హైదరాబాద్ : డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం, ఆర్థిక శాస్త్ర విభాగం మరియు తెలంగాణ ఎకనామిక్ అసోసియేషన్, తెలంగాణ రాష్ట్ర ఉన్నత విద్యా మండలి, ఐసీఎస్ఎస్ఆర్ – దక్షణ భారత దేశ ప్రాంతీయ కేంద్రం ఆధ్వర్యంలో “తెలంగాణ రాష్ట్రంలో సంక్షేమ పథకాల అమలు – మూల్యాంకనం” అనే అంశంపై రెండు రోజుల జాతీయ సదస్సు శనివారం ప్రారంభమైంది. ఈ కార్యక్రమానికి న్యూఢిల్లీ లోని మానవ అభివృద్ధి సంస్థ అధ్యాపకులు ప్రొ. డి. నరసింహారెడ్డి ముఖ్య అతిథిగా హాజరై సదస్సును ప్రారంభించారు.

నరసింహారెడ్డి మాట్లాడుతూ ప్రపంచ వ్యాప్తంగా అనేక మార్పులు వస్తున్నాయని అందులో భాగంగానే దేశంలో వ్యవసాయ రంగం తీవ్ర సంక్షోభాన్ని ఎదుర్కొంటుందని ఆవేదన వ్యక్తం చేశారు. ఇప్పటికీ దేశంలో 80 శాతం మంది ఇప్పటికీ వ్యవసాయంపైనే ఆధారపడుతున్నారని, రెండు దశాబ్దాల క్రితం దేశ జీడీపీ వృద్ధిలో వ్యవసాయ రంగం ఉత్పత్తులు 52 శాతం ఉండగా ప్రస్తుతం అది 18 శాతం మాత్రమేనని ఆవేదన వ్యక్తం చేశారు. భారత్ లాంటి పెద్ద దేశంలో వ్యవసాయ రంగం ఉత్పత్తులు తగ్గడం అంటే రానున్న రోజుల్లో తీవ్ర కొరతను ఎదుర్కొపోతున్నట్లు ఆయన హెచ్చరించారు. ఇది గ్రామీణ భారత్ ప్రజల ఆర్ధిక స్థితిగతులను తీవ్రంగా ప్రాభావితం చేస్తుందని వివరించారు.

సదస్సులో ప్రఖ్యాత ఆర్ధిక వేత్త, కేంద్ర ప్రణాళికా సంఘం మాజీ సభ్యులు ప్రొ. సి. హెచ్. హనుమంత రావు ను ఆయన భారత ఆర్ధికాభివృద్ధికి చేసిన సూచనలు, సేవలకు గాను ఆయనను ఘనంగా సన్మానించారు. కార్యక్రమానికి తెలంగాణ ఎకనామిక్ అసోసియేషన్ అధ్యక్షుడు ప్రొ. కె. ముత్యంరెడ్డి అధ్యక్షత వహించగ, ఆ సంస్థ కార్యదర్శి డా. బి. వెంకటేశ్వరరావు కార్యక్రమ లక్ష్యాలను, వివరించారు. ఆ సంస్థ ప్రాంతీయ కార్యదర్శి, అంబేద్కర్ విశ్వవిద్యాలయ ఆర్థిక శాస్త్రం విభాగం అధిపతి, డా. కె. కృష్ణా రెడ్డి సదస్సు నిర్వహణ ఆవశ్యకతను సభికులకు వివరించారు.

ముంబైలోని ఇందిరా గాంధీ అభివృద్ధి పరిశోధన సంస్థ మాజీ డైరెక్టర్, ఉప కులపతి ప్రొ. ఎస్. మహేంద్ర దేవ్ అధ్యక్షోపన్యాసం చేశారు. అయన మాట్లాడుతూ ‘భారతదేశం 100 అవకాశాలు – సమస్యలు – ఆర్ధికాభివృద్ధికి సూచనలు’ అనే అంశంపై మాట్లాడారు. స్వాతంత్ర్యం వచ్చినప్పటి నుండి, మన విధాన నిర్ణేతలు దేశంలో సమానమైన ఆర్థికాభివృద్ధిని ప్రోత్సహిస్తున్నట్లు పేర్కొన్నారు. ఇది అసమానతలను తగ్గించడంతో ఆర్థిక వృద్ధిని సమతుల్యం చేస్తుందని, పేదలకు సామాజిక భద్రతను కల్పిస్తుందని వివరించారు. దేశంలో పేదరికం ఆర్ధికాభివృద్ధికి ఆటంకంగా మారిందని దీనికి అనేక కారణాలు ఉన్నాయని అయితే ఇతర రాష్ట్రాలతో చూస్తే తెలంగాణా రాష్ట్రంలో అమలు అవుతున్న ప్రజా సంక్షేమ కార్యక్రమాలు ప్రజా జీవన స్థితిగతులను మెరుగు పర్చాయని అభిప్రయాపడ్డారు.

తెలంగాణా రైతులు, మహిళలు మరియు కుటుంభాలకు ఆర్థిక సహాయం అందించేందుకు తెలంగాణ ప్రభుత్వం అనేక సంక్షేమ పథకాలను క్రమంగా అమలు చేస్తుందని, పేదల అభ్యున్నతే లక్ష్యంగా ముందుకు పోతుందని అయితే ప్రస్తుత ఆర్ధిక పరిస్థితి దానికి అనుగుణంగా లేదని వెల్లడించారు. ఈ పథకాలు అట్టడుగు వర్గాల జీవితాలపై గణనీయమైన ప్రభావాన్ని చూపాయని. మరియు పేదరికాన్ని తగ్గించడానికి, విద్య, ఆరోగ్య సంరక్షణకు ప్రాధాన్యతను పెంపొందించడానికి, గ్రామీణ ప్రాంతాల్లో జీవనోపాధిని మెరుగుపరచడంలో సహాయ పడతాయన్నారు. దేశంలో పౌష్టికాహార సమస్య తీవ్ర ఇబ్బందిగా ఉందని దీన్ని అధిగామించాదానికి కేంద్ర ప్రభుత్వం, అన్ని రాష్ట్ర ప్రభుత్వాలు దృష్టి సారించాల్సిన అవసరం ఉందని అభిప్రాయపడ్డారు.

కార్యక్రమంలో గౌరవ అతిథిగా పాల్గొన్న కాకతీయ విశ్వవిద్యాలయ సామాజిక శాస్త్రాల విభాగ మాజీ డీన్ ప్రొ. టి. జ్యోతి రాణి పాల్గొని ప్రొ. జయశంకర్‌ స్మారకోపన్యాసాన్ని చేశారు. ఆమె ‘ప్రజల గౌరవ ప్రధమైన జీవితం – సమస్యలు – యువకుల భవిష్యత్’ అనే అంశంపై ప్రసంగించారు. భారత దేశంలో గౌరవప్రదమైన జీవన విధానం, కర్షకులు, కార్మికుల జీవన విధానం, సేవల విభాగంలో వస్తున్న మార్పులు, చిన్న చిన్న కంపెనీల్లో పని చేసే కార్మికులు ఎదుర్కొంటున్న సమస్యలు, ప్రముఖ సంస్థలు ఉద్యోగులను రాత్రికి రాత్రే తీసేస్తున్న అంశాలు తీవ్ర ఆందోళనకు గురిచేస్తున్నాయని వివరించారు. రానున్న రోజుల్లో ఆర్టిఫీషియల్ ఇంటలిజెన్స్ చాలా మందిని రోడ్డున పడేసే ప్రమాదం ఉందని అయితే ఉవకులు సాంకేతిక పరిజ్ఞానంపై మరింత అవగాహన పెంపొందిన్చుకోవాల్సిన అవసరం ఉందని సూచించారు.

కార్యక్రమంలో గౌరవ అతిధులుగా విశ్వవిద్యాలయ అకాడమిక్ డైరెక్టర్ జి. పుష్పా చక్రపాణి; రిజిస్ట్రార్ ప్రొ.ఎ.వి.ఆర్.ఎన్. రెడ్డి; సామాజిక శాస్త్రాల విభాగ డీన్ ప్రొ. వడ్డాణం శ్రీనివాస్ పాల్గొని ప్రసంగించారు. వాళ్ళు మాట్లాడుతూ తమ విశ్వవిద్యాలయంలో ఈ సదస్సు నిర్వహించడం గర్వకారణంగా భావిస్తున్నామని, ఈ సదస్సు తెలంగాణలోని పేదల సమస్యలను గుర్తించి వాళ్ళ ఆర్ధికాభివృద్ధికి దోహదం చేసే విధంగా సూచనలు సలహాలు వస్తాయనే ఆశాభావాన్ని వాళ్ళు వ్యక్తం చేశారు. కార్యక్రమంలో సెస్ డైరెక్టర్ ప్రొ. రేవతి, వివిధ విశ్వవిద్యాలయాలకు చెందిన పలువురు అధ్యాపకులు, పలు విభాగాల అధిపతులు, డీన్లు, పరిశోధక విద్యార్థులు పాల్గొన్నారు.

AGRICULTURE SECTOR IN THE COUNTRY IS FACING A SEVERE CRISIS – Experts in national conference

Focus on rural economic development Dr. BRAOU and Telangana Economics Association organised a two-day national seminar on “Evaluation of Welfare Schemes in Telangana State”

Hyderabad: Dr. B. R. Ambedkar Open University (BRAOU), Faculty of Social Sciences, Department of Economics in collaboration with Telangana Economics Association (TEA); Telangana State Council for Higher Education (TSCHE) and Indian Council of Social Science Research-Southern Regional Centre (ICSSR-SRC) organized Eight Annual Conference on “Evaluation of Welfare Schemes in Telangana State” February 10 at the University Campus.

Prof. D. Narasimha Reddy, Visiting Professor, Institute for Human Development, New Delhi was the chief guest for the Inaugurated the Eight Annual Conference. Prof.D.Narasimha Reddy said that there are many changes happening all over the world and as a part of it, the agriculture sector in the country is facing a severe crisis. He expressed concern that still 80 percent of people in the country are still dependent on agriculture, and two decades ago, agricultural products accounted for 52 percent of the country’s GDP growth, but now it is only 18 percent. He warned that in a big country like India, the decrease in the agricultural sector means that it is facing a severe shortage in the coming days. It is explained that this will seriously affect the economic conditions of the people of rural India.

Prof. Ch. Hanumantha Rao, Renowned economist and former member of the Central Planning Commission was honored in the conference for his suggestions and services for the economic development of India. Prof K. Muthyam Reddy, President, telangana Economic Association presided over the program. Dr.B.Venkateswara Rao, Secretary cum Treasurer,TEA, explained the aims and objectives of the program and introduced the chief guest. He explained the need and necessity of organizing this National Seminar. It has been stated that many social science teachers will participate in this two-day National Seminar and guide the research students. Dr.K.Krishna Reddy, Head, Department of Economics BRAOU and Local Secretary also spoke on the occasion.

Prof.S. Mehendra Dev, Former Director & Vice-Chancellor, IGIDR, Mumbai was the keynote addressee for the program. He spoke on the topic “India’s 100 Opportunities – Problems – Suggestions for Economic Development”. Since independence, our policy makers have claimed to promote equitable economic development in the country. He explained that it would balance economic growth with reducing inequality and provide social security to the poor. He opined that poverty has become a hindrance to economic development in the country but there are many reasons for this, but compared to other states, the public welfare programs implemented in Telangana state have improved the living conditions of the people.

It was revealed that the Telangana government is gradually implementing many welfare schemes to provide financial assistance to the farmers, women and families of Telangana and the goal of upliftment of the poor is moving forward, but the current economic situation is not in line with it. These schemes have had a significant impact on the lives of the underprivileged. And to reduce poverty, increase priority for education and health care, and help improve livelihoods in rural areas. He opined that the problem of nutrition in the country is a serious problem and to overcome it, the central government and all the state governments need to focus.

Prof T. Jyothi Rani, Former Dean, Faculty of Social Sciences, Kakatiya University delivered Prof. K.Jayashankar Memorial lecture on “People’s dignified life – problems – future of youth”. she explained that respectable way of life in India, the way of life of farmers and workers, the changes coming in the services sector, the problems faced by the workers working in small companies, and the fact that famous companies are firing employees at night are of great concern. In the coming days, there is a danger that artificial intelligence will put many people on the road, but youth pointed out that there is a need to develop more awareness about technology.

Prof. G. Pushpa Chakrapani, Director (Academic) incharge; Prof.A.V.R.N. Reddy, Registrar; Prof.Vaddanam Srinivas, Dean, Faculty of Social Sciences attended as Guest of Honour for the program and spoke on the occasion. They said that they feel proud to organize this conference in their university and they expressed the hope that this conference will identify the problems of the poor in Telangana and contribute to their economic development.
