విషయం : పత్తికి మద్దతు ధర, రైతుల సమస్యల గురించి…
ఎండనక, వాననక కష్టపడి పండించిన పంటకు మద్దతు ధర దక్కకుండా దళారులు రైతును దగా చేస్తూంటే అండగా నిలవాల్సిన ప్రభుత్వం చోద్యం చూస్తోంది. పంట ఏదైనా వ్యాపారులు, దళారులు చెప్పిందే రేటు అన్నట్లుగా పరిస్థితి తయారైంది. మద్దతు ధర అంటూ రైతులు రోడ్డెక్కితే ప్రభుత్వం నుంచి కనీస స్పందన లేదు. ఇంతటి విపత్కర పరిస్థితుల మధ్య ఉన్న రైతుల సమస్యలను ప్రభుత్వం పట్టించుకోకుంటే.. రైతులు తమ సమస్యలను ఎవరికి చెప్పుకోవాలి? వానలు, చీడపీడల బెడదను తట్టుకుని పండిన పత్తిని చూసి రైతాన్న అనందం మార్కెట్లో ధర చూడగానే ఆవిరైపోతుంది. దళారుల రాజ్యంలో గిట్టుబాట ధర రాకపోవడంతో రోడ్డెక్కి ఆందోళ చేయాల్సిన స్థితి దాపురించింది. క్వింటాలుకు రూ.6-7 వేలు చెల్లిస్తుండటంతో రైతులు ఆందోళనకు గురవుతున్నారు. పెట్టిన పెట్టుబడిని పరిగణనలో తీసుకుంటే కనీసం రూ.15 వేలు రాకుంటే గిట్టుబాటు కాని పరిస్థితి.
మరోవైపు రాష్ట్రంలో రైతులు సవాలక్ష సమస్యలతో సతమతమవుతున్నారు. సరైన వ్యవసాయ విధానం లేకపోవడం, పంటల ప్రణాళిక లేకపోవడం, రైతులకు దిశానిర్ధేశం చేసే వ్యవస్థలు కుంటుపడిపోవడం, రుణప్రణాళికలు సరిగా అమలు చేయకపోవడం, సరైన విత్తనాలు, పురుగు మందుల సరఫరా చేయలేకపోవడం, ప్రకృతి విపత్తుల సమయంలో భరోసా ఇవ్వలేకపోవడం, తెగుళ్లు సోకి పంట నష్టం జరిగినప్పుడు పరిహారానికి భరోసా లేకపోవడం వంటి అనేక కారణాలు వ్యవసాయాన్ని, రైతును సంక్షోభంలో పడేశాయి.
మీ విధానాల ఫలితంగా రాష్ట్రవ్యాప్తంగా సగటున రోజుకు ఇద్దరు అన్నదాతలు బలవన్మరణానికి పాల్పడుతున్నారు. రైతు ఆత్మహత్యల్లో తెలంగాణ నాలుగో స్థానంలో ఉందని జాతీయ క్రైం బ్యూరో (ఎన్సీఆర్బీ) లెక్కలు చెబుతున్నాయి. ఈ నివేదిక ప్రకారం గత 2014 నుంచి 2021 వరకు రాష్ట్రవ్యాప్తంగా 6,557 మంది రైతులు బలవన్మరణానికి పాల్పడ్డారు. ఈ ఏడాదిలో నవంబరు దాకా అంటే 11 నెలల్లో రాష్ట్ర వ్యాప్తంగా 512 మంది రైతులు ప్రాణాలు తీసుకున్నట్లు ఓ స్వచ్ఛంద సంస్థ చేసిన అధ్యయనం తేల్చింది. మొత్తంగా 2014 నుంచి చూస్తే గత తొమ్మిదేళ్లలో రాష్ట్రంలో 7,069 మంది రైతులు ఆత్మహత్యకు పాల్పడ్డారు. రైతు ఆత్మహత్యల్లో ఎక్కువ కౌలు రైతులవే ఉంటున్నాయి. రాష్ట్రంలో 16 లక్షల మంది కౌలు రైతులున్నారు. ఆత్మహత్యకు పాల్పడుతున్న రైతుల్లో 80 శాతం మంది కౌలు రైతులే.
ఆశించినమేరకు పంటల దిగుబడి రాకపోవటం, పెట్టుబడి పెరగటం, వ్యవసాయం గిట్టుబాటు కాకపోవటం తో రైతులు అప్పుల ఊబిలో కూరుకపోయారు. ప్రభుత్వం హామీ ఇచ్చినట్లుగా రైతులకు రుణమాఫీ అమలు కాకపోవడం రైతులకు ఇబ్బంది కరంగా మా రింది. ‘పంటల బీమా పథకాలు’(క్రాప్‌ఇన్సురెన్స్‌) అమలు చేయటం లేదు. ఫలితంగా రైతులకు నష్టపరిహారం కూడా అందటంలేదు.
ఈ నేపథ్యంలో ప్రభుత్వం తక్షణం రైతుల ఆత్మహత్యల సంక్షోభంపై దృష్టి సారించాల్సిన అవసరం ఉంది. తూతూ మంత్రపు చర్యలు కాకుండా శాశ్వత పరిష్కార మార్గాలను అన్వేషించాలి. ఇప్పటికే ఆత్మహత్యలు చేసుకున్న రైతు కుటుంబాలను ఆదోకోవాలి. తాజా పరిస్థితుల నేపథ్యంలో కాంగ్రెస్ పార్టీ పక్షాన ప్రభుత్వం ముందు కొన్ని డిమాండ్లు పెడుతున్నాం. వీటిపై తక్షణం స్పందించండి. లేదంటే రైతుల తరఫున క్షేత్ర స్థాయిలో పోరాట కార్యచరణకు దిగాల్సి ఉంటుంది.
డిమాండ్లు :
- పత్తికి క్వింటాలుకు రూ. 15 వేలు చెల్లించేలా చర్యలు తీసుకోవాలి.
- తక్షణం రూ.లక్ష రుణమాఫీ అమలు చేయాలి.
- ఆత్మహత్యలు చేసుకున్న రైతు కుటుంబాల ప్రైవేటు అప్పులను వన్ టైం సెటిల్మెంట్ కింద పరిష్కరించేలా ప్రభుత్వ వ్యవస్థలు చొరవ తీసుకోవాలి.
- కౌలు రైతులను కూడా రైతులుగా గుర్తించి, రైతులకు వర్తించే అన్నీ పథకాలను వారికి కూడా వర్తింపజేయాలి.
- పంటల బీమా పథకాల అమలుకు తక్షణం చర్యలు తీసుకోవాలి.

An open letter to Chief Minister K.Chandrasekhar Rao
Subject: Support price for cotton and about farmers’ problems.
The government, which has to stand by the farmers and provide support price for their hard earned crops is least bothered when the middlemen are deceiving the farmers and becoming a hurdle to gain better support prices. Only the traders and middlemen have the say to decide the support prices in the markets. There is no response from the government even if the farmers are on roads demanding support prices. To whom should the farmers tell their problems, if the government is careless about the issues of these disgruntled farmers. The farmers’ happiness after seeing the cultivated cotton that has survived the rains and pests, vanishes when they see the prices in the market. In the rule of middlemen, the condition of farmers has become so pitiful that they are forced to protest on roads for support prices. Farmers are worried as they are paid only Rs.6000-7000 per quintal. Considering the input costs, the support price should be at least Rs.15 thousand per quintal.
On the other hand, the farmers in the state are facing challenging problems. Lack of proper agricultural policy, lack of crop planning, disabled systems in guiding farmers, poor implementation of credit schemes, lack of quality seeds and pesticides, lack of support during natural calamities and crop damage caused by pests have dragged agriculture and farmers into crisis.
Revanth Reddy criticised that due to KCR’s poor farmer policies, an average of two farmers are forced to committ suicide every day across the state. National Crime Bureau (NCRB) figures say that Telangana ranks fourth in farmer suicides. According to this report, from 2014 to 2021, 6,557 farmers committed suicide across the state. A study conducted by a NGO concluded that 512 farmers across the state took their lives in the last 11 months up to November this year. A total of 7,069 farmers have committed suicide in the state since 2014. Most of the farmer who committed suicide are tenant farmers. There are 16 lakh tenant farmers in the state. 80 percent of farmers committing suicide are tenant farmers.
Due to the failure of crop yield as expected, increase in input costs and losses in farming, the farmers are facing a huge debt burden. Farmers are in great stress due to non-implementation of loan waiver and crop insurance as promised by the government.. As a result, the farmers are not getting any kind of compensation.
In this context, the government urgently needs to focus on the crisis of farmers’ suicides. Permanent solutions should be sought instead of reckless temporary measures. The families of farmers who committed suicide should be supported. In the light of the latest situation, the Congress party is making some demands to the government. Reventh Reddy asked the government to respond to these demands immediately. Otherwise, he warned that they will have to take action on the ground level on behalf of the farmers.
Demands:
- Rs. 15000 per quintal support price for cotton
- Loan waiver of Rs.1 lakh should be implemented immediately.
- Government should take the initiative to take one time settlement of the private debts taken by the farmers who committed suicide.
- Tenant farmers should also be recognized as farmers and all the schemes should also be made applicable to them.
- Immediate steps should be taken for implementation of crop insurance schemes.
