Hyderabad: Dr. B. R. Ambedkar Open University (BRAOU), Faculty of Social Sciences, Department of Sociology in collaboration with Telangana State Council for Higher Education (TSCHE) and Indian Council of Social Science Research-Southern Regional Centre (ICSSR-SRC) organized a Two Day National Seminar on “Higher Education in India : Issues and Challenges for Quality and Inclusiveness” on January 28 at the University Campus.
Prof. R. Linmbadri, Chairman, TSCHE, Hyderabad was the chief guest for the Inaugural function of the Two Day National Seminar. Prof. Linmbadri said that there has been a significant growth in the number of people pursuing higher education in the country. However, in the current situation, the number of people pursuing higher education in the country is still at 28.4 percent while in Telangana it has been recorded as 40 percent and this is a good result. Similarly, compared to the national average, the percentage of enrollment in higher education in Telangana for SC, ST and BC categories has increased and the number of women pursuing higher education has also increased in which Dr.B.R Ambedkar Open University played a very crucial role. However, all the universities should pay attention to the fact that the percentage does not exceed 15 percent of the students studying for the degree every year until they reach the PG. It was explained that measures should be taken to introduce skill based and employable courses so that the number of people pursuing higher education would increase.
Prof.V.S. Prasad, Formerly, Vice-Chancellor, Dr.BRAOU and former Director NAAC was the keynote addressee for the program. He said distance education has wide benefits and there are huge opportunities for distance education learners, but the spread of higher education has not gone in that direction. He stated that increasing privatization of education marketization, inequalities in the society, lack of sincerity in the rulers and partisanship have pushed the education system into a deep crisis. According to the World Bank Economic Development Report 2018, a survey of what has been learned in the process of studying education shows that unskilled teachers who have not received proper training due to which students are not guided in the right way, is not good for the education system.
It is a matter of concern that some teachers have the idea of taking steps to improve the skills of the students but there are not enough resources and it seems that there is a lack of infrastructure. National Education Policy 2020 (NEP-2020) experts have said that modern technology in higher education, especially ‘open technologies’ and ‘open artificial intelligence (AI)’ should be freely available to students in open source to provide equal opportunities and quality education to students studying in distance education system. . As per the guidelines of NEP-2020, it is explained that each higher education institution can be considered as a unique institution for quality, which will have to prepare its own development plan.
Prof K. Seetharama Rao, Vice-Chancellor, BRAOU presided over the program. Prof. Rao mentioned that the rulers should take decisions to further expand higher education, the enrollment percentage of two Telugu states is higher than the national average in terms of gross enrollment ratio, in which the role of Dr. BR Ambedkar Open University is significant and they have taken steps to improve their role in the spread of higher education in the days to come.
Prof. Ghanta Chakrapani, Director (Academic) attended as Guest of Honour for the program and said that efforts are being made to spread higher education in the country but it is a matter of concern that quality education is not being focused on. In the two Telugu states, the governments should focus on spreading quality education and skill based education and for that purpose, they should work for the creation of basic facilities, without shortage of human resources by appointing teachers.
Prof. A. V. R. N. Reddy, Registrar said that during the implementation of the new National Education Policy-2020, is like an examination time for the universities, especially in higher education, they should focus on quality education and skill-based education, only then will the educational institutions do justice to the students.
Prof.Vaddanam Srinivas, Dean, Faculty of Social Sciences, explained the aims and objectives of the program and introduced the chief guest. He explained the need and necessity of organizing this National Seminar. It has been stated that many social science teachers will participate in this two-day National Seminar and guide the research students.
Dr. P. Venkatramana, Seminar Co-Director and Dr.B.Srinivas, Seminar Director also spoke on the occasion. All Directors, Deans, Heads of the Branches, Research Scholars & Students participated in the program.
In the first Panel Discussion on “NEP 2020: Opportunities and Challenges for Open and Distance Learning”. Prof. C. Ganesh, Professor of Sociology, Principal, UCASS, OU, Hyderabad was the chairperson of the panel; Prof. V. Venkaiah, Former Vice-Chancellor, Krishna University, Andhra Pradesh; Prof. E. Vayunandan, Former Vice-Chancellor, YCMOU, Nashik; Prof. Mushtaq Ahmed I. Patel, Professor of Education, Directorate of Distance Education, MANUU, Hyderabad, Dr. Jayapal, H.R, Associate Professor, Dept of Sociology, Karnataka State Open University, Mysore, Karnataka were the panel speakers.

హైదరాబాద్: డా. బి. ఆర్. అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయం, సామాజిక శాస్త్ర విభాగం మరియు తెలంగాణ రాష్ట్రా ఉన్నత విద్య మండలి, ఐసీఎస్ఎస్ఆర్ – దక్షణ భారత దేశ ప్రాంతీయ కేంద్రం ఆధ్వర్యంలో “భారతదేశంలో ఉన్నత విద్య: సమస్యలు, నాణ్యత మరియు సమగ్రత కోసం సవాళ్లు” అనే అంశంపై రెండు రోజుల జాతీయ సదస్సు ఆదివారం ప్రారంభమైంది. ఈ కార్యక్రమానికి తెలంగాణ రాష్ట్ర ఉన్నత విద్యా మండలి ఛైర్మన్ ఆచార్య. ఆర్. లింబాద్రి ముఖ్య అతిథిగా హాజరై ప్రారంభించారు. అయన మాట్లాడుతూ ప్రస్తుత పరిస్థుతుల్లోదేశంలో ఉన్నత విద్యను అభ్యసించేవారి వారి సంఖ్యలో గణనీయ వృద్ధి ఉందని ఇప్పటికీ దేశంలో ఉన్నత విద్యను అభ్యసించే వారి సంఖ్య 28.4 శాతం కాగా తెలంగాణాలో ఇది 40 శాతంగా నమోదు అయిందని ఇది శుభపరిణామంగా అభివర్ణించారు.
అదే విధంగా జాతీయ సగటు తో పోలిస్తే తెలంగాణలో ఉన్నత విద్యను అభ్యసించే ఎస్సే, ఎస్టీ, బీసీ, వర్గాల నమోదు శాతం బాగా పెరిగిందని, ఉన్నత విద్యను అభ్యసించే మహిళల సంఖ్య కూడా బాగా పెరిగిందని వివరించారు. ఇందులో డా. బి.ఆర్.అంబేద్కర్ ఓపెన్ యూనివర్సిటీ పాత్ర చాల కీలకంగా ఉందని వివరించారు. అయితే ప్రతీ సంవత్సరం డిగ్రీ చదివే విధ్యార్ధులతో పోలిస్త్ పీజీకి వచ్చే వరకు ఆ శాతం 15 శాతానికి మించి నమోదు కావట్లేదని ఈ అంశంపై అన్ని విశ్వవిద్యాలయాలు దృష్టి సారించాలన్నారు. నైపుణ్యంతో కూడిన, ఉపాధి అందించే కోర్సులను ప్రవేశపెట్టేల చర్యలు చేపట్టాలని తద్వారా ఉన్నత విద్యను అభ్యసించే వారి సంఖ్యను మరింత పెంచడానికి ఉపయోగ పడుతుందని వివరించారు.
అంబేద్కర్ సార్వత్రిక విశ్వవిద్యాలయ మాజీ ఉపకులపతి, న్యాక్ మాజీ డైరెక్టర్ ప్రొ.వి.ఎస్.ప్రసాద్ హాజరై కీలకోపన్యాసం చేశారు. ఆయన మాట్లడుతూ దూర విద్యలో విస్తృత ప్రయోజనాలు, దూర విద్యా వ్యాప్తికి అపారమైన అవకాశాలు ఉన్నప్పటికీ ఉన్నత విద్య వ్యాప్తి ఆ దిశగా వెళ్ళట్లేదని ఆవేదన వ్యక్తం చేశారు. రోజురోజుకీ పెరుగుతున్న ప్రైవేటీకరణ, మార్కేటీకరణ, సమాజంలో అసమానతలు, పాలకుల్లో చిత్తశుద్ధి లేమి, పక్షపాత ధోరణి వంటివి విద్యా వ్యవస్థను తీవ్ర సంక్షోభంలోకి నెట్టాయని పేర్కొన్నారు. ప్రపంచ బ్యాంక్ ఆర్ధికాభివృద్ధి నివేదిక 2018, విద్యను అభ్యసించే క్రమంలో ఏమేం నేర్చుకున్నారని సర్వే చేస్తే నైపుణ్యం లేని విద్యా భోధన, సరైన శిక్షణ పొందని ఉపాధ్యాయులు, విద్యార్ధులకు సరైన పద్ధతిలో మార్గదర్శనం చేయట్లేదనే అభిప్రాయం వ్యక్తం అయిందని ఇది విద్యా వ్యవస్థకు మంచిది కాదని అభిప్రాయపడ్డారు.
కొంతమంది టీచర్స్ లో విద్యార్ధులకు నైపుణ్యం పెంపొందించేలా చర్యలు తీసుకుందాం అనే ఆలోచన ఉన్నా సరిపడా వనరులు లేవని, మౌలిక వసతుల లేమి కొట్టొచ్చినట్లు కనిపిస్తోందని తేలిందని ఇది ఆందోళన కలిగించే అంశంగా పేర్కొన్నారు. జాతీయ విద్యా విధానం 2020 (NEP-2020) నిపుణులు ఉన్నత విద్యలో ఆధునిక సాంకేతిక పరిజ్ఞానం, ప్రత్యేకించి ఓపెన్ టెక్నాలజీస్’ మరియు ‘ఓపెన్ ఆర్టిఫిసియల్ ఇంటలిజెన్స్ (AI)’ అనేవి ఓపెన్ సోర్స్ లో విద్యార్ధులకు ఉచితంగా అందుబాటులో ఉండాలని అప్పుడే దూరవిద్యా విధానంలో అభ్యసించే విద్యార్ధులకు సమాన అవకాశాలు కల్పించినట్లు, నాణ్యమైన విద్యను అందించినట్లు అవుతుందన్నారు. NEP-2020 మార్గదర్శకాల ప్రకారం నాణ్యత కోసం ప్రతి ఉన్నత విద్యా సంస్థను ప్రత్యేకమైన సంస్థగా పరిగణించవచ్చని, ఎవరికి వారే అభివృద్ధి ప్రణాళికను సిద్ధం చేసుకోవాల్సి ఉంటుందని వివరించారు.
కార్యక్రమానికి విశ్వవిద్యాలయ ఉపకులపతి ఆచార్య కె.సీతారామరావు అధ్యక్షత వహించారు. ఆయన మాట్లాడుతూ ఉన్నత విద్యను మరింత విస్తరించేలా పాలకులు నిర్ణయాలు తీసుకోవాలని, గ్రాస్ ఎన్రోల్ల్మేంట్ రేషియో నమోదులో జాతీయ సగటు కంటే రెండు తెలుగు రాష్ట్రాల నమోదు శాతం ఎక్కువగా ఉందని అందులో డా.బి.ఆర్.అంబేద్కర్ ఓపెన్ యూనివర్సిటీ పాత్ర గణనీయంగా ఉందని రానున్న రోజుల్లో ఉన్నత విద్యా వ్యాప్తిలో తమ పాత్ర మరింత మెరుగు పర్చుకునేల చర్యలు చేపట్టినట్లు వెల్లడించారు.
కార్యక్రమంలో గౌరవ అతిధులుగా విశ్వవిద్యాలయ అకాడమిక్ డైరెక్టర్ ప్రొ.ఘంటా చక్రపాణి పాల్గొని ప్రసంగించారు. ఆయన మాట్లాడుతూ దేశంలో ఉన్నత విద్యా వ్యాప్తికి ప్రయత్నాలు జరుగుతున్నాయని అయితే నాణ్యమైన విద్యావ్యాప్తిపై దృష్టి సారించట్లేదని ఇది ఆందోళన కలిగించే అంశంగా పేర్కొన్నారు. దేశంలో నాణ్యమైన విద్య, నైపుణ్యంతో కూడిన విద్యా వ్యాప్తికి కృషి చేసేలా ప్రభుత్వాలు దృష్టి సారించాలని ఆ దిశగా మౌళిక వసతుల కల్పన, మానవ వనరుల కొరత లేకుండా, అధ్యాపకుల నియామకాల కోసం కృషి చేయాలని వీటికి రెండు తెలుగు రాష్ట్రాలు అతీతం కాదని పేర్కొన్నారు.
కార్యక్రమంలో పాల్గొన్న రిజిస్ట్రార్ ప్రొ.ఎ.వి.ఆర్.ఎన్.రెడ్డి మాట్లాడుతూ నూతన జాతీయ విద్యా విధానం–2020 అమలు అవుతున్న సమయంలో విశ్వవిద్యాలయాలకు పరీక్షా సమయం లాంటిదని, ముఖ్యంగా ఉన్నత విద్యలో నాణ్యమైన విద్య, స్కిల్ బేస్డ్ విధ్యపైన దృష్టి సారించాలని అప్పుడే విద్యార్ధులకు విద్యా సంస్థలు న్యాయం చేసినట్లు అవుతుందని అభిప్రాయపడ్డారు. కార్యక్రమంలో సామాజిక శాస్త్రం విభాగ డీన్ ప్రొ.వడ్డాణం శ్రీనివాస్ అతిధులను సభకు పరిచయం చేశారు. ఈ సందర్భంగా సెమినార్ డైరెక్టర్ డా.బి.శ్రీనివాస్ సదస్సు నిర్వహణ ఆవశ్యకతను వివరించారు., సెమినార్ కో-డైరెక్టర్ డా.పి.వెంకట రమణ సభలో మాట్లాడారు. కార్యక్రమంలో పలు విభాగాల అధిపతులు, డీన్లు, అన్ని విభాగాల అధ్యాపకులు, పరిశోధక విద్యార్థులు పాల్గొన్నారు.
