Kalvakuntla Taraka Rama Rao, Working President of Bharat Rashtra Samithi , has written a letter to Honorable Speaker Gaddam Prasad of the Telangana Legislative Assembly, highlighting ongoing violations of protocol and the systematic undermining of the rights of BRS MLAs since the Congress government took power.
In his letter, K.T. Rama Rao expressed deep concern over what he described as a “troubling culture” where the rights of opposition BRS MLAs are being deliberately trampled. He stated that in instances where there are no ruling party MLAs, the Congress government blatantly violates the rights of opposition members. He accused the Congress government of habitual protocol violations and unconstitutional behavior, which he asserted is detrimental to democratic principles.
Rama Rao contrasted this with the almost decade-long tenure of the BRS party, during which he claimed such undemocratic practices were never engaged in, and the MLAs elected by the people were always respected. However, he noted that since the Congress party took office, BRS MLAs have been deliberately targeted, with repeated violations of protocol.
He pointed out specific instances of protocol violations, including the distribution of welfare scheme checks, such as Kalyani Lakshmi, by Congress leaders instead of the local MLAs, and development works, including foundation laying and inauguration ceremonies, being conducted without the presence of elected MLAs. He cited constituencies like Huzurabad, Maheshwaram, and Asifabad as examples where local Congress leaders or defeated candidates are acting as if they are the elected representatives.
Furthermore, Rama Rao highlighted that threats from government leaders have coerced officials into following these undemocratic directives. He noted that over the past seven months, there have been continuous instances of protocol violations. Despite efforts by BRS MLAs to bring these issues to the Speaker’s attention, access has been limited.
Rama Rao urged the Speaker to use his authority to protect the rights and protocol of legislative members, regardless of party affiliations. He called for immediate orders to be issued to the Chief Secretary and all district collectors to ensure that the protocol for BRS MLAs is respected and maintained. He warned that if these issues are not addressed promptly, they will be raised during the upcoming assembly meetings.

కాంగ్రెస్ ప్రభుత్వం అధికారంలోకి వచ్చిన నాటి నుంచి విపక్ష బీఆర్ఎస్ ఎమ్మెల్యేల హక్కులను కాలరాసే విధంగా కొత్త సంస్కృతిని తీసుకొచ్చింది. అధికార పార్టీ ఎమ్మెల్యేలు లేని చోట కావాలనే ప్రభుత్వం విపక్ష ఎమ్మెల్యే హక్కులకు భంగం కలిగిస్తోంది. ప్రతి సందర్భంలో ప్రోటోకాల్ ఉల్లంఘనలకు పాల్పడుతూ రాజ్యాంగ విరుద్ధంగా వ్యవహరించటం కాంగ్రెస్ ప్రభుత్వానికి అలవాటుగా మారింది. ఇది ప్రజాస్వామ్యం. దేశంలో ఇలాంటి సంప్రదాయం ఎంత మాత్రం మంచిది కాదు. బీఆర్ఎస్ పార్టీ దాదాపు పదేళ్లు అధికారంలో ఉంది. కానీ ఎప్పుడూ ఇలాంటి దారుణాలకు పాల్పడ లేదు. ప్రజల చేత ఎన్నుకోబడిన ఎమ్మెల్యేలను మా ప్రభుత్వం గౌరవించింది. కానీ కాంగ్రెస్ పార్టీ అధికారంలోకి వచ్చిన నాటి నుంచి కావాలనే బీఆర్ఎస్ ఎమ్మెల్యేలను టార్గెట్ చేస్తూ ప్రోటోకాల్ ఉల్లంఘనలకు పాల్పడుతోంది.
ప్రజలచేత ఎన్నుకోబడ్డ ఎమ్మెల్యేలకు స్థానిక నియోజకవర్గంలో జరిగే ఏ పనికి సంబంధించైనా ప్రోటోకాల్ ఉంటుందని మీకు తెలియంది కాదు. కానీ కాంగ్రెస్ నాయకులు కావాలని బీఆర్ఎస్ ఎమ్మెల్యే లను అవమానించే విధంగా ప్రోటోకాల్ ఉల్లంఘనలకు పాల్పడుతున్నారు. కల్యాణి లక్ష్మి చెక్కుల పంపిణీ నుంచి ఇతర ప్రభుత్వ సంక్షేమ పథకాలకు సంబంధించి లబ్దిదారులకు అందిచాల్సిన చెక్కులను స్థానిక ఎమ్మెల్యే ను కాదని కాంగ్రెస్ నాయకులే పంపిణీ చేస్తున్నారు. అభివృద్ధి పనుల శంకుస్థాపనలు, ప్రారంభ కార్యక్రమాల్లో కూడా ఎమ్మెల్యే లేకుండానే కార్యక్రమాలను పూర్తి చేస్తున్నారు.
కాంగ్రెస్ ఎమ్మెల్యేలు లేని చోట పోటీ చేసి ఓడిపోయిన అభ్యర్థి లేదంటే అక్కడి కాంగ్రెస్ నాయకులే ఎమ్మెల్యేలుగా అన్నట్లుగా వ్యవహారం జరుగుతోంది. హుజురాబాద్, మహేశ్వరం, ఆసిఫాబాద్ సహా ఇలా బీఆర్ఎస్ ఎమ్మెల్యేలు ఉన్న చాలా నియోజకవర్గాల్లో ఇదే పరిస్థితి. యథేచ్ఛగా పాల్పడుతూ ప్రజల చేత ఎన్నుకోబడిన ఎమ్మెల్యేలపైనే ఎదురుదాడి చేస్తున్నారు. ప్రభుత్వం లోని పెద్దల బెదిరింపుల కారణంగా అధికారులు కూడా వాళ్లు చెప్పిన విధంగా చేసే పరిస్థితి తీసుకొచ్చారు. ప్రజాస్వామ్య వ్యవస్థలో ఇలాంటి అప్రజాస్వామిక సంఘటనలు ఎంత మాత్రం మంచివి కావు. గత ఏడు నెలలుగా వరుసగా ఇలాంటి ప్రోటోకాల్ ఉల్లంఘనల సంఘటనలు జరుగుతున్నాయి. మా పార్టీ ఎమ్మెల్యేలు ఈ విషయాన్ని మీ దృష్టికి తెచ్చే ప్రయత్నం కూడా చేశారు. కానీ మీరు వారికి అందుబాటులోకి రాలేదు.
