విశ్వవిద్యాలయాలను ప్రభుత్వాలు విస్మరిస్తున్నాయి: ప్రొ. హరగోపాల్

హైదరాబాద్: దేశంలో విశ్వవిద్యాలయాలకు కేటాయించే బడ్జెట్ క్రమంగా తగ్గుతోందని, తద్వారా పేద పిల్లలకు ఫీజులు భారంగా పరిణమించాయని కేంద్రీయ విశ్వవిద్యాలయ మాజీ ఆచార్యులు జి. హరగోపాల్ ఆవేదన వ్యక్తం చేశారు. ప్రభుత్వాలు విశ్వవిద్యాలయాలను ఆర్ధికంగా ఆధుకోకపోగా జీత భత్యాలకు అవసరమైన సొమ్మును కూడా విద్యార్ధుల దగ్గర ఫీజుల రూపంలో వసూలు చేసేలా చూస్తున్నాయని దీని ద్వారా పేదలు ఉన్నత విద్యకు దూరం అవుతారని ఆయన అభిప్రాయపడ్డారు. డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం, సామాజిక శాస్త్ర విభాగం ఆధ్వర్యంలో ‘భారతదేశంలో ఉన్నత విద్య: నాణ్యమైన విద్య, సమస్యలు, సవాళ్లు’ అనే అంశంపై రెండు రోజుల పాటు నిర్వహించిన జాతీయ సదస్సు ముగింపు కార్యక్రమానికి హాజరైన ఆయన కీలకోపన్యాసం చేశారు.

ఆచార్య జి. హరగోపాల్ మాట్లాడతూ ప్రస్తుత సమాజంలో మతం ఓ శక్తి వనరుగా మారి తాజాగా విద్యారంగంలోకి కూడా పాకిందని ఆవేదన వ్యక్తం చేశారు. డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం సామాజిక న్యాయానికి పెద్ద పీట వేస్తుందని, బలహీన వర్గాల, పేద వర్గాల విద్యార్ధులే ఎక్కువ సంఖ్యలో అభ్యసిస్తారని ఇది శుభాపరినామంగా పేర్కొన్నారు. నేర్చుకునే క్రమంలోనే ప్రశ్నించే తత్వం అలవడాలని తద్వారా జ్ఞానం వస్తుందన్నారు. భారతీయ విశ్వవిద్యాలయాలు తమ విద్యార్థుల ఆర్ధిక స్థితిగతులను దృష్టిలో పెట్టుకొని ఫీజులను నిర్దేశించాలని ప్రభుత్వాలు బడ్జెట్ కేటాయింపుల్లో నిధుల కోతతో విశ్వవిద్యాలయాలు అల్లాడుతున్నట్లు పేర్కొన్నారు.

ఈ కార్యక్రమానికి ముఖ్య అతిధిగా హాజరైన విశ్వవిద్యాలయ ఉపకులపతి ఆచార్య. కె. సీతారామారావు మాట్లాడుతూ దేశంలో అన్ని ఉన్నత విద్యా సంస్థలు అనేక ఇబ్బందులను ఎదుర్కొంటున్నాయని, ఆయా సంస్థలను పర్యవేక్షించే అనేక రేగ్యులేటరీ బాడీలు తీసుకునే అనాలోచిత నిర్ణయాలు, అప్పటికప్పుడు మార్చుకునే నిర్ణయాలతో విద్యా సంస్థలకు తీవ్ర నష్టం జరుగుతోందని ఆవేధన వ్యక్తం చేశారు. జాతీయ విద్యా విధానం-2020 అనువైన క్రెడిట్-ఆధారిత వ్యవస్థ, పరిశోధనపై పెరిగిన దృష్టి, బహుళ-క్రమశిక్షణా విద్యను ప్రోత్సహించడం వంటి ముఖ్యమైన సంస్కరణలను ప్రతిపాదిస్తుందని, కాగా న్యాక్ వంటి సంస్థలు తీసుకువచ్చే మార్పులు ఆయన ఉన్నత విద్యా సంస్థలను తీవ్ర గందరగోళానికి గురిచేస్తోందని ఒక సమగ్రమైన కార్యాచరణ అవసరమని ఆయన అభిప్రాయపడ్డారు.

ప్రొ. ఘంటా చక్రపాణి…

ఈ కార్యక్రమంలో గౌరవ అతిథితిగా పాల్గొన్న విశ్వవిద్యాలయ అకడమిక్ డైరెక్టర్ ప్రొ. ఘంటా చక్రపాణి మాట్లాడుతూ విశ్వవిద్యాలయాల్లో జరిగే పరిశోధనలు సమాజాభివృద్ధికి దోహదం చేస్తాయని పరిశోధనల్లో నాణ్యత పెరగాలని, ఆ పరిశోధనలు సమాజానికి ఉపయోగపడేలా ఉండాలని సూచించారు. జనవరి నెల 31 వ తేదీన పదవీ విరమణ చేయనున్న ప్రొ. ఘంటా చక్రపాణి గౌరవార్ధం ఈ రెండు రోజుల జాతీయ సెమినార్ నిర్వహించగా పలు విశ్వవిద్యాలయాల నుంచి వచ్చిన సోషియాలజీ విభాగ అధ్యాపకులు ప్రొ. ఘంటా చక్రపాణిని ఘనంగా సన్మానించారు. అనంతరం ప్రొ. ఘంటా చక్రపాణి ఆయన గురువులను, ఆయనతో కలిసి పని చేసిన అధ్యాపకులను సన్మానించారు.

కార్యక్రమానికి సామాజిక శాస్త్రాల విభాగం డీన్ ప్రొ. వడ్డాణం శ్రీనివాస్ అధ్యక్షత వహించి మాట్లాడారు. ఆయన ఈ జాతీయ సెమినార్ నిర్వహణ ఆవశ్యకతను వివరించారు. రెండు రోజుల రిపోర్ట్ ను సెమినార్ డైరెక్టర్ డా. బోజు శ్రీనివాస్ వివరించగా కో డైరెక్టర్ డా. పరకుశం వెంకటరమణ కూడా ప్రసంగించారు. ఈ రెండు రోజుల జాతీయ సెమినార్‌లో పలువురు అధ్యాపకులు పాల్గొని పరిశోధక విద్యార్థులకు మార్గనిర్దేశం చేశారు. కార్యక్రమంలో పలు విభాగాల అధిపతులు, డీన్లు, అధ్యాపక, అధ్యపకేతర సిబ్బంది, పలు ఉద్యోగ సంఘాల ప్రతినిధులు, పరిశోధక విద్యార్థులు పాల్గొన్నారు.

‘జాతీయ విద్యా విధానం 2020, NEP-2020: సామాజిక శాస్త్రాలకు సవాళ్లు’

అనంతరం నిర్వహించిన కార్యక్రమంలో ‘జాతీయ విద్యా విధానం 2020, NEP-2020: సామాజిక శాస్త్రాలకు సవాళ్లు’ అనే అంశంపై రెండో ప్యానెల్ డిస్కషన్ లో చర్చించారు. ఇందులో తిరుపతిలోని శ్రీ వెంకటేశ్వర విశ్వవిద్యాలయ సామాజిక శాస్త్రాల ఆచార్యులు ఎం. హన్మంత రావు ప్యానెల్‌కు అధ్యక్షత వహించారు. హైదరాబాద్ కేంద్రీయ విశ్వవిద్యాలయ స్కూల్ ఆఫ్ ఎకనామిక్స్ డీన్, ఆచార్య ఆర్. వి. రమణ మూర్తి; నగరాల పర్యావరణ ప్రాంతీయ కేంద్రం మాజీ డైరెక్టర్ ఆచార్య వై. పార్ధసారధి; హైదరాబాద్ కేంద్రీయ విశ్వవిద్యాలయ సామాజిక శాస్త్ర విభాగ అధిపతి ఆచార్య జి నాగరాజు; ఉస్మానియా యూనివర్సిటీ ఐసీఎస్‌ఎస్‌ఆర్‌ – ఎస్‌ఆర్‌సీ గౌరవ మాజీ అధిపతి ఆచార్య ఎం. చన్న బసవయ్య తదితరులు వక్తలుగా పాల్గొనగా పలువురు పరిశోధక విద్యార్ధులు తమ తమ పరిశోధక పత్రాలను సదస్సులో సమర్పించారు.

BRAOU two day national seminar concluded

Hyderabad: Dr. B. R. Ambedkar Open University (BRAOU), Faculty of Social Sciences, Department of Sociology, in collaboration with Telangana State Council for Higher Education (TSCHE) and Indian Council of Social Science Research-Southern Regional Centre (ICSSR-SRC) concluded two Day National Seminar on ‘Higher Education in India : Issues and Challenges for Quality and Inclusiveness‘ at the University Campus. Prof K. Seetharama Rao, Vice-Chancellor, BRAOU was the chief guest for the valedictory program.

Prof. Rao said Higher education in India currently is facing challenges such as access disparities, quality concerns, employability gaps, financial barriers, and governance issues. The system also grapples with issues related to outdated curricula, lack of industry-academia interface, and insufficient emphasis on research and innovation. The Indian government has launched various initiatives to address challenges and enhance the quality of higher education. Initiatives like the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) aim to improve infrastructure and access. The new National Education Policy (NEP-2020) proposes significant reforms, including a flexible credit-based system, increased focus on research, and the promotion of multi-disciplinary education.

Prof. G. Haragopal, Former Professor, University of Hyderabad was the keynote addressee for the valedictory of National Seminar, He concern that the budget allotted to universities in the country is gradually decreasing, and thus fees have become a burden for poor children. He opined that the governments are not supporting the universities financially but they are also trying to collect the money required for the salary allowances from the students in the form of fees, thereby the poor will stay away from higher education. Dr. B. R. Ambedkar Open University gives great importance to social justice and it is auspicious that students from weaker and poor sections study in large numbers. He said that the philosophy of questioning should be practiced in the process of learning and thus knowledge will come. He also said Indian universities should set their fees keeping in mind the financial status of the students.

Prof. Ghanta Chakrapani, Director (Academic) attended as Guests of Honour for the program and said that the research done in the universities contributes to the development of the society and suggested that the quality of the research should increase and the research should be useful to the society. A two-day national seminar was organized in honor of Prof. Ghanta Chakrapani, who is retiring on 31st January, and the professors of Sociology Department from many universities honored Prof. Ghanta Chakrapani. Afterwards, Prof. Ghanta Chakrapani honored his teachers and the teachers who worked with him.  Prof.A.V.R.N. Reddy, Registrar of the university also spoke on the occasion.

Prof. Vaddanam Srinivas, Dean, Faculty of Social Sciences presided over the program. He explained the aims and objectives of the program and introduced the chief guest. He explained the need and necessity of organizing this National Seminar. It has been stated that many social science teachers will participate in this two-day National Seminar and guide the research students. Dr.B.Srinivas, Seminar Director presented a reported the details of the session wise program in the two National seminar, it will be useful for research students and teachers. It has been revealed that many social science teachers will participate in this two-day National Seminar and guide the research students. Dr.P.Venkatramana, Seminar Co-Director proposed vote of thanks. All Directors, Deans, Heads of the Branches, Teaching and Non-Teaching staff, Representatives of services associations, Research Scholars & Students are participated in the program.

In the first Panel Discussion on ‘NEP 2020: Challenges for Social Sciences‘. Prof. M. Hanmantha Rao, Professor of Sociology S.V University, Tirupathi was the chairperson of the panel; Prof. R.V Ramana Murthy, Dean, School of Economics, HCU, Hyderabad; Prof. Y. Pardhasaradhi, Former Director, RCUES, Osmania University, Hyderabad; Prof. G. Nagaraju, Head, Dept. of Sociology, HCU, Hyderabad; Prof. M.
