్ సాజి గోపీనాథ్ విశిష్ట అతిథిగా పాల్గొన్నారు. నాణ్యతను మెరుగుపరచడం, పరిధిని విస్తరించడం విద్య యొక్క ముఖ్య లక్ష్యాలని ప్రొ. సాజి వివరించారు. కార్యక్రమంలో గౌరవ అతిథులుగా పాల్గొన్న IDEA అధ్యక్షులు, మాజీ వీసి ప్రొ. కె. సీతారామ రావు, ఇండియన్ డిస్టెన్స్ ఎడ్యుకేషన్ అసోసియేషన్ దేశంలో విద్యా వ్యాప్తికి, అభివృద్ధికి కట్టుబడి ఉందని పేర్కొన్నారు. IDEA గౌరవ అధ్యక్షులు ప్రొ. మురళీ మనోహర్, ప్రభుత్వ నియంత్రణాయుత విధానాలు, ప్రభుత్వ సంస్థలకు నిధుల కొరత, విద్య సంస్థల్లో అధ్యాపక పోస్టుల ఖాళీలు వంటివి అనేక సవాళ్లను ప్రస్తావించారు.

కాన్ఫరెన్స్ డైరెక్టర్ మరియు డైరెక్టర్ (అకడమిక్) ప్రొ. పుష్పా చక్రపాణి, ఓడీఎల్ వ్యవస్థను బలోపేతం చేయడం, నాణ్యమైన విద్యను ప్రోత్సహించడంపై ఈ జాతీయ సదస్సు దృష్టి సారిస్తుందని ఆమె వివరించారు. ఈ చర్చలు ఆచరణాత్మక సిఫార్సులు, విధానపరమైన సూచనలు, సంస్థల మధ్య పరస్పర అవగాహన, వనరుల కొరతను అధిగమిస్తూ మౌళిక వసతుల వినియోగం తదితరాలకు అవకాశం కలుగుతుందని వెల్లడించారు. IDEA సెక్రటరీ జనరల్, విశ్వవిద్యాలయ రిజిస్ట్రార్ డా. ఎల్.వి.కె. రెడ్డి మాట్లాడారు.

ఆ తర్వాత “డిజిటల్ టెక్నాలజీస్ : ఓపెన్ డిస్టెన్స్ లెర్నింగ్ (ODL) భవిష్యత్తు” అనే అంశంపై రౌండ్ టేబుల్ సమావేశం జరిగింది. ప్రొఫెసర్ జి. పుష్ప చక్రపాణి అధ్యక్షత వహించారు. ఈ రౌండ్ టేబుల్ సమావేశంలో దేశవ్యాప్తంగా వివిధ సంస్థల నుండి ప్రముఖ విద్యా సంస్థలకు చెందిన ప్యానలిస్టులు పాల్గొన్నారు. “విద్యా సమాజానికి ONOS మరియు INFLIBNET సేవలు” అనే అంశంపై జరిగిన ప్లీనరీ సెషన్‌లో INFLIBNET డైరెక్టర్ ప్రొ. దేవిక, సైంటిస్ట్ అభిషక్ పాల్గొని దేశ వ్యాప్తంగా INFLIBNET అందిస్తున్న సేవలను వివరించారు. టెక్నాలజీ ని సరైన విధంగా వినియోగించడం వల్ల తక్కువ సమయంలో నాణ్యమైన పని చేయడానికి అవకాశం ఉంటుందని వెల్లడించారు. విద్యార్ధుల డేటా స్టోరేజీ కి సంబంధించిన అంశాలను వివరించారు. అనంతరం సాంకేతిక సెషన్‌లు జరిగాయి. ఈ సదస్సులో దేశవ్యాప్తంగా పలు విద్యా సంస్థల డైరెక్టర్లు, డీన్‌లు, ఆయా శాఖల అధిపతులు, బోధన మరియు బోధనేతర ఉద్యోగులు, IDEA సభ్యులు, ప్రతినిధులు ఎక్కువ సంఖ్యలో పాల్గొన్నారు.

OPEN UNIVERSITIES AS EMERGING “AGENTIC AI UNIVERSITIES” : Prof. Uma Kanjilal, Vice Chancellor, IGNOU

Quality Education to all Sections: BRAOU VC Prof. Ghanta Chakrapani

Hyderabad : The Indian Distance Education Association (IDEA), in collaboration with Dr. B. R. Ambedkar Open University (BRAOU) and hosting in association with Indira Gandhi National Open University (IGNOU), Telangana Council for Higher Education and INFLIBNET, Gujrat is organized a two-day National Conference on “Beyond Boundaries : The New ODL Landscape” Inaugurated on 25th March at Dr. B. R. Ambedkar Open University Campus.

Prof. Uma Kanjilal, Vice Chancellor, IGNOU attended as the Chief Guest for Inaugural Session. Prof. Kanjilal stated that ODL constitutes nearly 50 percent of the Gross Enrollment Ratio (GER) and plays a crucial role in expanding access to higher education. She noted that the NEP 2020 emphasizes strengthening the ODL system to ensure quality education. She highlighted that artificial intelligence (AI) can do wonders, especially in managing large numbers of learners effectively. She described open universities as emerging “agentic AI universities” that integrate skills, competencies, and vocational education.

Prof. Kanjilal emphasized the need for strong industry–academia collaboration and the adoption of hybrid learning models combining ODL, online, and face-to-face methods. She further underlined the importance of international collaboration, faculty digital training, and aligning with national initiatives like Viksit Bharat, Skill India, and Digital India to position India as a global knowledge provider. She pointed out that AI-driven, learner-centric approaches can help in developing high-quality self-learning materials (SLMs). She also suggested adopting AI tutors, virtual reality (VR), and augmented reality (AR) to enhance learning experiences. However, handling scale remains a challenge that can be addressed through the adoption of advanced technologies. She stressed the importance of embracing digital transformation and the evolving educational scenario through intelligent learning systems.

Prof. Ghanta Chakrapani, Vice Chancellor, BRAOU presided over the program. Chakrapani remarked that, while remembering Prof. G. Ram Reddy, a pioneer of open and distance education in Inidia, the education landscape has significantly shifted from traditional methods to digital tools. He emphasized the need to adapt technology to reach the unreached and ensure inclusive access to learning. He highlighted that promoting equity for all marginalized sections remains a core objective of ODL. He noted that ODL has now become a preferred and necessary mode of education. He also recalled Dr. B. R. Ambedkar’s invaluable contributions to education, particularly his vision for social justice and equal opportunities.

Prof. V. S. Prasad, Former Director, NAAC was keynote speaker for the inaugural function. Prasad stated that Open and Distance Learning (ODL) is a cost-effective mode of education that enhances access to higher education, following the principle of achieving more with less for more learners. He emphasized that the use of AI and other modern technologies requires careful design and planning. He cautioned that without proper regulation, technology could shift from being a tool to becoming a controlling force. He highlighted that ODL is guided by the four ‘A’s of education access for anyone, learning of anything, at any time, and from anyplace. He concluded by stressing the need to balance innovation with responsibility in the adoption of technology.

Anandrao Vishnu Patil, IAS, Additional Secretary, Ministry of Education, Government of India, sent a recorded video message as a Special Guest for the inaugural function. Anandrao stated that ODL institutions should never compromise on the quality of education provided to learners. He emphasized that artificial intelligence must become an integral part of ODL systems to enhance teaching and learning. He also suggested introducing employment-oriented courses and encouraged institutions to think innovatively.

Prof. Saji Gopinath, Vice Chancellor, Digital University, Kerala, participated as Distinguished Guest. Prof. Saji emphasized that improving quality and expanding reach are essential goals of education. He stated that effective use of technology is crucial to achieve both.

The Guests of Honour Prof. K. Seetharama Rao, President, IDEA, stated that the Indian Distance Education Association (IDEA) is committed to the welfare and development of education. He emphasized its role in promoting and strengthening the ODL system for inclusive and accessible learning. Prof. Murali Manohar, Honorary President, IDEA, highlighted several challenges facing ODL, including restrictive government policies, lack of funding for public institutions, and limited recruitment.

Prof. Pushpa Chakrapani, Conference Director & Director (Academic) explained the expected outcomes of the conference, highlighting its focus on strengthening the ODL system and promoting quality education. She emphasized that the deliberations would lead to actionable recommendations, policy inputs, and collaborative initiatives among institutions. Dr. L. V. K. Reddy, Secretary General, IDEA & Registrar, BRAOU expressed sincere gratitude to all the dignitaries, speakers, participants, and organizers for making the event a success and Proposed vote of thanks.

Followed by a Round Table Meeting on “Digital Technologies: Future of ODL”. Prof. G. Pushpa Chakrapani was the Chairperson. The distinguished panelists from various institutions across the country were participated in the Round Table Meet. In the afternoon a Plenary Session on “ONOS and INFLIBNET Services to Academic Community” feature experts from INFLIBNET. Prof. Devika, Director INFLIBNET and Mr. Abhishek, Scientist – E, Computer Science were participated and explain about the INFLIBNET activities and use and adoption of e technologies, Prof. A.R.D. Prasad chaired the session. This will be followed by parallel technical sessions focusing on various sub themes of the conference. All The Directors, deans, heads of the branches, Teaching and Non-Teaching employees, IDEA members, delegates across the country were participated in the conference.
